Look in the mirror (KOR)

 President Moon Jae-in’s New Year’s press conference only deepened lingering questions about how he would run the government in the final phase of his five-year presidency. Despite an unprecedented mix of real and virtual attendance, it was just a repeat of nonessential — and short — questions followed by some very long answers by the president. Despite the Blue House’s pledge to offer an “unscripted press conference,” he could not demonstrate presidential leadership of hope.

Asked about the ongoing real estate crisis and possible special pardons for the two former conservative president behind bars, Moon said his administration will come up with “emergency measures” to calm the overheated real estate market and that “now is not the right time to talk about special pardons.” Unless he makes clear his position on the issue now, it will certainly fuel political and social conflict ahead of the presidential election next year. Yet, he fell short of clarifying the issue.

While the liberal administration has hammered out 24 sets of real estate measures, Moon reiterated his bland assurances that the next set might actually work. In the meantime, policymakers attributed the problem to the previous administrations. On Monday, the president nonchalantly blamed a “rapid increase in the number of households,” praising his administration for “supplying more housing than the former administrations.” How can we expect his government to devise effective solutions to address soaring apartment prices if it does not admit its own mistakes? Asked about the war between outgoing Justice Minister Choo Mi-ae and Prosecutor General Yoon Seok-youl, he simply brushed it off as a normal “process of advancing toward a healthier democracy.” That’s sheer sophistry.

Moon could do better in the press conference before he steps down in May next year. Given heated primaries expected until the next presidential election and his plunging approval ratings, he should have used Monday’s conference to get the public behind him. To do that, he would have to reflect on his past performance. When questioned about his lack of communication with opposition parties, he said, “A press conference is not the only venue to communicate.” But we wonder how much effort he really made to communicate with the opposition.

A press conference is not a place for flowery rhetoric or self-praise. Korea faces daunting challenges. We hope the president demonstrates creative leadership as promised in his inaugural speech in May 2017. Self-reflection should be the starting point.
 
 
국민 궁금증 못풀어준 대통령 기자회견
 
문재인 대통령의 어제 신년 기자회견은 듣고 난 뒤 국정 현안에 대한 궁금증이 더 커지는 기존 패턴의 되풀이였다. '유례없는 온·오프라인 회견'이란 홍보에도 불구하고 비본질적인 단답형 질문이 이어지고, 대통령은 하고 싶은 말만 했던 과거 기억을 많은 국민이 떠올렸다. '대통령이 직접 진행하며 기자들은 제약 없이 묻고 대통령은 진지하게 답할 것'이라던 예전의 '각본 없는 기자회견' 때와 다를 게 없어 엄중한 상황에 희망의 리더십을 보여주기엔 턱없이 부족했다. 지엽적 지표와 현장답습적 설명을 나열한 신년사와도 크게 다른 점이 없었다.
 
무엇보다 두 전직 대통령에 대한 사면과 신년사에서 사과했던 부동산 해법이 그랬다. 어떤 입장을 밝힐지가 관심사였지만 '지금은 말할 때가 아니다'라거나 '긴급 대책을 마련하겠다'고 비껴갔다. 사면 문제는 지금이야말로 대통령이 명확한 입장을 내야 할 시점이다. 두 사람에 대한 재판 절차가 마무리돼 '형 확정'의 기본 요건이 충족됐고, 곧 대선 경쟁이 본격화하면 이를 둘러싼 혼란과 국론 분열이 가중될 게 뻔하기 때문이다. 야권의 사면 요구가 거세어질수록 여야 간 정쟁이 악화되고 국민 반목은 심화될 수밖에 없다. 이런 상황의 한가운데에 사면권을 지닌 문 대통령이 있다.
 
벼락거지를 양산한 부동산 정책의 실패는 현재진행형이다. 정부가 24번의 대책을 쏟아내는 동안 문 대통령은 '부동산 문제는 우리 정부에선 자신있다'고 여러 차례 단언했다. 정책 책임자들은 전 정부 탓, 저금리 탓으로 돌렸다. 그래놓곤 어제 "세대 수가 급증한 탓"이라며 그래도 "과거 정부에 비해선 보다 많은 주택 공급이 있었다"고 주장했다. 엉터리 진단과 아집으로 전국을 투기장으로 만들었다. 임기가 끝나가는 마당에 '예측했던 공급 물량보다 수요가 많았다'면 정부는 그동안 무엇을 했다는 말인가. 정책 실패를 인정하지 않는데 과연 어떤 획기적 대책이 나올 수 있을까. 지난해 내내 온 국민을 힘들게 했던 추미애·윤석열 갈등에 대해 문 대통령이 "보다 건강하게 민주주의가 발전하는 과정"이라고 답한 것은 궤변에 가깝다.      
 
이번 회견은 집권 5년 차 대통령이 국정의 큰 그림을 제시하는 자리였다. 올 하반기부터는 여야 정치권이 차기 대선 준비에 돌입하는 만큼 임기 마무리 작업은 사실상 시작된 셈이다. 게다가 대통령과 여당 지지율이 급락하는 마당이다. 여론을 대폭 수용해 여권 전체가 심기일전하는 계기로 만들 필요가 있었다. 그러자면 북한 문제든, 검찰 개혁이든, 혹은 소통이나 국민 통합이든 미사여구를 동원한 자화자찬보다 반성과 성찰이 먼저였다. '불통'을 지적하는 질문에 '기자회견만이 소통이라 생각하지 않는다'고 답했는데, 그럼 야당과는 얼마나 소통 노력을 했나 묻고 싶다.
 
대통령이 회견에서 그럴듯한 레토릭, 자화자찬이나 주고받을 정도로 나라와 주변 환경이 한가한 게 아니다. 정치, 경제, 안보와 민생 등 하나같이 살얼음판을 걷는 대한민국이다. 국민들은 국정 최고 지도자의 혁신적인 리더십을 기대한다. 대통령이 취임사에서 밝힌 초심으로 돌아가길 바란다. 이제라도 대통령의 언어와 메시지가 바뀌어야 한다. 말로만의 국민 화합이 아니라 진정한 통합과 소통에 나서야 한다. 반성과 성찰이 출발점이다. 문 대통령 몫이다.
