President Moon Jae-in proposed that the two Koreas, the United States, and possibly China, formally declare an end to the 1950-53 Korean War in his address to the United Nations General Assembly on Tuesday.

문재인 대통령은 화요일 유엔총회 연설에서 남북미 3자 또는 남북미중 4자 공식 한국전 종전선언을 제안했다.

"When the parties involved in the Korean War stand together and proclaim an end to the war, I believe we can make irreversible progress in denuclearization and usher in an era of complete peace," Moon told the United Nations in New York, in his final speech as South Korean president to the General Assembly with his five-year tenure set to wrap next May.

문 대통령은 유엔총회에서 한 연설에서 “한국전쟁 당사국들이 모여 종전선언을 이뤄낼 때, 비핵화의 불가역적 진전과 함께 완전한 평화의 시대가 시작될 수 있다고 믿는다”고 말했다. 문 대통령은 내년 5월에 5년 임기를 마치기 때문에 한국 대통령으로서 유엔총회에서 행한 마지막 연설이었다.

The armistice agreement signed by the U.S.-led UN Command, North Korea and China on July 27, 1953, brought a complete ceasefire to hostilities until a final peaceful settlement is achieved. Thus, the two Koreas remain in a technical state of war.

미국 주도 유엔군사령부와 북한, 중국이 1953년 7월 27일 휴전협정을 맺어 최종적으로 평화 정착이 이뤄질 때까지 교전을 완전히 중단시켰다. 그래서 남북한은 엄밀히 따지면 여전히 전쟁상태에 있다.

"More than anything, an end-of-war declaration will mark a pivotal point of departure in creating a new order of 'reconciliation and cooperation' on the Korean Peninsula," said Moon.

문 대통령은 “무엇보다도 종전선언은 한반도에서 ‘화해와 협력’의 새로운 질서를 만드는 중요한 출발점이 될 것”이라고 말했다.

"I once again urge the community of nations to mobilize its strengths for the end-of-war declaration on the Korean Peninsula and propose that the three parties — the two Koreas and the U.S.— or the four parties —the two Koreas, the U.S. and China — come together and declare that the war on the Korean Peninsula is over."

“나는 오늘 한반도 '종전선언'을 위해 국제사회가 힘을 모아주실 것을 다시 한번 촉구하며, 남북미 3자 또는 남북미중 4자가 모여 한반도에서 전쟁이 종료되었음을 함께 선언하길 제안한다.”
