Our last chance

President Park Geun-hye who would be heading the largest economic entourage of 236 business and industrial leaders to her May 1-3 state visit to Iran will be leaving the country with heavy heart as Pyongyang is feared to be readying a fifth nuclear test.

North Korea from May 6 will hold ruling party congress for the first time in 36 years to proclaim the established leadership under Kim Jong-un to audience both at home and abroad.

Observers believe Pyongyang would carry out the fifth nuclear test as a kind of display for the advance in nuclear weapons program which the young leader wants to take credit for.

Local ministry authorities believe North Korea has completed preparations and is ready to push the button to activate a nuclear device any time.

It may want to advance the schedule of nuclear test to make up for recent launch failures in ballistic missile.

Seoul, Washington, and Beijing have strongly warned against another nuclear provocation by Pyongyang which is under toughest-yet United Nation sanctions.

Park bluntly said the Kim Jong-un regime will have no future if it carries out with a fifth test. Chinese President Xi Jinping said China fully complies with the U.N. Security Council resolution on North Korea and warned that the country “will absolutely not permit war or chaos on the peninsula.”

Before he puts his hand on the red button, Kim Jong-un should seriously consider the consequences from the warning of the world leader. It will be crossing a bridge of no return if it goes ahead with another test.

The young leader must remember that recklessness is different from boldness. The international society must shake out its complacency towards North Korea. It must not give up on Pyongyang, believing it cannot be tamed no matter what.

It must work harder to bring the intransigent state to the negotiating table for denuclearization process. This could be the last chance for both the international society and North Korea to make things right.

이란으로 가는 박근혜 대통령의 발걸음이 무거울 듯하다. 서방의 경제제재가 해제되면서 신흥시장으로 급부상한 이란을 발판으로 ‘제2의 중동붐’을 조성할 목적으로 가는 것이지만 방문 기간(5월 1~3일) 중 북한이 5차 핵실험을 단행할 수 있기 때문이다.
북한은 36년만인 내달 6일부터 노동당 대회를 열고, 김정은 체제의 안착을 대내외에 선포할 예정이다. 이를 기념하는 ‘축포(祝砲)’로 핵실험을 강행할 가능성이 크다. 이미 모든 준비를 끝내놓고 타이밍 선택만 남겨놓고 있다는 게 군 정보당국의 분석이다. 중거리탄도미사일인 무수단 발사 실험의 거듭된 실패를 만회할 목적으로 시기를 앞당길 수 있다는 관측도 나오고 있다. 북한의 5차 핵실험이 초읽기에 들어간 분위기다.
한국과 미국은 물론이고 중국도 북한의 5차 핵실험 가능성에 강력한 경고음을 내고 있다. 박 대통령은 “5차 핵실험을 하면 김정은 정권에 미래는 없다”고 단언했다. 버락 오바마 미 대통령은 “북한을 파괴할 수 있지만 참고 있다”고 말했다. 지금까지 그의 입에서 나온 가장 거칠고 강한 언사(言辭)다. 시진핑(習近平) 중국 국가주석은 “중국은 안보리의 대북제재 결의를 전면적이고 완전하게 이행할 것”이라며 “한반도에 전쟁과 혼란이 일어나는 것을 결코 용납하지 않을 것”이라고 강조했다.
김정은은 핵실험 단추를 누르기에 앞서 한ㆍ미ㆍ중 지도자들의 이런 경고를 다시 한번 되새겨야 한다. 5차 핵실험은 북한에게 돌아올 수 없는 다리가 될 가능성이 크다. 이미 북한 체제의 숨통을 조여오고 있는 제재의 칼날이 어느 순간 자신을 향할 수 있다는 점을 김정은은 잊지 말아야 한다. 무조건 강하게 나가는 게 능사가 아니다.
국제사회도 북핵 무기력증에서 벗어나야 한다. 아무리 경고를 해도 어차피 추가 핵실험을 할 것이라는 절망적 심정에 빠져 마지막 대화의 기회마저 스스로 포기해서는 안 된다. 중국이 제시한 비핵화와 평화협정의 병행 협상 구상을 지렛대 삼아 북한을 대화의 테이블로 끌어내야 한다. 지금이 어쩌면 그것을 할 수 있는 마지막 기회인지 모른다.
