Today’s Blue House meeting aimed at devising strategies for growth through innovation holds the key to the success of President Moon Jae-in’s economic policy. If successful, the meeting could offer a breakthrough in its lackluster achievements so far. Despite his glitzy goals of revitalizing the economy by creating more jobs, income-driven growth, fairer distribution of wealth and innovative growth, the results are disappointing as seen in the soaring jobless rate — a whopping 22 percent — for the young generation. Except for robust performances by the semiconductors and petrochemical industries, our economy still faces a bumpy road ahead.

Above all, the buzz word “income-led growth” has suddenly disappeared. The government’s pressure on companies to rapidly raise wages, readjust their base salary and put their contract workers on the permanent payroll only led them to lay off employees and scale down investments. The labor market is under severe distress from the administration’s heavy-handed push for wage hikes. 90 percent of mom and pop stores across the country say that they would save their labor costs first.

Participants at the Blue House meeting must confront such gloomy realities. The government’s bold economic agenda can hardly work miracles due to the huge burden our corporate sector has to bear down the road. Entrepreneurs can hardly afford to consider investment and employment when the government is only bent on forcing them to follow its commands.

The government must learn lessons from the United States and Japan. In the United States, there is no discrimination between existing industries and new enterprises. Businesses are allowed to do whatever they want, except for a few exceptions. As a result, the U.S. economy can adapt remarkably. The top 10 listed companies on the New York Stock Exchange have been replaced with tech companies such as Facebook, Apple, Google and Amazon.

In Japan, too, its flagship companies in electronics are recovering thanks to four years of tough restructuring. As a result, the Nikkei Index has climbed to the level it was at shortly before the Bubble Burst two decades ago, and companies are looking for workers.

Korea must follow such a track to rejuvenate our economy. Top priority should be put on deregulation. Interest groups and civic groups must not hamper the recovery. As other countries develop cutting-edge industries through the fusion of fintech, Big Data and AI, we cannot lag behind because of their selfishness.

일자리ㆍ소득주도성장 후유증만 극심
미ㆍ일 경제 규제혁파로 일자리 증가
우리도 규제개혁이 경제활력 돌파구
오늘 청와대에서 열리는 혁신성장전략회의는 문재인 정부의 경제정책(J노믹스)이 성공으로 가느냐 실패에 그치느냐의 열쇠를 쥐고 있다. 당초 거론됐던 기대효과는 오간 데 없고 후유증만 앓고 있는 J노믹스를 보완할 수 있는 결정적인 전환점이 될 수 있기 때문이다. J노믹스는 원래 일자리 및 소득주도, 공정경제, 혁신성장을 4대 축으로 설계됐지만, 일자리·소득주도라는 말이 무색할 정도로 성과는 초라하다. 체감 청년실업률은 22%까지 치솟고, 우리 경제의 버팀목인 수출도 반도체·석유화학 착시현상을 빼면 낙관하기 어렵다.
무엇보다 경제 현장에선 소득주도성장이란 말이 쏙 들어갔다. J노믹스란 이름 아래 최저임금의 급격한 인상, 기업 부담을 고려하지 않은 통상임금, 일률적 정규직화 등으로 경영을 압박하면서 오히려 “직원을 줄여야 할 판이고 투자도 어려워졌다”는 기업들의 한숨소리가 터져나온다. 노동시장은 당장 한 달 앞으로 다가온 ‘최저임금 포비아’로 요동치고 있다. 소상공인연합회는 사업주 10명 중 9명은 최저임금 인상 때문에 종업원을 감축할 계획으로 조사됐다고 밝혔다.
이런 경제 비상 시기에 열리는 혁신성장전략회의는 현실부터 직시해야 한다. 문제는 지난 6개월간 쉴새없이 몰아붙였던 일자리·소득주도 및 공정경제는 기본적으로 고용과 투자의 주체인 기업에 부담을 준다는 점에서 앞으로도 성장으로 연결될 가능성이 크지 않다는 점이다. 기업 발목에 모래 주머니를 겹겹이 채우고, 아무리 의견을 제시해도 ‘반성부터 하라’는 식으로 압박의 표적이 되고 있으니 기업들이 투자와 고용을 고려할 겨를이 있을 리 없다.
이런 이치는 미국 경제의 부활과 일본 경제의 활력 회복 과정만 봐도 눈치챌 수 있다. 미국은 기존 산업이나 신산업에 제도적 차별이 없다. 기업에 대한 규제도 일부 예외사항만 제외하고 무엇이든 가능한 ‘네거티브 규제주의’를 채택하고 있다. 그 결과 미국은 기술환경 변화에 따라 기업들이 빠르게 진화해 왔다. 최근 10년 사이에도 월가의 시가총액 상위 10위 기업은 제조기업 일색에서 페이스북·애플·구글·아마존 등 기술기업으로 물갈이됐다. 일본에서도 지난 4년간 구조개혁에 따라 전기·전자를 비롯한 주력 기업들이 활력을 되찾고 있다. 닛케이지수는 거품경제 붕괴 직전 수준을 회복했고, 기업은 구인배율이 1.5배에 달해 인재 구하기가 가장 큰 고민으로 부상했다.
이제 한국도 경제활력을 회복하기 위해 혁신성장을 돌파구로 삼아야 한다. 무엇보다 성역없는 규제개혁이 필요하다. 이익단체와 시민단체도 걸림돌이 돼선 안 된다. 밖을 내다보면 모든 나라가 4차 산업혁명의 바람을 타고 핀테크·빅데이터·인공지능 등을 융합한 첨단산업 개발과 융합 경쟁에 열을 올리고 있다. 우리만 원격의료를 막고 법률시장 개혁을 늦춘다고 이런 세계적 흐름을 막을 수 없다. 문재인 정부는 오늘 혁신성장전략 회의에 J노믹스의 명운을 걸어야 할 것이다.
