Frontal clash should be avoided (KOR)

It is the second time that President Moon Jae-in attended the banquet for the president and the president-elect. In December 2007, at the end of the Roh Moo-hyun administration, Moon, then Roh’s chief of staff, accompanied the president and his spokesperson to meet president-elect Lee Myung-bak for two hours and 10 minutes at the Blue House.

Fourteen years and three months later, President Moon met President-elect Yoon Suk-yeol on March 28. The meeting was 41 minutes longer than the first one, but the general setup of getting together with the opposition president-elect was similar to that of 2007. Since the constitutional revision to allow the direct presidential election system in 1987, the Democratic Party has transferred power twice. President Moon is the only person who attended both meetings at the Blue House.

The two meetings, 15 years apart, also had similar briefings, which focused on the “congenial mood.” At the 2007 meeting, President Roh Moo-hyun said, “In my heart, the president-elect is the senior,” and Lee Myung-bak said, “I will respect President Roh as my predecessor.” As the president-elect demanded the ruling party ratify the Korea-U.S. FTA before Roh stepped down, the outgoing president responded that he would do his best.

After the banquet on Monday, President-elect Yoon’s chief of staff Chang Je-won said, “They had friendly talks, and discord was nowhere to be found. They had heart-to-heart conversations.” On sensitive issues such as the relocation of the presidential office to Yongsan, President Moon said he would carefully review the budget and cooperate. The difference is that although the Blue House and the president-elect gave briefings to the press in 2007, only the office of the president-elect did it this time.

The friendly atmosphere at the first meeting 15 years ago changed completely at another meeting held at the Blue House in February 2008. After president-elect Lee demanded the government promulgate a revision to the government organization act focused on the abolitions of four ministries — the Ministry of Unification, the Ministry of Gender Equality and Family, the Ministry of Science and Technology and the Ministry of Maritime Affairs and Fisheries — discords exploded after Lee took issue with the transfer of former President Roh’s records.

Despite the explanation by the office of President-elect Yoon that they had a “heart-to-heart conversation,” I am uneasy because of the memories from 15 years ago. The incoming and outgoing powers already clashed over Moon’s rush to appoint top positions in the government before he steps down, not to mention conflict over the relocation of the presidential office to Yongsan. With only 39 days left before the inauguration of Yoon’s administration, I don’t want to see any more frontal clashes.

문재인 대통령이 대통령·당선인 간 만찬에 참석한 건 이번이 두 번째다. 문 대통령은 노무현 정부 말인 2007년 12월 당시 대통령 비서실장 자격으로 노 전 대통령, 임호선 청와대 대변인과 함께 청와대 백악실에서 2시간 10분가량 이명박 당선인을 만났다.

14년 3개월 뒤인 지난 28일 문 대통령은 이번엔 대통령 자격으로 윤석열 당선인을 만났다. 회동시간은 41분 길어졌지만, 야당 당선인과 만찬장에서 조우했다는 큰 틀은 2007년과 닮았다. 1987년 직선제 개헌 이후 민주당 계열 정당은 두 차례 정권을 내놨는데, 문 대통령은 공교롭게도 청와대에서 두 상황을 맞이한 유일한 사례가 됐다.

만남 이후 브리핑이 '화기애애'에 초점을 맞췄다는 점에서도 15년 터울의 두 차례 만찬이 닮았다. 2007년 회동에서 "내 마음엔 당선인이 더 윗분"(노무현) "제가 선임자로 우대하겠다"(이명박)는 덕담이 오갔다. "한·미 FTA를 임기 중 비준해 달라"는 당선인 측 요구에 노 전 대통령은 "최선을 다하겠다"고 화답했다.

이번 만찬을 두고도 "갈등 이런 것들은 찾아볼 수 없을 만큼 화기애애한 대화를 나눴다. 흉금을 털어놓고 얘기를 나눴다"(장제원 당선인 비서실장)는 설명이 뒤따랐다. 민감한 현안인 대통령 집무실 용산이전과 관련해서도 문 대통령은 "예산을 면밀히 살펴 협조하겠다"고 밝혔다. 5년 만의 정권교체라는 점, 2007년에는 청와대·당선인 측 모두 브리핑을 했지만 이번에는 당선인 측만 설명에 나섰다는 게 차이점이다.

15년 전 첫 회동에서 좋았던 분위기는 2008년 2월 청와대 관저에서 열린 두 번째 회동에서 180도 달라졌다. 이명박 당선인 측이 통일부·여성가족부·과학기술부·해양수산부 폐지를 골자로 한 정부조직법 개편안 공포를 요구한 데 이어, 노 전 대통령의 기록물 이관 등을 문제 삼으며 양측의 갈등이 폭발했다.

이번 회동에 대해 "흉금을 털어놨다"는 설명에도 마음 한쪽이 불안한 건 15년 전의 기억 때문이다. 더욱이 이번엔 신·구 권력이 인사문제 등을 놓고 회동 전 충돌한 이력까지 있다. "제 경험을 활용해 달라. 돕겠다"고 한 문 대통령, "잘된 정책은 계승하겠다"는 윤 당선인의 말에 답이 있다. 40여일 남은 새 정부 출범을 앞두고 더 이상의 정면충돌은 보고 싶지 않다.
