Pyongyang’s peace offensive

In fact, suspicions linger over whether North Korea really means what it said./ 사실 북한이 진정으로 한 말을 지킬 것인지는 의심스러운 구석이 많다/ First, the statement involves how the North perceives its nuclear weapons program./ 첫째는 그 성명은 북한이 어떻게 핵무기 프로그램을 인식하고 있느냐와 관련이 있다/ It asserted/ 북한은 주장했다/ that its nuclear arms are solid collateral to deter foreign forces’ ambitions to invade the country/ 핵무기는 북한을 침략하기 위한 외세의 야욕을 단념시키기 위한 확실한 담보물이며/ and a means to achieve the reunification of the Korean Peninsula without overseas help to ensure the peace, security and prosperity of Korean people for generations to come./ 자손만대의 한국 국민의 평화, 안보, 번영을 보장하기 위해 외국의 도움 없이 한반도의 통일을 달성하기 위한 수단이라고/ In other words, North Korea is pressuring South Korea to break out of the common front between Seoul and Beijing on nuclear issues with fanciful arguments./ 다시 말해서 북한은 한국과 중국이 공허하게 주장하고 있는 핵문제에 관한 공동 전선에서 빠져나오라고 남한을 압박하고 있다/ The statement also insisted that “a war exercise aimed at invading North Korea,” referring to the annual Korea-U.S. joint drills, must be stopped./ 그 성명은 또한 연례 한미 합동 군사 훈련을 언급하면서 북한을 침략하기 위한 전쟁 연습을 멈추어야 할 것이라고 주장했다/ When North Korea announces positions that are unacceptable for South Korea and talks about improved relations, how can we accept its offer?/ 북한이 남한이 받아들일 수 없는 관계개선을 위한 회담을 제안하는데 어떻게 남한이 그 제안을 받아들일 수 있겠는가? Military experts link the peace offensive to the North’s campaign to promote the strength of its regime a day before the 20th anniversary of the death of Kim Il Sung./ 군사 전문가들은 김일성 사망 20 주년을 하루 앞두고 체제를 강화하기 위한 북한의 선전과 평화 공세라고 말하고 있다/ North Korea also came up with the statement shortly after it test-fired advanced multiple rocket launchers, and North Korean leader Kim Jong-un led a landing and combat drill aimed at five islands in the tense maritime border in the West Sea./ 북한은 또한 신형 방사포를 실험하고 김정은이 서해 5도를 겨냥한 섬 상륙작전을 지도한 직후에 성명을 발표했다/ When its actions do not match its words, we can hardly expect improved relations./ 말과 행동이 일치하지 않는 것을 보고 관계 개선을 기대하기는 거의 어렵다고 할 수 있다/
However, even if North Korea shows an ambivalent attitude, our government needs to tell the country exactly what it wants./ 그러나 설령 북한이 양면적인 태도를 보인다고 하더라도 우리 정부는 북한과 대화를 통해 무엇을 원하는지 정확하게 말해줄 필요가 있다/ Communication channels are still open since high-level talks in February./지난 2월에 고위급 회담을 한 이후 대화채널은 여전이 열려있다/ The government can show its position on the North’s nuclear weapons and discuss other pending issues./ 정부는 북한의 핵무기에 관한 정부 입장을 밝히고 기타 현안도 논의할 수 있다/ The government needs to expand its diplomatic space during a turbulent situation in Northeast Asia due to confrontations between China, the United States and Japan./ 동북아에서 중국과 미국, 일본이 대립하는 격변하는 상황에서 외교적 공간을 우리 정부는 확대할 필요가 있어 보인다/
