All politics is local now more than ever (KOR)

Local elections are a day when residents elect a person who can govern their districts, councils, cities, and provinces for the next four years. The elections are the core of the autonomous government system and grassroots democracy. Someone who knows best about the needs and features of the district is normally chosen. But somehow the elections are turning into an extension of presidential or parliamentary elections, or a contest of two rivalling mainstream parties. People without any relevance to the region are joining the race. Central politics are overruling regional politics. The phenomenon is deepening for the upcoming eighth local elections.

Former Democratic Party (DP) Rep. Song Younggil declared a bid for Seoul mayoral post versus sitting conservative mayor Oh Se-hoon. It had been less than a month since he resigned from leadership over the ruling party candidate’s defeat in the March 9 presidential election. He declared not to run in the next parliamentary election after five terms. But he is suddenly vying for the Seoul mayoral seat, instead of Incheon where he previously served as the mayor.

He claims he is making the attempt for his party, and some suspect persuasion from Lee Jae-myung, the defeated presidential candidate and former governor of Gyeonggi Province. His bid baffles party members. Some argue the move is strange, while others raise concern for conflict within the party.

The Gyeonggi gubernatorial race has become a kind of rebound position for unsuccessful contestants in the last presidential or primary race. Kim Dongyeon, former finance minister who bowed out of the race, claimed he would put himself to the judgment of Gyeonggi residents with visions for the region and action plans. How hard he could have deliberated on a vision for Gyeonggi where he has no direct relation is questionable. Former Rep. Yoo Seung-min of People’s Party who claimed to have the “upright” scholarly spirit of Daegu and North Gyeongsang Province in his blood is also bidding for the governorship.

Hong Joon-pyo, who had lost against outsider Yoon Suk-yeol in the primary for presidential candidacy of the People Power Party (PPP), is vying for Daegu mayorship. Although he represents Daegu in the legislature, he had served two terms as the governor of South Gyeongsang Province.

The aspirants for North Cheongcheong governorship look more farcical as they are defeated contestants of last parliamentary election. They include former PPP lawmakers Kim Young-hwan and Lee Hyehoon. Kim was born in North Cheongcheong, but his political career evolved around the capital region. He represented Ansan for four terms and bid for Gyeonggi governor. He last ran from Goyang. Lee connects to North Chungcheong because her father was born there.

지방선거가 대선주자·낙선자 위한 이벤트인가

지방선거는 말 그대로 지방을 잘 알고 제대로 일할 사람을 뽑는 선거다. 그래서 지방자치(地方自治) 또는 풀뿌리 민주주의라고 한다. 특정 지방에 나타나는 특유의 성질이 요체란 의미다. 하지만 지금 돌아가는 모양새는 대통령선거나 국회의원 선거의 연장전 같다. 별다른 지역 연고가 없는 이들이 별다른 준비 없이 뛰어든다. 지방 정치의 자리에 중앙 정치가 밀고 들어가는 꼴이다. 여덟 번째인 이번 지방선거에서 유독 심하다.

우선 더불어민주당 송영길 전 대표의 서울시장 출마다. 대선 패배의 책임을 지고 물러난 당 대표가, 더욱이 ‘86세대 용퇴론’까지 제기하며 총선에 불출마하겠다고 한 게 불과 얼마 전인데 더 큰 선거에 나오겠다니 황당하다. 국회의원 5선을 하고 시장까지 한 인천을 떠나 서울로 옮기겠다는 발상도 놀랍다. 본인은 ‘선당후사(先黨後私)’라고 주장하고 당 안팎에선 이재명 전 경기도지사 측의 입김이 있다는 얘기가 나오는데, 대선 패배의 책임을 지고 자숙해야 할 사람들이 계파 정치를 할 때인가 묻지 않을 수 없다. 당내에서 “부자연스럽다”(조응천), “명분이 없다. 당에 분란만 일으키고 있다”(김민석)는 비판이 나오는 게 당연하다.

경기도지사직은 대선후보들의 ‘재도전 디딤돌’처럼 여겨지고 있다. 김동연 새로운물결 대표는 얼마 전 “경기도의 미래 비전, 그리고 그 실현을 위한 콘텐트로 도민의 선택을 받겠다”고 말했다. 경기도와 별 인연이 없는 그가 과연 경기도의 미래와 비전을 말할 수 있을 정도로 숙고할 시간을 가졌는지 의문이 든다. 국민의힘 유승민 전 의원도 마찬가지다. 유 전 의원 스스로 “저는 대구·경북의 꼿꼿한 선비정신을 제 몸에, 핏속에 간직하고 있는 사람”이라고 하지 않았나. 역시 국민의힘 소속으로 대선 경선에서 패배한 뒤 대구시장으로 과녁을 돌린 홍준표 의원의 행보도 비판하지 않을 수 없다. 대구의 현역 의원이라곤 하나 경남도지사를 재선하며 경남 연고를 과시하곤 했었다. 이제 와 대구로 ‘낙향’이라고 하기엔 면구스럽지 않나.

충북도지사 예비후보군은 더한 코미디다. 별다른 연고가 없던 총선 낙선자들의 등장 때문이다. 바로 국민의힘 김영환·이혜훈 전 의원이다. 얼마 전 출마선언을 한 김 전 의원은 충북 괴산 출신이라곤 하나 정치적 기반은 수도권이었다. 안산에서 4선 했고 경기도지사에 도전했으며 마지막 출마지는 고양이었다. 예비후보에 이름을 올린 이혜훈 전 의원은 “아버지 고향이 충북 제천인 충북의 딸”이라고 주장한다. 이 전 의원도 서울 서초에서 3선 했고 지난 총선에선 서울 동대문에서 뛰었다.

이번 대선에서 ‘지방’이 안 보인다는 지적이 많았다. 지방 일꾼을 뽑아야 할 지방선거에서마저 이렇듯 ‘지방’이 안 보이는 건 참으로 안타까운 일이다.
