The unidentified person reportedly promised the assailant to mail an eight-page manifesto.
The police not only found the manifesto that was supposed to be mailed but also identified the address to which it was intended to be sent.
The police said that they were arresting the man for complicity.
"Having knowledge of what the principal offender intended to do and then assisting the person in executing their will or even making a promise constitutes complicity," a police officer said.
A committee composed of experts, including lawyers, will review whether to disclose the identity of the assailant who attacked the DP chief on Tuesday.
On Jan. 2, an assailant from Asan, South Chungcheong, stabbed DP leader Lee after approaching him for an autograph.
Lee is recovering at Seoul National University Hospital following a two-hour surgery.
