Party reform is key
The Saenuri Party is set to hold its national convention on July 14./ 새누리당은 7월 14일에 전당대회를 개최할 예정으로 있다/ As many as 10 candidates are expected to run in the race for the party’s new leadership./ 10명씩이나 되는 후보들이 새누리당의 새로운 지도자 경선에 참여할 예정이다/ In addition to Suh Chung-won, who has emerged as the head of pro-President Park Geun-hye forces after winning a by-election,/ 보궐선거에서 승리한 후 친 박근혜 세력의 수장으로 부상하고 있는 서청원 의원에 더불어/ and presidential hopefuls such as Kim Moo-sung and Rhee In-je, several other lawmakers are poised to enter the race,/ 차기 대통령 후보의 야망을 키우고 있는 김무성, 이인제 의원과 몇 몇 다른 의원들이 경선에 참여할 준비를 하고 있다/ which will pick a chairperson and four other supreme members of the party./ 전당대회에서는 대표와 4명의 최고위원을 뽑게 된다/The national convention carries great significance as it chooses a new leadership after the Sewol ferry disaster and the June 4 local elections./ 이번 전당대회는 세월호 참사와 6월 4일 지방선거 후에 새로운 지도부를 뽑는다는 점에서 상당히 중요하다고 할 수 있다/ The new leadership has to support President Park for the next two years as well as nominate candidates for the April 2016 general elections./ 새로운 지도부는 향후 2년 동안 박근혜 정부를 지원해야 할 뿐만 아니라 2016년 4월 총선을 위한 후보를 공천하게 된다/
The new leadership must aggressively participate in the government’s ambitious drive to change the nation on two fronts./ 새로운 지도부는 두 가지 방향에서 정부의 야심찬 국가 개조 작업에 적극적으로 참여해야 한다/ One is enacting new laws or mending existing laws related to public safety and the other is reforming political parties./ 한 가지는 새로운 법을 제정하고 공공 안전과 관련된 기존의 법을 개정하는 것이며 다른 하나는 정당을 개혁하는 것이다/ The latter, which comprises a pivotal part of the government’s campaign for a national revamp, is a task that cannot be delayed further./ 특히 정당 개혁은 국가 개조를 위한 정부 캠페인의 핵심 축을 이루고 있는 부분으로 더 이상 미룰 수 없는 과제이기도 하다/ Despite the Park administration’s pledge to “normalize the abnormal,” the political sector is among the most abnormal parts of Korean society, for which the Saenuri Party must take primary responsibility./ “비정상의 정상화”라는 박근혜 정부의 약속에도 불구하고 정치 부문은 한국사회에서 가장 비정상적인 부분에 속해 있는데 이는 새누리당이 많은 책임을 져야 한다/
Top priority for the political revamp is reform of the nomination system./ 정치개조를 위한 가장 높은 우선순위는 공천제도의 개혁이다/ Despite the ruling party’s promise to scrap party nominations for grass roots positions before the June 4 local elections,/ 6월 4일 지방선거 전에 풀뿌리 민주주의를 정착시키기 위해 정당 공천 제도를 폐지하겠다는 여당의 약속에도 불구하고/ it went off track and abused opinion polls for the nominations in strategic areas./ 여당은 그것을 뒤집고 전략지역에 공천을 하기 위해 여론조사를 남용했다/ A lack of a solid nomination system only raises opaqueness in our politics./ 견실한 공천제도가 부족하기 때문에 우리 정치에 불투명성이 제기되는 것이다/ Under such circumstances, lawmakers cannot but curry favor with party leaders to get their nominations in the next round of elections./ 이러한 상황에서 의원들은 다음 선거에서 공천권을 따내기 위해 정당 지도자에게 빌붙을 수밖에 없는 것이다/
The public is not happy with this state of affairs./ 이렇게 일이 되어 가는 상황에서는 국민이 행복할리 없다/ As seen in the botched nomination of former Supreme Court justice Ahn Dae-hee as prime minister, the Saenuri Party adhered to his nomination despite public outrage over his earning a fortune at a law firm after retiring from the Supreme Court./ 전 대법원 판사 안대희 총리후보의 잘못된 공천에서도 보았듯이 새누리당은 대법원 퇴직 후 법률회사에서 부를 축적한 것에 대한 국민의 분노에도 불구하고 공천에 집착했다/ Legislators even send a list of candidates for top government positions to the Blue House through the back door while criticizing the government’s golden parachute appointments./ 의원들은 심지어 정부의 낙하산 지명을 비판하면서도 뒷문을 통해 청와대에 정부 고위직 후보자 목록을 보내기도 한다/
Reform of political parties must be the core priority./ 정당 개혁은 가장 핵심적인 우선순위여야 한다/ Candidates must present their plans for reform and debate them before party members choose their new leaders./ 후보자들은 개혁을 위한 계획을 제출해야 하며 새로운 지도자를 선택하기 위해 동료 의원들 앞에서 그 계획을 논의해야 한다/ Without it, a national convention is meaningless./ 이런 것을 하지 않는다면 전당대회는 의미가 없다/ The Saenuri Party must reinvent itself./ 새누리당은 새로운 모습을 보여주어야 할 것이다/
