Jeju in danger
On Tuesday, decades-old trees were pulled up by the roots in a forest near Hado-ri, Gujwa County, in Jeju. The thick forest was destroyed and ruined. Kim, 51, and her group destroyed the forest near the prospective site of the second Jeju airport to divide the land and sell it in smaller lots. The group purchased the land at a cheap price and cut it into many pieces to sell at premium prices. They destroyed the beautiful nature of Jeju for money.Development projects were all around Jeju Island as I did research on the investment boom. The villages on the shore and around Mount Halla known for beautiful scenery were dotted with new buildings. Jeju Island was groaning in pain from reckless development. Investments by Koreans and foreigners, including the Chinese, are wounding Mount Halla and the seashores.
Experts emphasize that the dignity of Jeju should be maintained while pursuing development to make the island an attractive destination loved by people around the world. Jeju is the only island in the world with three Unesco designations. The international organization named Jeju a Biosphere Reserve in 2002, a World Natural Heritage in 2007 and a Global Geopark in 2010. Song Jae-ho, a professor of tourism development at Jeju University, said it is hard to find another island like Jeju that has a volcanic mountain like Mount Halla, primeval forests, waterfalls and carbonated hot springs.
The authorities are cracking down on development to make the island free from crime, accidents and pollution. Real estate speculation is also controlled to prevent reckless development and environmental destruction by speculative investors. Most notably, the authorities halted the China Beyond Hill tourist complex project in Aewol-eup. The project includes condominiums and hotels, and the location is close to Mount Halla. Jeju Gov. Won Hee-ryong has ordered a complete review of the project.
Some say Jeju’s efforts are already too late. Large-scale construction projects in the mountain and along the shoreline have been approved for several years already. Lee Young-ung, secretary general of the Jeju Federation of Environmental Movement, said the policies should look 100 years ahead, but policies and plans change whenever the organization heads are replaced.
Since 2010, the Chinese investment boom has accelerated, and the value of real estate in Jeju has skyrocketed. Celebrities moving to the island also elevated the land and housing prices. But as the current reckless development continues, the island may turn into a second-class tourist spot, not a classy destination.
Jeju Island and the residents need to work together to make an island that can attract visitors with sophisticated tastes.

지난 23일 제주시 구좌읍 하도리 인근 임야. 수십 년 된 아름드리 나무들이 뿌리째 뽑힌 채 널브러져 있었다. 우거졌던 숲 속은 마구 파헤쳐져 폐허처럼 변했다. 김모(51·여)씨 일당이 이른바 ‘쪼개팔기’를 위해 제주 제2공항 예정지 인근 산림을 망가뜨린 현장이다. 김씨 등은 싼값에 사들인 임야를 여러 필지로 쪼개 비싸게 팔 목적으로 2만7026㎡의 임야를 훼손했다. 돈을 위해 제주의 아름다운 환경을 파괴한 것이다. 투자 열기를 취재하기 위해 찾아간 제주도 곳곳에선 개발이 한창이었다. “풍광이 좋다”고 소문난 해안이나 한라산 자락에는 자투리땅까지 빼곡하게 건물이 들어서 있었다. 제주도 곳곳이 무분별한 개발 붐으로 신음하고 있다. 중국을 비롯한 내·외국인의 투자 열풍이 한라산과 해안 지역 곳곳에 생채기를 남기고 있어서다. 전문가들은 제주가 세계인의 사랑을 받는 매력적인 명품 섬이 되려면 “개발은 하되 제주다운 품위는 지켜야 한다”고 강조한다. 제주도는 세계에서 유일하게 유네스코 3관왕에 오른 섬이다. 유네스코는 2002년 생물권보전지역에 이어 세계자연유산(2007년)과 세계지질공원(2010년)으로 인증했다. 제주대 송재호(관광개발학과) 교수는 “한라산과 바다, ‘곶자왈’로 불리는 원시림과 폭포, 탄산온천을 하나의 섬이 갖고 있는 곳은 세계적으로 유례를 찾기 힘들다”고 말했다. 제주도는 범죄·사고·공해가 없는 ‘삼무도(三無島)’ 조성을 목표로 난개발 잡기에 나서고 있다. 투기꾼들로 인한 무분별한 개발이나 환경 훼손을 막기 위해 투기 근절 활동도 벌이고 있다. 제주시 애월읍에 들어설 예정인 ‘차이나 비욘드힐 관광단지’ 개발 사업에 제동을 건 게 대표적이다. 89만6586㎡ 부지에 콘도와 호텔을 짓는 이 사업은 한라산 중산간에 대한 개발이라는 점에서 논란을 빚고 있다. 원희룡 지사는 “원점에서 재검토하라”고 했다. 일각에선 제주도의 이런 노력에 대해 “때늦은 대책”이라는 지적이 나온다. 이미 3~4년 전부터 제주도 중산간과 해안 일대의 대규모 공사에 대해 마구 허가를 내줬기 때문이다. 이영웅 제주환경운동연합 사무국장은 “100년을 내다보는 정책을 펴야 하는데 단체장이 바뀔 때마다 대책이나 방침이 바뀐다”고 꼬집었다. 제주도는 2010년 이후 중국인의 투자 열풍이 가속화되면서 부동산 가치가 급상승했다. 셀럽(유명인)의 잇따른 제주행도 집값과 땅값을 한껏 높여놓았다. 하지만 지금 같은 난개발이 계속되면 매력적인 명품 섬이 아니라 ‘이류 관광지’로 전락할 수 있다. 글로벌 1% 부자가 찾아오고 싶어 하는 명품 섬 조성에 제주도와 도민들이 힘을 합칠 때다. 최경호 사회부문 기자 [출처: 중앙일보] [취재일기] 제주, 매력 높이되 품위 잃지 말아야
