A tragedy worsened

Distressed families of missing passengers on the ferry yelled at President Park Geun-hye on Thursday when she made a trip to a makeshift evacuation center in Jindo, South Jeolla, on the southwest coast of Korea. “We don’t believe what the Coast Guard or the Ministry of Oceans and Fisheries says. Please order civil servants to listen to what we say.”

After listening awhile, the president directed government officials on the spot to “do your best no matter what.” The anguished and angry family members waiting for news of their missing children - mostly high school students on a field trip to Jeju Island - applauded the president. Authorities appeared to react to Park’s order by setting up a big television screen at the gymnasium in Jindo in which the families have been staying since the ferry sank Wednesday morning.

Then on Friday, a piece of news arrived at the Central Disaster and Safety Countermeasures Headquarters in Seoul. After a senior official said, “Our Coast Guard has entered the cabins of the submerged ferry,” reporters scurried to get the story out. But the official soon reversed himself. “It turns out the Coast Guard has not yet entered the cabins,” he said. As journalists’ complained loudly, he excused himself and said, “We just follow reports from officials on the scene.”

The flip-flops of the government on the number of survivors and missing passengers on the first day continued even after the president’s order. “The government headquarters has no ability to command and government agencies cannot communicate with one another,” said a frustrated reporter. “They just keep excusing themselves.”

The families released an open letter pleading, “Help our kids to survive, as there’s no one taking responsibility.” When one of our staff reporters dispatched to the site was asked what’s really going on down there, he said a number of ambulances were waiting in Paengmok Harbor with civilian volunteers handing out blankets and underwear to families. The shameful lack of a coordinated response has made an unimaginable tragedy even worse.

Three days into this national tragedy, we are again frustrated by the sad reality of still not knowing whether 236 missing students are dead or alive. That forces us to think about our pride as the seventh-largest exporter and the 13th biggest economy in the world. When it comes to dealing with national disasters, Korea has a long way to go. We want - and we deserve - a government we can trust in times of national crisis.

'세월호' 침몰 사고 사흘째. 우리 사회는 지금 '집단 아노미' 혹은 '집단 멘붕'에 빠진 것이나 다름없다. 모두 넋이 나갔다고 해도 지나치지 않다. 정부는 불신받고, 괴담은 난무하고, 의혹은 증폭되고 있다. 17일 박근혜 대통령이 진도 사고 현장을 찾아가 실종자 가족들을 만나 그들의 절규를 듣고, 일선 공무원들에게 최선을 다할 것을 명령한 후 이 꽉 막힌 재난 국면에서 조금은 소통이 되는 듯했다. 대통령 방문 후 무(無)설명으로 일관하던 당국은 실종자 가족들이 머무는 진도 체육관에 대형 스크린을 설치하는 등 움직이기 시작했다.
18일. 드디어 선내에 공기를 주입했고, 이날 오후 구조대가 선내로 진입해 본격적인 실종자 생사확인 작업에 들어갔다. 비로소 현장 구조 작업에서 한 단계 더 진전이 이루어진 것이다. 그러나 이런 진전도 대통령의 약속도 ‘집단 멘붕’을 진정시키지는 못했다.
이날 오전부터 우리 사회는 민간잠수부라는 한 여성의 거짓말에 휘둘렸다. "구조작업을 하는 민간잠수부들에게 구조대원들이 대충 시간만 때우고 가라고 했다"는 등의 발언이었다. 이를 TV 뉴스 프로그램이 보도하고, 네티즌들은 비난을 쏟아냈다. 거짓말임은 금세 밝혀졌고, 해당 방송사는 신속히 사과했다. 문제는 이런 허무맹랑한 주장마저 삽시간에 SNS를 타고 사회 전체를 뒤흔들 만큼 우리 공동체가 깊은 불신에 사로잡혀 있다는 점이다. 이런 때일수록 분별력을 발휘해야할 정부와 언론마저 허둥대는 판국이니 시민들은 더 기댈 데가 없다.
수학여행 길에 올랐다 재난을 당한 안산 단원고 학생 실종자 가족들은 이날 "정부의 행태가 너무 분하고, 책임자도 없고, 계속 거짓말을 한다"며 대국민 호소문을 냈다. 또 세월호에서 구출된 단원고 교감이 목을 매 자살했다. 꼬리를 무는 비극 속에서 '탑승자들에게 어째서 비상시 행동수칙도 알려주지 않았는지''구조현장에 출동한 구조대는 1시간 여 동안 왜 누구도 선내에 들어가 현장 구조를 안 했는지''일본에서 타다 수명을 다해 판 20년 된 여객선은 무리한 증축까지 했는데 어떻게 안전검사에 통과했는지' 등 수많은 의문과 의혹을 새로 쏟아지고 있다.
불신만이 지배하는 사회. 그러나 이를 진정시키고 다독거릴 정부는 보이지 않는다. 오히려 헛발질하는 정부의 모습만 도처에서 돌출한다. 18일 중앙재난안전대책본부는 "해경이 선실에 들어갔다"고 발표했다가 잠시 후 발표를 뒤집었다. 사고 첫 날 구조자와 탑승자 숫자조차 집계하지 못했던 정부의 말바꾸기는 대통령이 최선을 명령한 뒤에도 계속됐다. 현장기자는 말했다. "중대본이 장악력도 없고, 해양수산부와 안전행정부는 소통이 안 되고, 파견 공무원들은 계속 핑계만 대고…, 보면서도 화가 나 뒤집어질 지경이다."
진도의 현장 기자는 이렇게 말했다. "팽목항엔 119 앰뷸런스들이 줄지어 있고, 기업 등 민간인 자원봉사자들이 내려와 이불부터 속옷까지 가족들에게 필요한 물품들을 대주며 대기하고 있다. 문제는 의욕과 마음은 있는데 모두 뭘해야 할지 모른다는 것이다. 대책 기구는 일원화가 안 되고, 대응 매뉴얼이 없다 보니 현장이 효율적으로 움직이지 못한다."
이 초대형 재난 앞에서 우리는 '안전 정부'에 대한 기대와 희망마저 침몰해버린 또 하나의 슬픈 현실에 직면했다. 세계 7위 수출 강국, 세계 13위 경제 대국이라는 수식어가 부끄럽고 초라할 뿐이다. 나무와 풀은 큰 바람이 불어야 분간할 수 있다고 한다. 한 국가의 수준과 능력도 재난과 어려움이 닥쳤을 때 판가름난다. 우리나라의 수준은 낙제점, 삼류국가의 그것이었다. 마치 초짜 3등 항해사가 몰았던 세월호처럼 침몰하는 나라를 보는 것 같은 막막함을 가눌 길 없다. 우리 사회의 신뢰 자산마저 바닥을 드러내고 침몰해 버린 것이나 다름없다. 이 신뢰의 재난에서 대한민국을 어떻게 구조할 것인지 이제 정부부터 대답을 내놓아야 한다.
