Where corruption never ends

We are dumbfounded at another corruption case involving our military. The deep-rooted malpractices in our defense contract system appears to never end. According to an investigation by the Board of Audit and Inspection (BAI), a senior official at the Ministry of National Defense made null and void a million-dollar Army project to procure advanced bulletproof jackets and then distributed 35,000 low-quality flak jackets — supplied by a defense contractor with strong military connections — to our soldiers on the front lines. The official in question was a major general in the Army.

After the announcement by the BAI, the Defense Ministry promised to take appropriate actions after thoroughly reviewing the results of the audit. But the ministry added a suspicious note at the end of its statement. It said the bulletproof vests meet the standards of our military. They can successfully protect our soldiers against normal bullets from AK-74s, the mainstay assault rifle for the North Korean Army, the ministry explained.

But most North Korean soldiers currently use ammo that can effectively penetrate ordinary bulletproof jackets — such as the ones that were recently distributed to our soldiers on the front lines. That’s why the Agency for Defense Development devised more advanced flak jackets based on nanotechnology in 2010 after three years of research. Nevertheless, the Defense Ministry canceled the project all of a sudden and made a contract with the suspicious supplier to receive substandard body armor.

It all boils down to deep-rooted ties between our military and defense industry. The wife of the senior defense official is under suspicion for finding jobs at the flak jacket company in question. A professor at a research institute of the Korea Military Academy received kickbacks worth tens of millions of dollars from a contractor in return for offering hundreds of rounds of ammo for tests.

Some 29 veterans have been hired by the defense contractor since 2008. The company also obtained the exclusive right to supply the Army with $231.4 million worth of bulletproof vests by 2025. The contractor was found to have supplied unqualified flak jackets to the Special Forces Command as well.

Military equipment is a pillar of national security. This kind of corruption is an act of treason threatening the lives of our soldiers. The authorities must track down all parties involved and punish them. More dangerous than the North’s weapons is allowing the fox to guard the henhouse.

국방부와 군이 깊이 관여된 방위산업 비리가 또 드러났다. 정말 방산비리의 끝은 어디인지 묻지 않을 수 없다. 감사원 감사 결과에 따르면 군이 수십억원을 들여 개발한 철갑탄 방탄복 조달 계획을 육군 소장 출신 국방부 1급 관리가 백지화하고, 대신 군과 커넥션이 있는 방산업체로부터 성능이 떨어지는 일반 방탄복 3만5000벌을 납품 받아 일선부대에 지급했다.
국방부는 감사원 발표에 대해 “감사결과를 존중하며 면밀히 검토해 충실하게 후속 조치하겠다”는 입장을 발표했다. 하지만 과연 적절한 조치가 이뤄지겠나 하는 의심이 들만한 사족을 말미에 붙였다. “(문제가 된) 방탄복 자체는 군이 요구하는 성능(북한군 소총 AK-74의 보통탄 방호)을 충족하고 있다”는 내용이다.
북한군은 AK-74 소총에 일반 방탄복을 관통할 수 있는 철갑탄을 다수 사용하고 있는 것으로 알려지고 있다. 국방과학연구소(ADD)가 2007~2010년 첨단 나노기술을 이용한 철갑탄 방호용 액체방탄복을 개발한 이유다. 그런데도 2011년 돌연 이 계획을 취소하고 일반방탄복을 납품 받는 어처구니 없는 일을 벌이고도 뭐가 문제냐는 식인 것이다.
그 이유는 한가지다. 군과 방산업체의 뿌리깊은 유착이다. 철갑탄 방탄복 계획을 백지화한 국방부 관리의 부인은 문제의 방탄복 제조업체에 위장 취업해 월급을 받은 의혹을 받고 있다. 육군사관학교 화랑대연구소의 한 교수는 실탄 수백발을 빼돌려 실험용으로 제공하고 육사의 시설·장비를 제공한 대가로 수천만원이 넘는 금품을 챙겼다. 군 출신이 문제의 업체와 그 계열사에 취업한 사례는 2008년 이후 29명이나 된다. 그 대가인지 이 업체는 2025년까지 무려 2700억원이 넘는 방탄복 공급권을 보장받았다고 한다. 2011~2012년 일반 소총탄에도 뚫리는 불량 방탄복 2000벌을 특전사에 납품했다 적발된 업체인데도 말이다. 군과의 끈끈한 커넥션 말고는 설명이 안 된다.
군사장비는 군인들의 생명을 담보하고 있을 뿐 아니라 국가 안보를 떠받치는 기둥이다. 기밀유지가 필요한 군 특성을 악용해 군사 관련 비리를 저지르는 것은 자칫 군인의 목숨을 위협하고 국가안보를 뒤흔들 수 있는 반역 행위인 것이다. 철저한 수사로 비리 관련자를 발본색원해 엄중처벌하고, 향후 업체 선정 때는 민간전문가 등을 참여시켜 공정입찰이 가능하고 군(軍)피아가 끼어들 틈이 없도록 제도를 바꿔야 한다. 북한의 핵과 장거리미사일보다 더 위험한 것이 고양이에게 생선을 맡기는 것이다.
