Cruelty of the vacuum bomb (KOR)

All lethal weapons are cruel, but the vacuum bomb is especially heinous.

The vacuum bomb creates shock waves and high temperatures with its explosion and absorbs oxygen. As oxygen is sucked in, the vicinity of the explosion becomes a vacuum temporarily, completely annihilating the lives around the explosion. Some military experts say it is the most powerful bomb, besides nuclear bombs.

It is alleged that Russia used vacuum bombs in the latest invasion of Ukraine. Ukrainian Ambassador to the United States Oksana Markarova said on Feb. 28 that the Russian forces were using vacuum bombs prohibited by the Geneva Conventions.

The conventions are the international laws on humanitarian treatment during war. It stipulates that wounded soldiers and prisoners of war as well as civilians not participating in combat must be protected. Vacuum bombs may incur indiscriminate damage on not only the troops but also civilians.

It has not been officially confirmed whether Russia actually used vacuum bombs, but there is circumstantial evidence. CNN reported on Feb. 27 that a rocket launcher suspected to have been used for dropping vacuum bombs was found near the northeastern border city of Kharkiv.

White House press secretary Jen Psaki said that if that were true, it would potentially be a war crime, and urged an investigation by the international community. In fact, the International Criminal Court has announced an investigation.

Negotiations between Russia and Ukraine to end the tragedy is in progress. Little agreement was reached in the first meeting on Feb. 28. Consistent talks are necessary since it is hard to settle on confrontation and interests over issues such as Ukraine’s NATO entry. However, Russia must give a promise to “at least no more use of force” as soon as possible to prevent unnecessary sacrifice and tragedy.

If Russia adheres to the war, not just Russia but also Ukraine would fall into the tragedy. The international community and protestors in Russia are raising their anti-war voices. Following the United States and Europe, the neutral state of Switzerland has also joined in the sanctions against Russia.

A vacuum bomb temporarily paralyzes the vicinity, but Russia’s stubbornness may turn the entire country into a huge vacuum.

살상무기는 모두 잔인하기 마련이지만, 진공폭탄(Vcuum Bomb)의 잔인함은 더욱 도드라진다. 폭발과 함께 충격파와 고온을 만들어내고 대기를 흡수해버린다. 산소를 빨아들이면서 주변을 일시적 진공상태로 만들어 폭발 인근 지점의 생명을 지워버리는 셈이다. 이러다 보니 군사전문가 사이에선 핵폭탄을 제외한 폭탄 중 가장 강력한 위력을 가진 무기라는 평가도 나온다.

우크라이나를 침공한 러시아가 최근 진공폭탄을 사용했다는 주장이 제기됐다. 옥사나 마르카로바 미국주재 우크라이나 대사는 지난달 28일(현지시간) “러시아군이 제네바협약이 금지한 진공폭탄을 사용했다”고 주장했다. 제네바협약은 전쟁 중 인도적 대우에 관한 기준을 정한 국제법이다. 전투에 참여하지 않는 민간인은 물론 부상 중인 군인과 포로를 보호해야 한다고 명시했다. 진공폭탄은 상대 병력뿐 아니라 민간인에게도 무차별적 피해를 줄 수 있다.

러시아가 실제로 진공폭탄을 사용했는지는 공식적으로 확인되지 않았지만 정황은 있다. 지난달 27일 미국의 CNN은 우크라이나 북동부 접경도시 하르키우 인근서 진공폭탄 투하 작전에 사용된 것으로 보이는 로켓 발사대가 목격됐다고 보도했다. 젠 사키 백악관 대변인은 “진공폭탄 사용이 사실이라면 전쟁범죄”라면서 국제사회의 조사를 촉구하기도 했다. 실제로 국제형사재판소(ICC)가 조사를 예고한 상태다.

비극을 멈추기 위한 러시아와 우크라이나의 협상은 현재 진행 중이다. 지난달 28일 1차 면담에서 양측은 이렇다 할 합의를 이뤄내지 못했다. 우크라이나의 북대서양조약기구(NATO) 가입 등을 둘러싼 양측의 첨예한 입장과 이해관계를 한 번에 정리하긴 어렵기에 지속적인 대화가 필요하다. 하지만 불필요한 희생과 비극을 막으려면 '적어도 더 이상의 무력사용은 없다'는 약속을 러시아가 이른 시일 내에 내놓아야 한다.

전쟁을 고집한다면 우크라이나뿐 아니라 러시아도 비극으로 빠져든다. 국제사회는 물론 러시아 내 시위대 역시 ‘반전’ 목소리를 높인다. 미국과 유럽연합(EU)에 이어 중립국 스위스도 러시아 제재에 동참한 상태다. 진공폭탄은 폭발지점 인근만 일시적으로 마비시키지만, 러시아의 고집은 국가 전체를 거대한 진공공간으로 만들지도 모른다.
