NGIS Program in a State of Disorder

The National Geographic Information System's (NGIS) project, commissioned to map and survey Korea, has been discovered to be waisting a large portion of its budget due to duplicate programs being run by other government agencies.
The budget for this project, begun in 1995, was set at 7.5 trillion won to be spent over 20 years. The Board of Audit and Inspection (BAI) revealed on January 5 that it inspected 11 governmental agencies including the Ministry of Construction and Traffic (MOCT) and discovered 48 problems.
The BAI indicated that two departments of MOCT as well as the Ministry of Government Administration and Home Affairs were performing similar projects to that of the NGIS. Because of these duplicate projects, 112.7 billion won of budget money was basically wasted.
The BAI also revealed that the computerization project of underground facilities, which MOCT began in 1998 to the tune of one trillion won, also has numerous safety problems.
