China’s tipping point
After the government made the drastic decision to suspend operations at the Kaesong Industrial Complex as part of its reaction to North Korea’s latest long-range missile test, the international community is closely watching to see how China will react./ 최근 북한의 장거리 미사일 발사 실험에 대한 대응의 일환으로 정부가 개성공단의 운영을 전면 중단하기로 결정하면서 이제 국제사회의 시선은 중국이 어떻게 나오느냐에 쏠리고 있다/ Seoul’s decision to stop the last remaining symbol of inter-Korean cooperation is aimed at countering the North’s ill-conceived nuclear provocations once and for all./ 최후의 남북협력의 상징으로 남아 있는 개성공단을 중단하기로 한국정부가 결정한 것은 북한의 잘 못된 핵 도발을 최후로 응징하기 위한 것이다/ But if the bold move is to succeed, Beijing’s cooperation is essential./ 하지만 이러한 과감한 조치가 성공하기 위해서는 중국 정부의 협력이 필수적이다/China has joined anti-North sanctions in accordance with a series of past UN Security Council resolutions./ 중국은 지금까지 유엔안보리 결의에 따라 대북제재에 함께해 왔다/ However, as the trade between North Korea and China over the last few years strongly suggests, the efficacy of Beijing’s participation has always been in doubt./ 그러나 지난 수년간 북중 교역이 급속히 증가한 것을 보아 알 수 있듯이 중국의 참여가 실효성이 있는지는 의문이다/ China has consistently demonstrated lukewarm attitudes toward the sanctions for one reason or another./ 중국은 지속적으로 이런 저런 이유를 들어 대북제재에 미온적인 태도를 보여왔다/ For instance, China excused itself from stopping all oil supplies by saying that North Korea could import it from Russia./ 예들 들어, 중국은 석유공급을 중단했더니 북한이 러시아에서 석유를 수입 하더라며 변명했다/ Beijing even said that a reduction of food supplies would only worsen the suffering of North Korean citizens./ 심지어 중국은 식량 공급을 줄였더니 고생하는 건 북한 주민뿐이더라고 말했다/China is trying once again to lower the level of international society’s sanctions with the similar logic that they must not affect the livelihoods of North Korean people./ 중국은 이번에도 북한 인민의 삶에 영향을 주어서는 안 된다는 유사한 논리를 펴며 국제사회의 제재 수위를 낮추기 위해 노력하고 있다/ But China must change the way it deals with the North./ 그러나 중국도 북한을 다루는 법을 바꾸어야 한다/ Pyongyang is estimated to have spent a whopping $850 million launching the long-range rocket carrying its Kwangmyongsong-4 satellite Sunday./ 북한은 일요일 광명성 4호 위성을 운반하기 위해 장거리 미사일을 발사하는데 8억5천만 달러나 사용한 것으로 보인다/ That amount of money is large enough to feed 20 million North Koreans for a year if it were used to purchase about 2.5 million tons of corn from China./ 그 돈은 1년간 2000만 북한 주민을 먹여 살릴 수 있을 만큼 많은 돈으로 중국에서 옥수수 250만톤을 구입할 수 있는 돈이다/ Beijing must realize that what really harms the good of North Koreans are not the sanctions but the Pyongyang regime’s determination to develop nuclear weapons to ensure its survival./ 중국은 북한 주민의 복지를 해치고 있는 것은 제재가 아니라 정권 안정을 위해 핵무기 개발에만 몰두하고 있는 북한 정권이라는 것을 깨달아야 한다/ North Korea does not fear the international community’s sanctions - no matter how tough they are - as it has a close neighbor it can resort to anytime./ 북한은 제재의 정도가 어느 정도 세냐에 상관없이 국제사회의 제재를 두려워하지 않는데 이는 언제든지 의존할 수 있는 가까운 이웃이 있기 때문이다/ As long as China regards the North as sort of a strategic asset, the North will continue to believe that Beijing will prevent international society from pushing it to the brink of collapse./ 중국이 북한을 전략적 자산으로 간주하는 이상 북한을 붕괴시킬 정도의 국제사회의 제재를 중국이 막아줄 것이라고 북한은 계속 믿을 것이다/ As a result, the North could conduct a chain of nuclear tests and missile launches, which pushes not only the Korean Peninsula but also Northeast Asia into a tinderbox./ 그 결과 북한은 잇따른 핵과 미사일 발사 실험을 하게 되며 한반도는 물론 동북아를 일촉즉발의 긴장상태로 몰아가고 있는 것이다/ Conventional wisdom says some things are better late than never./ 늦더라도 안 하는 것보다 낫다는 말이 있다/ Beijing must scrap its policy of propping up Pyongyang whatever it does and join toughened international sanctions./ 중국은 여태껏 해왔던 북한 감싸기 정책을 버리고 강력한 국제 제재에 동참해야 한다/ That’s the only way for China to genuinely help improve the lives of its people./ 그것이야 말로 중국이 말하는 북한 인민의 삶을 향상시킬 수 있는 길이다/
