It boils down to restructuring

“Typical EPB school,” I thought when I first read the election promises presented by Kang Bong-kyun, the co-chairman of the Saenuri Party’s election campaign committee. They are obvious and bold, with freewheeling ideas. With the clear goal of “growth expansion,” he offered bold policies. Aside from the feasibility, the policies are refreshing. This time, it was different from the previous ruling party pledges that combined familiar promises.

The Economic Planning Board had been in control of Korea’s economic growth during the development era. The vice prime minister-level head used state funding and long-term economic policies to command other economic ministries and the private sector. Along with the Ministry of Finance, a rival in the bureaucracy, the EPB became the predecessor of the current Ministry of Strategy and Finance. Kang and Saenuri Party’s economic policy chief, Cho Won-dong, had been with the EPB.

EPB alums are good at the big picture but rather rough in execution. They are not as detail-oriented as Ministry of Finance officials specializing in tax and finance. So they sometimes have accidents. Right after the foreign currency crisis, when Kang served as the Blue House secretary for economic affairs and the Minister of Strategy and Finance, the government used various bold measures to boost the economy, including the policy to offer income tax exemption for the credit card usage. The purpose was to boost domestic consumption and to make taxable income transparent. But it led to the credit card crisis, and many people became delinquent borrowers.

The Korean version of a “quantitative easing” promise has a clear objective, but it is an extreme measure with considerable adverse effects expected. In short, the central bank will issue notes to do the job for the financial market. Officials who know how the financial market and the Bank of Korea work are skeptical while they understand the intent.

But the EPB are not good at details. The pinnacle of Kang’s promises is not the quantitative easing. Instead, we need to focus on the “promotion of corporate restructuring,” which came in as the first of the five strategies to boost investment. It is the first time that restructuring is highlighted in the campaign promise. In fact, the quantitative easing was proposed to secure “funds” for restructuring. He was pointing at the moon, or the restructuring, but people talk about the finger, or quantitative easing.

Restructuring is an urgent task to clean up industries that lost competitiveness and bring new energy to the economy. But it is an unpopular policy as it could make employment and markets unstable for now. But Kang’s policy is a slap to politicians and bureaucrats who are reluctant to pursue restructuring and make welfare promises to win votes. If they find Kang’s pledge painful, they should make it possible with more realistic details.

‘전형적인 EPB(경제기획원)의 화풍(畵風)’-.

강봉균 새누리당 공동선대위원장이 펼쳐놓은 공약을 대한 기자의 첫 느낌이었다. 획이 굵고 선명하며, 아이디어는 자유분방했다. ‘확대 성장’이란 목표를 뚜렷히 하고 그에 걸맞는 파격적 정책을 주문했다. 적절성을 따지기 전에 일단 신선한 맛이 있다. 어디서 본 듯한 정책들을 긁어 모은 ‘모자이크화’ 같은 기존의 여당 공약과 비교하면 확실히 그렇다.
EPB는 개발연대 한국 경제의 도약을 이끈 관제탑 역할을 했다. 부총리급 수장(지위)이, 나라 예산(돈)과 중장기 경제정책(아이디어)를 무기로 다른 경제부처와 민간을 일사불란하게 지휘했다. 관료사회의 ‘라이벌’인 재무부와 함께 현 기획재정부의 모태를 이룬다. 강 위원장과 함께 새누리당 경제 공약팀에 가세한 조원동 경제정책본부장 역시 ‘EPB 혈통’이다.
‘큰 그림’에 능한 게 EPB 출신들의 장점이라면 단점은 다소 거칠다는 것이다. 세제ㆍ금융전문인 ‘모피아’(재무부)에 비해 디테일에 약한 구석이 있다. 그러다보니 가끔 ‘사고’도 난다. 강 위원장이 청와대 경제수석, 재정경제부 장관을 역임했던 외환위기 직후 정부는 나락까지 떨어진 경제를 일으키기 위해 여러 파격적인 수단을 동원했다. 카드 사용액에 소득공제를 해주는 전세계에서 유례를 찾기 힘든 정책도 나왔다. 목표했던 내수 활성화와 세원 투명화의 효과는 쏠쏠했다. 하지만 이후 카드사태가 터지며 대규모 신용불량자가 양산되는 부작용이 빚어졌다.
최근 주목을 끈 ‘한국판 양적완화’ 공약 역시 목표는 명확하지만, 예상되는 부작용이 만만치 않은 ‘극약 처방’이다. 한마디로 중앙은행의 발권력으로 재정이 할 역할을 대신하라는 얘기다. 금융시장과 한국은행의 생리를 좀 아는 현직 관료들은 "취지는 이해한다"면서도 고개를 절래절래 흔든다.
하지만 디테일은 EPB의 장기가 아니다. ‘강봉균표 공약’의 백미도 양적완화가 아니다. 그보다는 ‘투자 촉진을 위한 5대 전략’의 첫머리를 장식한 ‘기업 구조조정 촉진’을 눈여겨봐야 한다. 선거 공약에 구조조정이 이처럼 중요한 자리를 차지한 건 처음이다. 한국판 양적완화도 사실 구조조정의 ‘실탄’ 마련을 위해 제안된 것이다. 달(구조조정)을 가르키려했는데 손가락(양적완화)만 화제가 된 셈이다.
경쟁력을 잃은 산업을 정리하고, 우리 경제에 '새 살'을 돋게 하기 위한 구조조정은 시급한 과제다. 하지만 당장은 일자리와 경기가 불안해지는 까닭에 인기는 없는 정책이다. 이런 현실에서 그의 공약은 정치적 부담에 구조조정에 멈칫거리고, 복지 공약만 양산하고 있는 정치권과 후배 관료를 향한 ‘노병(老兵)의 일침’으로 읽힌다. 그들이 이를 뼈아프게 여긴다면 남은 건 디테일을 보다 현실성있게 가다듬는 일일 것이다.
