A suspicious appointment (kor)

On March 8, U.S. President Donald Trump agreed to meet with North Korean leader Kim Jong-un. Actor Jo Min-ki killed himself after sexual assault allegations. Former South Chungcheong Gov. An Hee-jung voluntarily appeared for questioning at the prosecutors’ office over rape allegations. Former MBC anchorwoman Bae Hyun-jin joined the Liberty Korea Party. Stars Suzy and Lee Dong-wook are dating. Film director Hong Sang-soo and actress Kim Min-hee broke up. Olympic badminton doubles medalist Chung Jae-sung, partner of Lee Yong-dae, passed away. The Pyeongchang 2018 Paralympic Winter Games opened.

On that exceptional day, a one-line bulletin on a government appointment was buried in the afternoon news deluge — “Inspector Lee Chun-gu.”

I confirmed that the National Pension Service (NPS), headed by Kim Sung-joo, appointed Lee, the former news chief of Jeonju KBS, as an inspector.

It was a flawless process. The nomination committee received applications and recommended two candidates, and with the recommendation of the Minister of Strategy and Finance, the president appointed Lee. But I found Lee’s personal history to be a bit suspicious. Lee went to Jeonju High School, where Kim, who worked for President Moon Jae-in’s campaign and took office in November 2017, also went. Upon graduating from Chonbuk National University with a law degree, he worked for Jeonju KBS as the news chief. It is not known whether he is knowledgeable in the inspection field, but his career experience does not make him qualified to oversee the NPS’ financial accounting and fund operation. The NPS’ public relations department said that the pensions service had not been informed of the relevant experience of their appointees.

In February 2017, the NPS moved to Jeonju together with its fund operation headquarters. But it is not an organization that can casually offer jobs to prominent locals. It is the third largest pension fund in the world, with 600 trillion won ($563.3 billion), and the role of the inspector is crucial to make sure that pension is paid securely to its 5 million recipients. The appointment is clearly dubious, as Lee has little professional knowledge of the field and he and the NPS head went to the same high school.

As parachute appointments to plum government positions are controversial, I wonder why the appointment of the National Pension inspector was made. If my guess is right, the appointment would have been controversial even if the NPS was still located in Seoul.

It could have been a coincidence, but I find it very suspicious that the one-line press release came on a Friday afternoon that was flooded with major news stories.

북핵과 미투의 파고가 넘실대던 와중인 지난 9일 하루 동안 국내외 정치·사회·연예·스포츠 분야를 넘나들며 쏟아진 굵직한 뉴스들이다. 단 하루 새 이렇게 수많은 대형 사건사고가 쏟아진 지극히 이례적인 이날 오후 늦게 딱 한 줄짜리 인사 보도자료가 나왔다. '감사 이춘구'. 확인해 보니 국민연금공단(이사장 김성주)이 이춘구(61) 전 KBS 전주방송총국 보도국장을 감사로 임명했다는 내용이었다.
절차는 흠잡을 데 없었다. 임원추천위원회가 공모 절차를 거쳐 받은 지원자 가운데 두 명을 복수 추천했고 기획재정부 장관 제청으로 대통령이 임명했다. 그런데 경력이 좀 수상했다. 이 감사는 2017년 11월 취임한 문재인 대선 캠프 출신 김성주(54) 이사장의 전주고 선배로, 전북대 법학과 졸업 후 KBS에서 전주방송총국 보도국장과 심의위원을 지냈다. 해당 분야에 대한 식견을 얼마나 갖췄는지는 알 수 없으나 경력만으로는 재무회계와 기금 운영 등 업무 전반에 대한 감사 총괄을 해야 하는 국민연금 감사 자리에 어울리지 않는 건 분명하다. 오죽하면 국민연금 홍보실에서조차 "업무 관련 경력은 전혀 아는 바 없다"고 했을까.
비록 2017년 2월 기금운용본부까지 전주로 이전했지만 국민연금은 지역 인사끼리 사이좋게 나눠 가져도 좋을 만큼 적당히 굴러가는 만만한 조직이 아니다. 오히려 600조원에 달하는 세계에서 셋째로 큰 연기금을 제대로 굴려 500만 가입자에게 안정적으로 지급하려면 감사의 견제 역할은 아무리 강조해도 결코 지나치지 않는다. 국민 노후를 상당 부분 책임져야 할 국민연금의 중요성을 굳이 들먹이지 않더라도 전문성은 의심스러운데 이사장과 동향에다 학연으로 얽혀 있으니 감사 업무를 공정하게 할 수 있겠느냐는 우려가 나올 수밖에 없다.
새 정부 들어 여러 공공기관의 '낙하산' 기관장 문제가 지속적으로 불거지는 마당에 국민연금 감사까지 이렇게 석연치 않게 임명할 필요가 있었는지 의아하다. 모르긴 몰라도 국민연금이 여전히 서울 한복판에 있고 별다른 큰 뉴스가 없는 시절이었다면 이런 감사 임명에 상당한 뒷말과 반발이 나왔을 가능성이 크다.
뉴스가 쏟아지던 금요일 오후 늦게 슬그머니 낸 한 줄짜리 인사 자료가 그래서 더 찜찜하다. 우연이겠지만.
