추운 겨울 이웃사랑 연탄에만 실을 게 아니라 …
오랜만에 평일 대낮에 지하철을 탔다. 빈자리도 더러 있는 한산한 객차에서 할머니 서너 분의 얘기 소리가 귀에 꽂혔다. 주제는 엄청나게 춥다는 올 겨울나기. 한 분이 “올겨울엔 전기장판 함부로 켜면 안 된다”고 열변을 토했다. 최근 전기료가 올라 자칫 요금폭탄을 맞을 수 있다는 것이었다. 다른 할머니가 말했다. “큰일일세. 전기장판으로 한겨울 나는 노인네들 다 얼어 죽겄네.”그들의 대화가 유난히 귀에 꽂힌 건 큰 목소리 때문이 아니라 이 말 때문이었다. 평소 생산원가 이하의 전기요금을 현실화하지 않으면 전기 과소비 구조를 고칠 수 없다고 주장했던 터였는데 전기료 인상으로 서민층의 겨울나기가 더욱 힘겨워질 수밖에 없다는 사실을 새삼 깨닫게 되어서다.
이에 올겨울 서민대책에 대해 알아봤더니 각 지방자치단체들이 올겨울 서민들의 따뜻한 겨울나기와 관련해 깨알 같은 지원 대책을 내놓고 있었다. 하나 매년 당국의 대책으로 진정 모든 서민들이 따뜻한 겨울을 난 적이 없고, 실제 추위로 인한 서민층의 악전고투를 당국이 모두 해결하기도 어려운 일이다. 결국 가난한 이웃의 겨울나기는 시민사회가 함께 감당해야 할 몫이다.
겨울 들어 가난한 이웃을 돕겠다는 자원봉사 행사는 줄을 잇는다. 각 기업•단체•기관•유명인들이 앞장서 김장 나누기와 연탄배달 행사를 하는 모습이 거의 연일 보도된다. 그런 한편으론 연탄 나르기 등 사진에 찍히는 ‘전시성 자원봉사’는 넘치는데 기름 때는 서민층은 도움 받을 길이 없고, 보육원 등에 과일박스라도 넣어주는 실질적 도움은 줄었다는 푸념도 도처에서 나왔다. 경기가 어려워지면서 연말 온정마저 위축된 것일까. 궁금해서 사회복지공동모금회 김석현 대외협력본부장에게 전화를 했다.
한데 그는 대단히 희망적이었다. 오히려 기부문화가 단단해지고 있다고 했다. 실제로 10일 현재 모금액은 지난해 같은 기간보다 350억원이나 많았다. 기업보다 개인 기부가 점점 늘어나는 게 가장 희망적이란다. 지난해 이맘때는 1억원 이상 기부자가 200명이었는데, 올해는 어제로 400명을 돌파했고 이 중 65명은 익명이란다. 김 본부장은 “사람들이 기부를 당연한 걸로 여기고 안 보이게 기부하는 경향이 점차 강해지고 있다”고 했다.
알고 보면 한국사람은 참 따뜻하다. 연말에 벌어지는 김장 나누기와 연탄 나르기는 이제 이웃을 생각할 때가 됐음을 알리는 축제의 서막이라 하겠다. 이를 전시성이라며 삐딱하게 볼 이유는 없다. 다만, 불우이웃들은 연탄뿐 아니라 기름과 가스를 더 많이 땐다는 데 생각이 덜 미쳐 실행하지 못했을 거다. 이제 필요한 사람이 필요한 것을 장만해주는 도움으로 방향만 조금 틀면 금상첨화일 것 같다.
