Smells like chaebol bashing

Korea’s corporate sector is being shuddered at the news that the prosecution has raided affiliates of Lotte Group, the fifth largest chaebol in Korea, to obtain evidence of alleged illegal activities. Political circles carefully watch future direction of the law enforcement agency’s investigation. After Lotte Group became an investigation target following the embattled Daewoo Shipbuilding and Marine Engineering, industry watchers are paying heed to whether the probe will expand to other conglomerates. Some political analysts link the move to the Park Geun-hye administration’s all-out campaign to avert a lame duck situation.

The Seoul Central Prosecutor’s Office on Friday conducted searches and seizures of the policy headquarters of Lotte Group, seven affiliates and homes of its executives. Prosecutors also raided the office of founder Shin Kyuk-ho and the house of Lotte Group Chairman Shin Dong-bin as well as Lotte Shopping, Lotte Hotel, Lotte Engineering and Construction, Lotte Chemical and Lotte Corporation all under its umbrella. The prosecution raided the conglomerate on charge of creating a slush fund through trading assets among its affiliates.

Prosecutors have imposed travel bans on more than 10 executives.

With the latest development, Chairman Shin Dong-bin still in a squabble with his older brother Shin Dong-joo, former vice chairman of Lotte Holdings in Japan, faces the biggest crisis since July 2015. Prosecutors have collected information on the group’s unlawful dealings from the chairman’s brother.

Prosecutors will likelly bring some owner families to justice after probing into how the group established slush fund and used it, including clearing suspicions over the process of the group obtaining permission from the Lee Myung-bak administration for the construction of the Lotte World Tower and Mall, Lotte’s advancement to beer business and expansion of its duty free shops. Political and legal circles anticipate that former senior officials under the Lee government could be targeted for the investigation.

The prosecution must get to the bottom of the case — which triggered national controversy over the possibility of an outflow of national wealth amid a dirty family feud over the control of the group — and clear suspicion on alleged special favors from the Lee government in return for kickbacks. But the top law enforcement agency should not be mired in political disputes over the incumbent government’s chaebol bashing to distract the public from its ongoing impasse.

Prosecutor General Kim Soo-nam must order the district office to investigate Lotte Group as thoroughly as possible. People have vivid memories of the prosecution’s fumbles in the investigation of POSCO last year.

검찰이 롯데그룹에 대해 대대적인 압수수색을 벌였다는 소식에 재계가 발칵 뒤집혔다. 정치권도 향후 검찰 수사의 방향에 촉각을 곤두세우는 모습이다. 사정(司正) 드라이브가 대우조선해양과 재계 순위 5위의 롯데에 이어 다른 대기업들까지 번져갈지도 관심거리다.
　일각에선 집권 하반기에 접어든 현 정부가 레임덕 현상을 사전에 차단하기 위해 전방위적인 군기잡기에 나섰다는 분석이 나오고 있다. 그동안 재벌그룹에 대한 검찰의 수사 관행을 고려할 때 롯데 사건은 올 하반기 정국에 만만찮은 파장을 몰고올 것으로 전망된다.
　서울중앙지검은 어제 검사와 수사관 200여 명을 동원해 롯데그룹 정책본부와 계열사 6곳, 핵심 임원 자택 등 모두 17곳에 대해 압수수색을 실시했다. 롯데그룹의 의사결정을 담당하는 정책본부에는 30여 명의 임원이 근무하고 있다. 검찰은 롯데호텔 34층에 있는 신격호 롯데그룹 총괄회장의 집무실과 신동빈 회장의 종로구 평창동 자택도 압수수색했다. 롯데쇼핑과 롯데호텔, 롯데홈쇼핑, 롯데건설, 롯데케미칼, 롯데물산 등 계열사도 압수수색 대상에 포함됐다. 검찰은 “롯데그룹이 계열사 간에 자산거래를 하는 방법으로 비자금을 조성한 혐의가 있다”고 밝혔다. 검찰은 이미 롯데 임원 10여 명에 대해 출국금지 조치했다.
　지난해 7월부터 형인 신동주 전 일본 롯데홀딩스 부회장과 경영권 분쟁을 벌이고 있는 신동빈 회장의 입장에선 1년 만에 최대의 위기를 맞게 됐다. 이 과정에서 롯데그룹의 불법 행위를 담은 각종 제보와 투서가 검찰에 전달됐고, 검찰은 이를 통해 많은 혐의를 확보한 것으로 전해졌다.
　검찰은 압수물 분석작업이 끝나는 대로 임직원들을 소환해 비자금 조성 수법과 사용처 등을 조사한 뒤 오너 일가들을 사법처리 선상에 올려놓는 수순을 밟을 것으로 보인다. 특히 롯데가 이명박 정부 때 제2롯데월드 인허가를 비롯해 맥주사업 진출, 면세사업 확장, 부산롯데타운 용도 변경 등의 특혜를 받았다는 의혹에 대해서도 검찰의 수사가 이뤄질 것으로 예상된다. 이 때문에 법조계와 정치권 주변에선 “이명박 정부 등 과거 정권 인사들이 수사의 타깃이 될 것”이란 전망이 벌써부터 나오고 있다.
　국민들의 시선은 무시한 채 볼썽사나운 경영권 분쟁으로 ‘국부유출’ 논란을 일으켰던 재벌그룹이 불법으로 비자금을 조성하고, 특혜를 부탁하며 정·관계 인사들에게 돈을 뿌린 의혹에 대해서는 철저하고 엄정한 수사가 이뤄져야 할 것이다. 하지만 일부에선 현 정부가 정국 전환용으로 재벌 때리기에 나섰다는 의혹도 나오고 있는 만큼 검찰은 정치적 논란에 휘둘리지 말 것을 촉구한다.
　“검찰이 정치를 하고 있다”는 소리를 듣지 않기 위해서라도 김수남 검찰총장은 정교하고 치밀한 수사를 서울중앙지검에 지시해야 할 것이다. 지난해 포스코 수사 등에서 드러났던 검찰의 어처구니없는 헛발질을 국민들은 여전히 기억하고 있다.
