Reckless diplomacy doesn’t work
“What would the other party think if you made a critical proposal and publicized it the next day?” said a Washington insider about North Korea’s “critical proposal.” On Jan. 10, the Korean Central News Agency, the North’s state-run news outlet, reported that Pyongyang had proposed to suspend nuclear tests if the United States called off its annual joint military drills. The news agency claimed the proposal was conveyed to the U.S. government on Jan. 9. The insider said it made sense to wait for Washington’s response if Pyongyang made the offer because it really wanted to talk. However, making the proposal public only a day after could make the other party think it has an ulterior motive.And that’s how the U.S. Department of State responded. Washington rejected the proposal as a veiled threat. The North basically said that it would conduct a nuclear test if the United States and Korea don’t suspend their military exercises.
On Feb. 1, North Korea again disclosed its behind-the-scene negotiations with the United States. Pyongyang argued that Sung Kim, the State Department’s special representative for North Korea policy, expressed his intentions to contact the North during his Asia tour and that he was invited to Pyongyang but did not come.
During the Lee Myung-bak administration, North Korea put Seoul in an awkward position by unilaterally disclosing under-the-table inter-Korean contact. In June 2011, the North claimed that it secretly contacted Seoul and “begged” to apologize for the sinking of the Cheonan and the Yeonpyeong Island attack.
Its motive for disclosing such contact was to argue that Seoul and Washington have no intentions of talking. But the Park Geun-hye administration has already sent messages to begin discussions. And that’s how the United States sees the situation. The Congressional Research Service’s report published on Jan. 21 states that the Park administration has maintained a hard-line attitude toward North Korea, but that improving relations with Pyongyang is Park’s ultimate goal within her term.
"I remain confident that the Obama administration is prepared to engage in genuine negotiations with North Korea, just as it has done with Myanmar, Iran, and Cuba, if Pyongyang is also prepared to engage in genuine negotiations," said David Straub, associate director of the Korea Program in Standford University.
A related source said that Sung Kim has sought ways to talk with North Korea upon returning to Washington last year, but that the cyberattack on Sony Pictures aggravated the atmosphere.
By revealing the progress with Washington, North Korea is not showing its sincerity. Instead, it is fanning skepticism and suspicion that Pyongyang is using it as a justification for more hard-line responses toward the United States and South Korea. We all know that North Korean foreign policy is not based on common sense, but that doesn’t mean reckless diplomacy works.

by CHAE BYUNG-GUN “중대 제안을 해놓고는 하룻만에 공개하면 상대는 뭐라 생각하겠는가.” 최근 미국 워싱턴의 한 외교 소식통이 북한이 제안한 ‘중대 조치’를 놓고 한 말이다. 북한 조선중앙통신은 지난달 10일 한미 군사연습을 중단하면 북한은 핵 실험을 임시 중단하겠다는 이른바 중대 조치를 공개했다. 그런데 그 전날인 9일 이를 미국 정부에 제안했다고 전달 시점까지 밝혔다. 이 소식통은 사견을 전제로 “정말 대화를 원해서 내놓은 중대 제안이라면 상대방인 미국의 반응을 기다리는게 상식”이라며 “하지만 전달한 다음날 제안 내용까지 공개했으니 상대방은 다른 의도가 숨어 있다고 여기지 않겠나”라고 설명했다. 미 국무부는 그렇게 반응했다. 곧바로 “암묵적인 협박”으로 일축했다. 군사연습을 중단하지 않으면 핵 실험을 하겠다는 위협 아니냐는 얘기다. 북한이 지난 1일 또 북미간 물밑에서 오고 간 줄다리기를 공개했다. 아시아를 순방 중이던 성 김 미국 국무부 대북정책 특별대표가 북한과 접촉 의사를 표명해 평양으로 초청했는데 오지 않았다는 주장이다. 북한은 이명박 정부 시절에도 수면 아래의 남북 접촉을 일방적으로 드러내 남북 관계가 황당해진 적이 있다. 2011년 6월 북한은 남측이 비밀 접촉에서 천안함ㆍ연평도 사건과 관련해 사과를 ‘애걸했다’고 주장했다. 당시 남측 참석자 명단까지 실명으로 공개했다. 그때나 지금이나 북한이 뭔가를 공개하는 이유는 한국과 미국이 대화 의지가 없다고 주장하기 위해서다. 하지만 박근혜 정부는 이미 대화 메시지를 잇따라 내놓았다. 미국도 그렇게 보고 있다. 미 의회조사국은 지난달 21일 보고서에서 “비록 박근혜 정부는 북한에 상대적으로 강경한 태도를 유지해 왔지만 박 대통령은 평양과의 관계 개선을 임기내 목표로 삼고 있다”고 명기했다. 미국이 완강하다지만 미 국무부 관료 출신인 데이비드 스트로브 스탠퍼드대 한국학연구소 부소장은 “오바마 정부는 미얀마ㆍ이란ㆍ쿠바와 했던 것처럼 북한이 진정성을 보여준다면 북한과 대화할 준비가 돼 있다는데 확신한다”고 밝혔다. 이와 관련 한 소식통은 “성 김 대표가 지난해 워싱턴 복귀후 북한과 대화 방안을 모색했지만 소니 픽처스 해킹이 불거지며 분위기가 악화됐다”고 전했다. 소니 해킹이 없었다면 다른 상황이 진행될 수도 있었다는 얘기다. 그렇다면 북한이 지금처럼 북미간 진행 상황을 그대로 공개해 버리는 행태는 대화를 바라는 진정성을 보여주는게 아니라 대미ㆍ대남 강경 조치에 나서기 위한 ‘명분 쌓기’라는 의구심만 키울 뿐이다. 북한 외교가 상식에 기반한게 아님을 다들 알고 있지만 그렇다고 막무가내 외교가 통하는 것도 아니다. 워싱턴=채병건 특파원
