Secure the barn door

North Korea has been attacking our global positioning systems for four consecutive days since last Thursday. Though no meaningful damage has been reported, such an action could trigger a serious disaster at any time — if passenger aircraft or fishing boats collide, say, in the air or at sea. They could even cross the border unwittingly due to potential malfunctioning of their GPS. As the GPS disturbance is an indiscriminate assault against civilian planes and ships, that constitutes a terrorist act in clear violation of international law.

Given the North’s sensitive reactions to the ongoing joint Korea-U.S. military drill and recent UN sanctions, the GPS attack reflects strong antipathy to the mounting pressure from the international community. But it is North Korea that caused the tough sanctions and unprecedentedly large military exercises. International society took proper action in response to Pyongyang’s fourth nuclear test, its alleged miniaturization of nuclear warheads and acquisition of atmospheric re-entry technology, and its endless firing of multiple rocker launchers.

The North’s provocations cannot affect the international community’s sanctions. Pyongyang’s reaction only exacerbates its dire economic condition. It must give up its doomed nuclear armaments and demonstrate a sincere will to have dialogue. South Korea and other countries no doubt will welcome it if North Korea takes such a path.

But our military authorities’ reaction to the North’s GPS attacks is very disappointing. Despite the North’s ever-expanding scope of disturbances, the top brass merely reiterates that our military equipment is not affected thanks to its anti-jamming capability even after a number of our fishing boats had to return to port due to malfunctioning GPS. How would the government cope with the possibility of the North extending GPS attacks to our electricity grids, financial and mobile communication networks?

The Defense Ministry has vowed to retaliate if grave damage is inflicted. That’s akin to fixing the barn door after the horse has bolted. Does the ministry plan to wait until the North’s GPS disturbance has caused colossal damage? The government must obtain technologies to neutralize — and retaliate against — the North’s new electronic warfare and reassure our citizens of their safety.

Yet our politicians are bent on concocting ways to win the April 13 general election instead of urging our military to find effective ways to prevent a disaster. That’s a critical dereliction of their duties. Voters will soon determine their fate.

민간인까지 노리는 무차별 테러행위 군장비는 영향 없다는 변명만 계속 총선에만 관심 가진 정치권도 문제

북한이 위성위치확인시스템(GPS) 교란 공격을 나흘째 계속하고 있다. 아직 큰 피해가 없다고는 하지만 GPS가 위치 혼선을 일으키거나 작동이 중지되면 위험천만한 일이 일어날 수 있다. 자칫 항공기나 어선이 충돌해 커다란 인명피해가 발생하거나 경계를 넘어 월북하는 사고를 일으킬 수 있다. 더구나 북한의 GPS 교란은 여객기나 어선 등 민간 부분까지 무차별적으로 노린 공격이어서 정상국가의 행위로서는 믿어지지 않는 비열한 테러행위이자 명백한 국제법 위반이다.
북한은 지난달부터 계속되고 있는 한미 연합 군사훈련과 국제사회의 강도 높은 제재에 민감한 반응을 보이고 있고, 이번 GPS 교란 공격도 그런 반감의 표현이 분명하다. 하지만 국제제재는 말할 것도 없고 유례없는 대규모 군사훈련은 모두 북한이 자초한 것이다. 4차 핵실험과 탄도미사일 발사 실험, 핵탄두 소형화 및 대기권 재진입 기술 확보 주장, 신형 발사포 발사 등 계속 꼬리를 무는 도발에 대한 우리의 당연하고도 필수불가결한 대응이기 때문이다.
거듭 말하지만 어떠한 도발도 대한민국은 물론 국제사회의 단호한 제재의지에 조금도 영향을 미칠 수 없다. 가뜩이나 어려운 북한 경제사정을 더욱 악화시키는 역효과만 낳을 뿐이다. 북한은 누구보다 북한에 재앙이 될 핵 무장을 과감하게 포기하고 하루라도 빨리 진정성 있는 대화 의지를 피력해야 한다. 그런 북한을 국제사회가, 누구보다 먼저 한국이 두 손을 들어 환영할 것이라는 것을 조금도 의심할 필요가 없다.
이번 북한의 교란 공격에 대한 군 당국의 대응태도는 지극히 실망스럽고 신뢰가 가지 않는다. 북한의 GPS 공격이 시작된 것이 2010년이고 줄곧 교란 범위와 강도가 확대되고 있는데도 우리 군 당국은 군용장비가 항재밍(anti-jamming)기술로 영향을 받지 않는다는 변명만 늘어놓고 있다. 많은 어선들이 GPS 이상으로 조기 귀환해 어업 차질을 빚는 등 무방비로 당하는 민간피해는 나 몰라라 하고 있는 것이다. 특히 GPS 공격이 전력망, 금융네트워크, 이동통신망까지 교란할 수 있으며 개인 차원의 국지적 교란 공격 가능성도 있는데 이에 대한 대비책은 거의 전무한 실정이다.
“심대한 피해가 발생하면 응분의 대가를 치르도록 하겠다”는 국방부 성명 역시 결국 소 잃은 뒤에야 외양간을 고치겠다는 허언에 불과하다. 북한의 교란기술이 서울과 수도권에 미쳐 큰 피해를 입을 때까지 기다리겠다는 것 아닌가. 하루빨리 북한의 전자전을 무력화시키고 응징할 수 있는 기술을 확보해 국민을 안심시켜야 할 것이다.
북한의 도발을 강력규탄해 재발을 방지하고 군 당국에 적절한 대응수단 확보를 촉구할 의무가 있는 정치권 역시 실망스럽긴 마찬가지다. 여야 모두 마음이 온통 총선이라는 콩밭에 가있어 자기 당의 표만 계산할 뿐 정작 표를 줄 유권자들의 안보 불안을 해소시켜줄 의지는 조금도 없어 보인다. 고작 대변인 성명으로 북한을 비난하는 시늉만 해서는 결국 유권자들의 싸늘한 심판을 받을 것이라는 사실을 명심해야 한다.
