Not all hugs and kisses

Despite a festive mood to celebrate the 65th birthday of the Republic of Korea Armed Forces and the 60th anniversary of the Korea-U.S. military alliance yesterday, controversies were also raised over pressing security issues:/ 어제 한국군 창설 65주년과 한미군사 동맹 60주년을 기념하는 축제분위기에도 불구하고 안보문제를 둘러싼 논란 또한 불거졌다/ a possible new delay in transfer of wartime operational control of troops to Korea and U.S. pressure for Korea to join in its missile defense (MD) program./즉, 한국군의 새로운 전시 작전 통제권의 이전 연기 가능성과 미국의 한국군에 대한 MD 프로그램과 관련한 압력이 그것이다/ Both sides are still in a deadlock over increasing Korea’s share of the costs of housing the American military here./ 양측은 한국의 주한미군 주둔비용 부담 증가 문제로 여전히 교착상태에 빠져 있다/ The Washington Post reported that the U.S. government and Congress do not welcome the Korean government’s request for the transfer delay, putting a bit of wobble into the six-decade military ties./ 워싱턴포스트지는 미국 정부와 의회가 전작권 연기에 대한 한국 정부의 요청을 못마땅하게 생각하고 있으며 이로 인해 60년 군사 동맹이 약간 흔들리고 있다고 보도했다/

From the start, Washington was embarrassed by Seoul’s transfer delay request./ 처음부터 미국 정부는 한국 정부의 전작권 연기 요청에 당황해 했다/ Shortly after our government made a clandestine request, U.S. Defense Secretary Chuck Hagel unilaterally made it public followed by reaffirmations of the original transfer schedule - by the end of 2015 - by the chairman of the U.S. Joint Chiefs of Staff and commander of the U.S. forces in Korea./ 우리 정부가 은밀히 연기 요청을 한 후 바로 척 헤이글 미국방장관이 일방적으로 2015년까지 본래 이전 스케줄대로 이행할 것을 재확인하며 공식화 했고 미 합참의장과 주한미군 사령관도 이에 동조했다/ Even as our Defense Ministry official said both sides reached an agreement on the need to delay the transfer, Hagel said it’s too early to draw any conclusion./ 심지어 한국 국방부 관계자가 양측이 전작권 이전 연기의 필요성에 대해 합의를 했다고 밝혔지만 헤이글 국방장관은 어떤 결정을 하기에는 너무 이르다고 말했다/ All of that suggests the possibility that there won’t be final agreement on the issue in the annual Korea-U.S. Security Consultative Meeting today. /결국 오늘 열리는 연례 한미 안보협의회에서는 전작권 전환 재연기에 대한 최종 합의는 없을 전망이다/

Washington is concerned about Seoul’s excessive dependence on the United States for security despite its painful defense budget cuts./ 미국 정부는 국방예산 감축의 고통에도 불구하고 한국 정부가 미국에 안보문제를 과도하게 의존하고 있다는 것을 우려하고 있다/ Though Washington did not explicitly say so, it feels uncomfortable because Seoul is reluctant to meet its demands to join the MD program, pay a bigger share of the costs of the USFK and increase its own military spending./ 비록 미국 정부가 명쾌하게 그렇게 말은 하지 않지만 한국 정부가 MD 프로그램에 합류하는 것을 꺼리고 주한미군 주둔비용 분담을 더 많이 하라는 것과 군비지출을 증대하는 것을 꺼리는 것에 대해 불편하게 생각하고 있다/

But the government has a couple of things to do before it takes back wartime operational control./ 하지만 정부는 전시 작전 통제권을 돌려받기 전에 해야 할 몇 가지 일이 있다/ First, as President Park Geun-hye stressed in a speech today, it must develop a “kill chain” and KAMD, the Korean low-altitude air and missile network to effectively deter Pyongyang’s nuclear capability./ 우선 박근혜 대통령이 오늘 연설에서 강조했듯이 북한의 핵 능력을 효과적으로 억제하기 위해 “킬 체인”과 한국형미사일방어(KAMD)체계, 한국형 저고도 방공망과 미사일 네트워크를 구축해야 한다/ Second, the government needs to approach Washington’s demand for our participation in the MD program in a flexible way, as indicated by former Presidential Secretary for Diplomacy and Security Chun Yung-woo./ 둘째로 한국 정부는 천영우 전 대통령 외교안보수석이 밝혔듯이 MD 프로그램과 관련하여 미국의 참여 요구에 유연하게 접근할 필요가 있다는 것이다/

Whatever the case, we must abandon the blind faith that military ties with the United States fully address our security concerns./ 경우가 어떠하든, 우리는 미국과의 군사동맹이 우리의 안보 문제를 모두 해결해 줄 것이라는 맹신을 버려야 한다/ We must safeguard our security on our own./ 우리의 안보는 우리 스스로 지켜야 할 것이다/
