Unused Budget Totals 6 Trillion Won

The amount of budgetary money that has not been used by the 51 individual government authorities reached 6 trillion won, about 10 percent of the national budget.
The Board of Audit and Inspection(BAI) announced Monday that it disclosed 113 cases of unjust disbursements and excessive budgetary demands.
And 18 governmental administrations were exposed trying to spend 43.1 billion won as working expenses at the end of last year.
BAI said that the National Railroad Administration submitted a budget of 8.8 billion won for construction of a stockyard and repair facility in 1996 but only spent 3 million won. In 1997, it used 9.53 billion won from its budget of 40 billion won.
The administration's budget last year was 24.7 billion won, all of which carried forward.
As a result, it used only 9.533 billion won, 13 percent of 73.5 billion won's budget for three years.
A source in BAI said, 'The slight amount of budget used is due to the reckless exagerration.'
Five ministries, including the Ministry of Maritime Affairs and Fisheries, diverted 2.66 billion won of budget without permission, BAI reported.
