What country’s union is KCTU anyway? (KOR)

During a workers’ assembly marking the Aug. 15 National Liberation Day, Yang Kyung-soo, head of the Korean Confederation of Trade Unions (KCTU), urged the nation to fight against the U.S. for its towering influence over the Korean Peninsula. The KCTU demanded the cancellation of the South Korea-U.S. combined Ulchi Freedom Shield drills due for next week, calling them a threat to the peace of the peninsula and neighboring countries. North Korea’s General Federation of Trade Unions sent a message to the assembly urging its South Korean counterpart to “stop and destroy a reckless war mania” of the U.S. and its following forces.

The KCTU and other unions have always been favorable toward North Korea. But a pro-North Korean umbrella union acting as the mouthpiece for Pyongyang amid the Russian invasion of Ukraine, escalated tensions between the United States and China over Taiwan, and North Korean missile provocations is dumbfounding.

The South Korea-U.S. alliance is the pillar of South Korea’s security. South Korea was able to ascend to the 10th largest economy thanks to the strong alliance. The South Korea-U.S. military exercise and the Terminal High Altitude Area Defense (Thaad) antimissile system are defense and weapons against North Korean nuclear threat. The KCTU speaking on behalf of the Pyongyang regime is no different than China and Russia.

Its pro-North Korean voice has drawn scorn from political circles. The conservative People Power Party (PPP) called on the organization to cease an outdated political protest and stick to its union umbrella role. Rep. Kweon Seong-dong, PPP floor leader, said the KCTU is echoing the democracy movement slogans in the 1980s to paint Korea as a U.S. colony. PPP Rep. Kim Ki-hyun, a former floor leader, criticized the KCTU as a “national eyesore.” Rep. Ahn Cheol-soo found the KCTU assembly pamphlets no different from the propaganda posters of North Korea opposing to the joint military drills and the Thaad.

Labor reform to fix the double structure of permanent and non-permanent workers and large and smaller companies to make the labor market more even, flexible and stable must not be delayed any longer. But reform is possible only through practical participation of unions. But the labor side is unwilling to come forward to the negotiation table for dialogue. The KCTU must stop its political struggle based on outdated ideology and work harder to help non-regular workers and employees of small and mid-sized companies. It cannot be true that the 1-million-strong KCTU would want the decades-old South Korea-U.S. alliance to collapse.

한·미동맹 해체 주장한 민주노총, 어느 나라 노조인가

8·15 집회서 한미연합훈련, 사드 반대
낡은 이념 얽매인 친북 노선 중단해야

“불평등한 한·미동맹을 끝내고, 자주와 평화의 시대로 달려갑시다.”

전국민주노동조합총연맹(민주노총)이 그제 주최한 광복 77주년 기념 8·15 전국노동자대회 대회사에서 양경수 위원장이 한 말이다. 그는 “비정규직 노동자들이 실질적 사용자인 원청을 향해 투쟁하듯, 한반도의 운명을 쥐락펴락하는 미국에 맞서 싸워야 한다”고 주장했다. 민주노총은 다음 주 예정된 한·미연합 실기동 훈련인 ‘을지 자유의 방패’가 한반도와 주변국 평화를 위협한다며 중단을 요구했다. 북한의 노동단체인 조선직업총동맹은 이날 행사에 “미국과 그 추종세력의 무분별한 전쟁대결 광란을 저지·파탄시키자”는 내용의 연대사를 보냈다.

민주노총 등 노동계 일각의 친북 편향은 어제오늘의 일이 아니다. 하지만 러시아의 우크라이나 침공과 대만을 둘러싼 미·중갈등이 고조되는 가운데 북한이 미사일 도발을 이어가는 엄중한 시기에 북한의 위장된 평화 공세를 앵무새처럼 반복하는 민주노총 일부를 비롯한 친북노동계의 구태는 할 말을 잃게 한다.

한·미동맹은 대한민국의 오늘을 있게 한 우리 안보의 근간이고 자산이다. 최빈국에서 세계 10위권의 경제강국으로 우뚝 설 수 있었던 것도 튼튼한 한·미동맹이 있었기에 가능했다. 한·미연합훈련과 사드(THAAD·고고도 미사일 방어체계)는 핵미사일 고도화를 완성한 북한의 노골적 핵 위협에 맞서는 방어적 성격의 훈련이자 무기체계다. 민주노총의 주장은 북한과 북한을 일방적으로 편드는 중국, 러시아의 주장과 다르지 않다.

정치권에서도 일제히 비판의 목소리가 나왔다. 국민의힘은 “시대착오적 정치투쟁을 멈추고, 노동조합 본연의 역할에 충실할 것을 촉구한다”고 논평했다. 권성동 국민의힘 원내대표는 “민주노총은 80년대 운동권의 망상처럼 대한민국이 미 제국주의의 식민지라도 된다고 믿는 것 같다”고 지적했다. 같은 당 김기현 의원은 “우리 사회 슈퍼갑으로 변질된 민주노총은 이제 존재 자체가 국민 밉상이 됐다”고 비판했고, 안철수 의원은 한미 연합훈련, 사드 반대 메시지를 담은 전국노동자대회 홍보물에 대해 “북한 선전 매체를 꼭 빼닮은 포스터”라고 쓴소리했다.

정규직과 비정규직, 대기업과 중소기업의 이중구조라는 노동시장의 오랜 폐단을 없애고 시장을 좀 더 공정하고 유연하면서 안정적으로 만드는 노동개혁은 더 이상 미룰 수 없는 과제다. 노동개혁을 위해선 합리적이고 실용적인 노조의 참여가 있어야 실효성 있는 대책이 나올 수 있다. 한데 지금 노동계가 대화와 타협의 테이블에 앉을 자세가 돼 있는지 의문이다. 민주노총은 낡은 이념에 얽매인 정치투쟁을 중단하고 노동계 최약층인 비정규직과 중소기업 노동자를 위해 무엇을 할 수 있을지 고민하기 바란다. 민주노총의 100만 노조원이 한·미동맹 해체를 원하지는 않을 것이다.
