Smart tourism plan needed

The government has set up a so-called control tower to effectively direct and build the tourism industry to generate future growth for the country, as the Korean tourism industry has come under fire for the prevalence of rip-off packages.

Japan has been way ahead in courting cash-packed and population-rich China. It established a tourism administration in 2008 with a long-term roadmap to building the tourism and service industries as well as the high-tech manufacturing sector. Last year, Japan drew 19.74 million tourists, compared with Korea, which drew 13.23 million.

The government should not try to find excuses such as the cheaper yen or the outbreak of the Middle East Respiratory Syndrome. As we have seen from Japan’s feat, tourism should be an area we must nurture and build with long-term vision. The establishment of a policy control tower should be the starting point for us to rebuild our crumbling tourism industry. We must study cases in foreign countries and seek opinions from experts to map out a master plan. Korea not only lags behind Japan, but also Singapore and Macao in tourism.

China has turned Macao into all-inclusive resort island since it redeemed control of the territory from Portugal in 1999. The Cotai Strip, reclaimed to join two islands of Colane and Taipa, has been recreated to resemble the hotel-casino dynasty of the Las Vegas Strip. It is now home to six smaller versions of hotel-casino establishments of international names. Foreign visitors to Macao exceeded 30 million last year as more head to the resort destination for business conventions and pleasure vacations. Korea will lose all appeal to the Chinese if there are more places like Cotai Strip in Chinese territory.

Korea has embarked on a casino-resort development project in Yeongjong island in Incheon. Of the three that won the business license, Lippo Group of Indo-Chinese capital is taking steps to pull out. Cosmetics and healthcare companies came to Korea recently for an employee event, but how long the tourism sector can rely entirely on Chinese enchantment with Korean beauty and entertainment business is uncertain.

A tourism industry has life and prospects when visitors want to return to the destination over and over again. Paris, New York and Hong Kong are good examples. The government must redesign the infrastructure and policy to promote a lasting tourism industry. The president should spearhead the campaign to give traction to the move.

정부정책 소홀해 경쟁력 크게 상실 영종도 복합리조트 장밋빛 전망 가득 한류 의존 말고 산업 차원서 접근해야 앞으로 한국을 먹여살릴 가능성이 큰 관광산업의 컨트롤타워가 신설된다. 정부는 그제 국무회의를 열고 문화체육관광부에 산하에 2개 국을 둔 관광정책실을 신설하기로 했다. 그간 한국은 싸구려ㆍ바가지 관광이 판을 쳐도 방치될 만큼 관광정책에 구멍이 뚫려 있었다. 관광이 수많은 일자리를 창출하는 서비스산업의 총아로 떠오르는데도 유무형의 관광 인프라가 후진성을 면치 못했다는 얘기다.
13억 중국인 관광객(유커ㆍ遊客)을 놓고 우리와 경쟁관계에 있는 일본은 달랐다. 관광이 서비스업은 물론이고 제조업까지 견인하는 차세대 첨단산업이라는 점을 간파하고 정부 차원에서 2003년 관광입국(立國)전략을 수립해 2008년 관광청을 설립하면서 관광산업에서 치고 나갔다. 지난해 일본이 1974만 명을 유치하면서 1323만 명 유치에 그친 한국을 크게 따돌린 배경도 여기에 있다.
정부는 엔저(低)나 메르스(중동호흡기증후군)사태 같은 변명을 늘어놓아선 안 된다. 일본의 사례가 보여주듯 관광입국은 국가 백년대계 차원에서 전략적으로 접근해야 하는 산업의 영역이다. 따라서 정책의 컨트롤타워를 뒤늦게 신설하는 것은 무너진 관광산업을 일으키는 첫 단추에 불과하다. 정부는 빠른 시일내 선진 외국 사례와 전문가 의견을 수렴해 관광진흥을 위한 그랜드 플랜부터 짜야 한다. 한국은 일본에 뒤진 것은 물론이고 싱가포르ㆍ마카오 같은 경쟁 도시에도 크게 뒤져 있다.
중국은 1999년 포르투갈로부터 마카오를 반환받은 뒤 카지노 도시에서 복합리조트 도시로 탈바꿈시켜 왔다. 마카오 앞 바다의 갯벌을 메워 만든 코타이 스트립 지역의 복합리조트가 대표적이다. 코타이 스트립에는 현재 세계 6대 복합그룹 업체가 들어와 신천지를 만들어 놨다. 카지노 매출이 떨어지고 있어도 복합리조트를 찾는 기업 고객과 관광객이 꾸준히 늘어 지난해 외국인 관광객 3000만 명을 돌파했다. 코타이 같은 곳이 중국에 더 늘어나면 한국은 유커를 모두 빼앗기게 된다.
이에 반해 한국은 영종도에서 이제 삽을 뜨고 있다. 그나마 3개 사업자 가운데 인도네시아계 중국자본인 리포그룹이 미단시티 복합리조트 사업을 포기하는 수순을 밟고 있어 장밋빛 전망을 뒤집어 놓고 있다. 중국 화장품 업체 아오란(傲瀾) 직원 6000명이 인천 월미도에서 치맥 파티를 열고 5월에는 건강제품 업체 난징중마이(南京中脈) 사원 8000명이 서울을, 중국 무술협회 5000명이 청주를 찾기로 한 것은 고무적이다. 하지만 한류 드라마에 취한 유커의 방문이 계속될 거란 기대는 금물이다.
파리ㆍ뉴욕ㆍ홍콩처럼 한 번 방문하면 반복해 찾게 되는 매력을 가져야 관광이 산업화할 수 있다. 이를 위해 관광정책 컨트롤타워는 대형 국제회의ㆍ기업 인센티브 여행이 가능한 마이스(MICE)산업이 지속 가능하도록 관광 인프라를 총체적으로 업그레이드 해야 한다. 관광정책실 신설을 계기로 정부가 풀어야 할 숙제는 산더미처럼 쌓여 있다. 대통령이 강력한 드라이브를 걸어주길 촉구한다.
