[Editorial] No more diplomatic hiccups (KOR)

Diplomatic repercussions are getting bigger after President Yoon Suk Yeol made controversial remarks defining Iran as “the enemy of the UAE” during his state visit to the small Middle East country on January 15. After Iran’s foreign ministry summoned Korean ambassador to Teheran to protest the definition, Korea’s foreign ministry called in Iran’s ambassador to Seoul. As Iran’s emotional response to President’s Yoon’s comment does not benefit either side, our foreign ministry must fix the diplomatic hiccup smoothly and quickly by using all diplomatic capabilities of the government.

Yoon made the slip of the tongue in a visit to the Ahk unit the Lee Myung-bak administration dispatched to the UAE in 2011 to help train the special forces of the elective monarchy. At that time, Yoon told the special forces, “The security of the UAE, our brother country, is also our security. Just as the UAE’s enemy and most threatening country is Iran, our enemy is North Korea. We and the UAE face quite a similar situation.”

Probably elated by the bold promise by UAE President Mohammed bin Zayed bin Al-Nahyan of a $30 billion investment in Korea before Yoon’s trip to the Ahk troops, Yoon went so far as to tell the soliders, “This is your home country.”

But his rhetoric drawing a third country on a relatively tense relationship with UAE was not appropriate diplomatically, as it can do more harm than good. As it turned out, Iran protested immediately. A spokesperson of the Iranian foreign ministry expressed serious disgruntlement at the “diplomatically inappropriate remarks” from Yoon, waiting for “an explanation from the Korean foreign ministry.” A day later, our foreign ministry explained that Yoon’s remarks had nothing to do with Iran, cautioning about an over-interpretation.

But Iran’s deputy foreign minister summoned the Korean ambassador to Teheran to reiterate its demand for “immediate explanation and a change in position.”

The Iranian diplomat even demanded Korea explain about Yoon’s mentioning of the need to produce nuclear weapons, saying it’s violation of the Nonproliferation Treaty (NPT). In a weird turn, Iran currently under international sanctions for its attempt at nuclear armaments criticized the Korean president over nuclear issue.

After calling in the Iranian ambassador to Seoul on Thursday, First Vice Minister for Foreign Affairs Cho Hyun-dong had to explain what the president meant to say. Stressing Korea’s faithful compliance with the NPT, the minister reportedly brushed off the Iranian ambassador’s claim. Both sides must resolve the case as soon as possible because it benefits neither side.

대통령의 '이란 설화' 외교적으로 잘 매듭지어야

'UAE의 적은 이란' 발언, 양국 관계에 파장 확산
당사자가 있는 외교 발언, 더 신중하고 절제돼야

윤석열 대통령이 지난 15일 아랍에미리트(UAE) 순방 중에 'UAE의 적은 이란'이라고 한 발언의 외교적 파장이 이어지고 있다. 이란 외교부는 주이란 한국대사를, 한국 외교부는 주한 이란대사를 각각 초치하는 '장군멍군' 상황으로 번졌다. 윤 대통령 발언을 빌미 삼아 이란이 계속 감정적으로 대응하며 문제를 키우는 것은 바람직하지 않은 만큼 한국 외교부는 외교적 역량을 발휘해 이번 사안을 매끄럽게 속히 매듭지어야 한다.

문제가 된 윤 대통령의 발언은 지난 15일 UAE에 파견된 국군 아크부대를 위문 방문한 자리에서 나왔다. 당시 윤 대통령은 장병들에게 "우리의 형제 국가인 UAE의 안보는 바로 우리의 안보다. UAE의 적은, 가장 위협적인 국가는 이란이고 우리의 적은 북한이다. 우리와 UAE는 매우 유사한 입장에 있다"고 말했다.

아크부대를 방문하기 전에 알나하얀 UAE 대통령이 한국에 300억 달러(약 37조원) 투자를 약속한 상황이어서 윤 대통령은 매우 흡족했는지 UAE를 지칭하며 장병들에게 "여기가 바로 여러분들의 조국"이라는 말까지 했다. 하지만 양자관계를 강조하려고 그 나라와 긴장 관계인 제3국을 끌어들인 화법은 외교적으로 적절하지도, 필요하지도 않았고 자칫 당초 의도와 달리 득보다 실이 클 수 있었다. 실제로 이란이 즉각 반발했다. 이란 외교부 대변인은 지난 16일 "외교적으로 부적절한 한국 대통령의 발언을 심각하게 지켜보고 있다. 한국 외교부의 설명을 기다리고 있다"고 불만을 토로했고, 하루 뒤 한국 외교부는 "이란과의 관계와는 무관하다. 불필요하게 확대해 해석하는 일이 없기를 바란다"고 반응했다.

하지만 18일 이란 외교부 차관이 윤강현 주이란 한국대사를 불러 "즉각적인 설명과 입장 정정이 필요하다"며 재차 해명을 요구했다. 이란 차관은 "한국 대통령이 최근 핵무기 제조 가능성에 대해 거론했는데 이는 핵확산금지조약(NPT)에 어긋난다"며 이에 대한 해명도 요구했다. 핵무장 시도로 국제사회의 제재를 받는 이란이 한국에 제기할 문제도 아닌데, 엉뚱하게 NPT로까지 번진 것은 유감스럽다.

조현동 외교부 1차관은 어제 주한 이란대사를 초치해 대통령 발언의 취지를 재차 설명하면서 이란이 불쑥 NPT를 언급한 데 대해 "한국은 비확산 의무를 성실히 이행하고 있다. 전혀 근거 없는 문제 제기"라며 일축했다고 한다. 양측의 외교 교섭을 통해 윤 대통령의 '이란 설화'는 외교적으로 이제 잘 봉합해 주길 바란다. 이 문제를 계속 키우는 것은 누구에게도 이롭지 않다. 다만 이번 사건을 계기로 당사자가 있는 외교에서 대통령의 발언과 메시지는 더 신중하고 절제돼야 한다는 교훈을 대통령실과 외교부는 깊이 새겨야 한다. 말 한마디 때문에 세일즈 외교 성과가 퇴색한다면 국익에도 전혀 도움이 되지 않을 것이다.
