The reunions must go on

North Korea delivered very bad news over the long Chuseok holiday. It abruptly announced a unilateral postponement of the reunions - slated for this week - of the families separated during the 1950-53 Korean War. The Committee for the Peaceful Reunification of the Fatherland came up with unfathomable excuses for the deferment of the long-awaited meetings. After our Ministry of Unification issued a statement denouncing the North’s decision as an “action against humanity,” the North Korean committee counterattacked our government by calling it an “inhuman criminal group.” It is utterly regrettable that Pyongyang has splashed cold water on the heartfelt aspirations of those families, particularly senior citizens in their 80s, who have been waiting to see their relatives across the border before they die.

The North Korean committee cited the “unbearable aggressiveness of the conservative forces in the South” as the major reason for its decision to put off the reunions. The committee lambasted far-right groups for attributing the recent rapprochement between Seoul and Pyongyang to the conservative Park Geun-hye administration’s principled approach to the North. Pyongyang seems to believe that Seoul disregarded its “sincere efforts to improve the ties.” But it is simply childish to try to take full credit for an improvement in bilateral relations. After all, it takes two to tango.

The committee also defined the ongoing investigations of lawmakers of the far-left Unified Progressive Party, including its leader Lee Seok-ki, as a “witch hunt to suppress proponents of liberal democracy.” The committee said it can’t expect a dialogue for better ties under such circumstances. We are dumbfounded at the North’s ludicrous logic. If Representative Lee and others prove to be linked to North Korea in plotting a rebellion against the state in the course of the prosecution’s investigations and subsequent trials, North Korea must apologize to us, not criticize. On the other hand, if Lee and his aides are not connected to the North, the committee can just say so.

Political pundits raised suspicions over the real intention behind the sudden postponement of the reunions. Pyongyang probably needed to vent its anger over the gloomy prospects for resumptions of tours to Mount Kumgang or the six-party talks. We are dismayed by the North’s narrow-mindedness. Pyongyang’s decision to shelve the reunions for emotional reasons cannot be justified. If the North is really concerned about relieving the separated families of their ever-deepening pains - not about earning foreign currency - it must prove it.

모처럼 길었던 추석 연휴의 끝자락에 북한으로부터 유쾌하지 못한 소식이 있었다. 이번 주 예정됐던 이산가족 상봉 행사를 일방적으로 연기한다고 발표한 것이다. 북한 조국평화통일위원회가 밝힌 사유들은 납득하기 어려운 것들뿐이다. 통일부는 즉각적으로 ‘반인륜적 행위’라는 비난 성명을 내고 조속히 상봉에 나설 것을 촉구했다. 이에 대해 조평통은 남한 정부를 “반인륜 범죄자들”이라고 맞받았다. 설레는 마음으로 상봉을 기다리던 팔순의 부모·형제·자매들 생각은 눈곱만큼도 하지 않는 태도였다. 통탄할 일이다.

조평통이 밝힌 상봉 행사 연기 이유는 ‘남조선 보수 패당의 악랄한 대결소동’이란다. 그 예로 든 것이 최근 남북관계 개선 움직임이 남한 정부의 ‘원칙론’이 성과를 거둔 것으로 ‘떠들어대고 있다’는 것이다. 북한의 ‘성의 있는 노력의 결과’임을 무시한 ‘파렴치한 날강도행위’라는 것이다. 유치하기 짝이 없는 행태다. 남북관계 진전의 공을 독차지하겠다는 어린애 같은 발상이 아닐 수 없다.

조평통은 또 이석기 통합진보당 의원 등에 대한 수사가 진행되는 것을 두고 ‘진보민주인사들을 탄압하는 마녀사냥’으로 규정하고 이런 ‘살벌한 분위기 속에서’ 대화와 관계발전을 기대할 수 없다고 주장했다. 적반하장도 유분수다. 만일 이석기 의원 등이 북한과 직접 연계된 사실이 수사와 재판을 통해 사실로 확인되는 경우 오히려 북한이 사과해야 할 일 아닌가. 조평통 말대로 북한과 무관하다면 그렇다고 밝히든지 아니면 가만 있으면 될 일이다.

이산가족 상봉 행사를 미룬 북한의 속내에 대해선 이런 저런 추정이 나온다. 대체로 금강산관광 재개나 6자회담 개최 전망이 불투명하다는 것을 확인하고 화풀이를 해댄다는 것으로 요약할 수 있다. 속이 좁아도 한참 좁은 행태다. 어디 화풀이할 데가 없어서 언제 돌아가실지 모르는 분들을 상대로 화풀이를 하나. 이산가족의 아픔을 조금이라도 덜어주는 일보다 외화를 버는 일이 훨씬 중요한 모양이라는 비아냥이 공연히 나오는 게 아님을 북한 스스로 보여주고 있다.
