With Covid-19 spreading again, our daily lives are under threat once more. In recent weeks, more than 3,800 new cases have been confirmed. Everyone feels anxious and uncomfortable. But new cases in the capital region started to slow down. This week, we need to work together to keep the curve flat.

In fact, we are not free from responsibility when it comes to the resurgence. The government should practice accountability for its failure and start again. President Moon Jae-in censured some churches and fake news, and the ruling party blamed the opposition party, but they are passing on their responsibility.

The outbreak in August marked a failure of the 100 days of disease control that began in May. In retrospect, the bad move was downgrading the alert for everyday distancing around the long weekend in May.

To boost the economy, professional baseball games, concerts and religious gatherings were allowed. People lowered their guard. But cases were confirmed from people who visited a club in Itaewon, and everyday distancing became useless.

The government missed several chances to tighten disease control. In July, 20 to 100 cases were confirmed daily. It was serious because many of them had an unknown infection route. Some disease control experts advocated a need for second-level social distancing. But the government didn’t listen. Instead, small church gatherings were allowed, and discount coupons for dining, concerts and lodging were issued. A temporary holiday was even announced. People lowered their guard and loosened up during the summer vacation season.

The government’s position is understandable. It is a fact that the Korean economy was ruined in the first half of the year. Business profits decreased by 25 trillion won ($21 billion) compared to last year, a 34 percent reduction for Kospi-listed companies. At least 1 million jobs were lost between March and June, according to the Korea Employment Information Service.

In the meantime, tax revenue decreased by 34 trillion won, and state financing had a 110 trillion won in deficit. The Bank of Korea (BOK) began to mention negative growth. The government pushed to revive the economy.

But it became clear that disease control comes before the economy. The government must acknowledge that its attempt to save the economy worsened the situation. It is narrow-minded to threaten citizens by mentioning restrictions on freedom of religion, assembly and speech as Covid-19 is aggravated. The government is denying its raison d’être if it divides people into friends and foes. A responsible government must embrace the protests and deviation of churches. The economy can be protected only when disease control succeeds.

100일의 실패, 다시 시작할 때다

코로나 재확산세에 다시 일상이 위협받고 있다. 최근 1주일새 신규 확진자만 3800여명이다. 모두 불안하고 불편하다. 하지만 수도권 확진자가 주춤하기 시작했다. 이번 주에 모두가 합심해 확산세를 잡아야 할 때다. 사실 이번 재확산은 우리 모두가 책임에서 자유롭지 못하다. 특히 정부는 방역 책임과 실패를 인정하고 다시 시작해야 한다. 최근 대통령이 일부 교회와 가짜뉴스를 공격하고, 여당이 야당을 확산 주범으로 모는 건 책임 떠넘기기다.

8월의 코로나 대유행, 약 100일간의 방역 실패는 5월 초가 출발점이다. 돌이켜보면 정부가 당시 황금연휴를 즈음해 방역수준을 생활 속 거리 두기로 낮춘 게 패착이다. 정부는 침체한 소비를 살려야 한다며 프로야구, 콘서트, 종교모임 등을 허용했다. 국민은 코로나 경각심을 풀었다. 하지만 곧장 이태원 클럽발 확진자가 속출했고 생활 속 거리 두기는 무색해졌다.

정부는 이후에도 방역의 고삐를 다시 쥘 수 있는 몇 번의 기회를 놓쳤다. 7월 들어서 코로나 확진자가 하루 적게는 20명, 많게는 100명씩 나왔다. 더욱이 이때는 감염경로가 추적이 안되는 깜깜이 확진자란 게 심각했다. 방역 전문가들이 2단계 방역 필요성을 역설한 이유다. 하지만 정부는 귀담아듣지 않았다. 오히려 교회 소모임 금지를 풀었고, 외식·공연·숙박 쿠폰을 발급했다. 급기야 임시공휴일까지 지정했다. 황금연휴에 무너진 국민의 코로나 경각심은 여름휴가를 앞두고 완전히 무장해제됐다.

정부의 입장도 이해 못 할 바는 아니다. 우리 경제는 상반기 결딴나다시피 한 게 사실이다. 지난해 대비 기업의 순이익은 25조원(코스피 상장사 기준, -34%)이 줄었다. 일자리는 최소 100만개가 날아갔다(한국고용연구원 3~6월). 국세 수입은 34조원이 줄었고, 나라 살림은 110조원 적자를 봤다. 한국은행도 마이너스 성장률을 언급하기 시작했다. 정부가 황금연휴나 여름휴가를 앞두고 어떻게든 경기를 살려보겠다고 발버둥 친 이유일 게다.

하지만 이번에 경제보다 방역이 우선이라는 게 분명해졌다. 정부는 경제를 살리겠다고 어쭙잖게 나섰다가 되레 상황만 악화시켰다는 걸 인정해야 한다. 코로나 상황이 악화하자 종교나 집회, 표현의 자유까지 언급하며 국민을 겁박하는 건 옹졸할 뿐이다. 특히 방역에서조차 국민을 둘로 나눠 편 가르기 한다면 정부 스스로 존재 가치를 부정하는 것이다. 책임 있는 정부라면 반정부집회든 일부 교회의 일탈이든 모두 껴안아야 한다. 그래서 방역에 성공해야 경제도 지킬 수 있지 않겠는가.
