Strapped for cash

A man walks past a budget phone store in downtown Seoul on Wednesday. The budget phone business has been struggling thanks to the government policy that allows subscribers to choose whether they will receive a 25 percent discount on their phone bill when taking out a 2-year subscription. The policy was intended to ease the burden of phone bills but resulted in people choosing not to buy new phones once their contract expires. [YONHAP]
