What about Incheon airport?
When it comes to the airport, New York was always dreadful in my memory. After a 14-hour flight, I had to wait an hour or two to get through immigration. It is not that I was especially unlucky. Until 2013, New York’s John F. Kennedy International Airport was notorious for its long wait times at immigration. Whenever the media raised the issue, U.S. Customs and Border Protection always argued that it could not be helped since international arrivals were increasing every year, and JFK was the busiest airport with the most foreign visitors in the United States.So I was pleasantly surprised when I visited New York last week after three years to attend the International News Media Association conference. Instead of waiting in line for hours, I could breeze through automatic passport control at the self-service kiosk. Of course, Incheon International Airport also has the automated kiosks, but they are exclusively for Koreans. Automatic passport control in the United States can be used by any Visa Waiver Program visitors who have ever visited the country. It also offers eight languages, including Korean.
According to the U.S. Customs and Border Protection website, automated passport control was introduced first in Chicago in August 2013 and is now in use at major airports. It maintains world-class security while providing improved services. In 2015, 112 million foreign visitors entered through airports in the United States, 5.1 percent more than the previous year. But the total wait time at the top 10 international airports in America was reduced by 3 percent. The wait time at one airport decreased by 27 percent.
The astonishing service upgrade at JFK made me think about Incheon International Airport. Last year, the average entry time was 29 minutes, but foreigners’ experiences were different. Earlier this year, the security system was breached as a Chinese couple illegally entered, and foreigners have had to wait as long as the notorious days at JFK. After the unpleasant experience right after arrival, foreign visitors won’t have the most favorable impression of Korea.
While New York, the most celebrated tourist destination in the world, is making efforts to make visiting more convenient for foreigners, Korea may have been too arrogant for the past 10 years because of Incheon International Airport’s title of “best airport service in the world,” while the two CEOs appointed through favoritism wasted time.

공항에 관해서라면 내 기억 속 미국 뉴욕은 항상 끔찍했다. 14시간의 고된 비행 끝에 겨우 땅에 발을 붙이고서도 입국심사대까지 가기 위해 늘 한두 시간은 더 기다려야 했으니 말이다. 특별히 운이 없어서 그런 게 아니다. 2013년만 해도 뉴욕 케네디국제공항(JFK)은 미국 공항 중에서 입국 수속이 가장 오래 걸리는 악명높은 곳이었다. 언론이 문제를 제기할 때마다 미 세관국경보호국(CBP·Customs and Border Proection)은 "국제선 항공편 도착이 매년 크게 늘어나는 데다 특히 JFK는 미국에서 가장 많은 해외관광객이 들어오는 공항이라 어쩔 수 없다"는 식이었다. 그런데 국제뉴스미디어협회(INMA)의 빅데이터 컨퍼런스 참석차 지난 주에 3년 여만에 뉴욕에 왔다가 깜짝 놀랐다. 한두 시간을 기다리기는커녕 거의 도착과 동시에 셀프로 자동입국심사(APC)를 거쳐 공항을 빠져나갈 수 있었기 때문이다. 물론 인천국제공항에도 자동출입국심사대가 있지만 이는 어디까지나 한국인만을 위한 시설이다. 반면 APC는 과거 한 번이라도 미국을 방문한 적 있는 비자면제 협약국 사람은 누구나 이용할 수 있는 데다 영어 뿐 아니라 한국어 등 8개 국어가 지원돼 외국인으로선 정말 편리했다. CBP 홈페이지에 들어가보니 2013년 8월 시카고를 시작으로 JFK 등 주요 공항에 도입한 이후 세계 최고의 보안은 유지하면서 서비스 수준은 크게 올라갔다고 한다. 가령 2015년엔 전년보다 5.1% 늘어난 1억 1200만 명의 해외 관광객이 미국 공항으로 입국했지만 미국 내 탑10 국제 공항의 대기시간은 오히려 3% 줄어 들었다. 어떤 공항은 27%나 단축됐다. 그야말로 눈부신 미국의 공항 서비스 업그레이드를 목격하면서 자연스레 인천국제공항이 떠올랐다. 지난해 평균 입국시간이 29분이었다지만 외국인의 체감은 전혀 다르다. 특히 올초 30대 중국인 부부의 밀입국으로 보안시스템이 뚫린 탓인지 "JFK가 악명을 떨치던 시절만큼 입국시간이 오래 걸린다"는 불만이 쏟아진다. 한국 땅을 디디자마자 이런 경험을 한다면 한국에 대한 인상이 좋아질 리가 없다. 세계 최고의 관광도시 뉴욕이 관광객 입국을 수월하게 하기 위해 발상의 전환을 하며 다양한 노력을 기울이는 동안 우리는 '세계 공항서비스 1위'라는 평가에 취해 지난 10여 년을 너무 오만하게 보내지 않았나 싶다. 그렇지 않고서야 낙하산 사장 2명을 거치며 허송세월을 하진 않았을 텐데 말이다. 뉴욕에서. 안혜리 뉴디지털실장
