Welcome Back, Pandas! Two Furry Diplomats Are Headed to D.C. Zoo

WASHINGTON — It was a long and terrible six months without giant pandas, Washington’s most famous symbol of literal soft diplomacy, but this unbearable (sorry) drought will soon be over.

The Smithsonian’s National Zoo and Conservation Biology Institute announced Wednesday that two new fuzzy diplomats will soon be on their way to the United States from China. The pandas, Bao Li and Qing Bao, will be flown over before the end of the year, the zoo said in a statement.

They are both 2 years old and their anticipated arrival is after the departure in November of two adult pandas, Mei Xiang and Tian Tian, who are the grandparents of the male, Bao Li.

The giant panda swapping has been a characteristic of a longtime pact between the Smithsonian and the China Wildlife Conservation Association. Last year, when the agreement keeping the three in the United States expired, panda fans and diplomats alike worried whether strained ties with China would prevent the program from continuing.

As it turns out, the two zoos hammered out another agreement without the help of highlevel diplomacy, according to officials familiar with the pact. The San Diego Zoo will also receive a pair of pandas, the Ministry of Foreign Affairs in China confirmed earlier this month.

The new couple has Washington roots: Bao Li’s mother, Bao Bao, was born in the capital. First lady Michelle Obama attended a naming ceremony for her brother, Bei Bei, in 2015.

The Smithsonian said the terms of the newest agreement were similar to previous ones. Bao Li and Qing Bao, and any offspring they might have, are owned by China, and any cubs born in Washington will have to return by age 4. The pandas are expensive to care for and study, and the Smithsonian has started a $25 million fundraising campaign to help bolster the program’s budget.

Bao Li and Qing Bao will be quarantined for a minimum of 30 days upon their arrival, and their public debut will be announced when their care team feels they are ready.

워싱턴 스미소니언 국립 동물원은 수요일(5월 29일) 복슬복슬한 새로운 외교관 두 마리가 중국에서 미국으로 곧 출발한다고 발표했다. 판다 바오리와 칭바오는 올해 연말 날아온다고 동물원 측은 보도자료를 통해 밝혔다.

두 마리 모두 두 살이며 11월로 예정된 성년 판다 커플 메이징과 티안티안이 떠난 이후 도착할 예정이다. 메이징과 티안티안은 (새로 오는) 수컷 판다 바오리의 조부모다.

대왕 판다 교환은 스미소니언과 중국 야생동물보호협회의 오랜 협정에 따른 것이다. 지난해 미국에 세 마리를 두는 협상이 만료돼 판다 팬들과 외교관들이 한 마음으로 팽팽한 중국과의 관계 때문에 이 프로그램이 계속될 수 있을 것인지를 걱정해왔다.

사안에 대해 잘 알고 있는 관계자에 따르면 두 동물원은 고위급 외교의 도움 없이 새로운 협약을 만드는 것으로 문제를 해결했다. 샌디에이고 동물원도 판다 한 쌍을 받는다고 중국 외교부가 이번 달 초 밝혔다.

새 커플은 워싱턴과 인연이 있다. 바오리의 어머니 바오바오는 워싱턴에서 태어났다. 2015년 영부인이었던 미셸 오바마 여사가 바오바오의 형 베이베이의 명명식에 참석했다.

스미소니언 동물원은 최신 협약의 조건은 전 협약과 유사하다고 밝혔다. 바오리와 칭바오, 이들 사이의 태어날 새끼들은 모두 중국 소유다. 워싱턴에서 새끼가 태어날 경우 이들이 네 살이 되면 돌아간다. 판다는 돌보기도 연구도 비용이 많이 든다. 스미소니언은 이 프로그램 예산을 지원하기 위해 2500만 달러를 모금하는 캠페인을 시작했다.

바오리와 칭바오는 미국 도착 후 최소 30일 동안 검역 격리되고 대중 데뷔는 이들의 사육팀이 적기라고 판단할 때 발표한다.
