Paying for unification: Only 10.8 % want taxes

Only 10.8 percent of Koreans surveyed recently believe that the cost of unification of the two Koreas should be funded by taxpayers, but half of businesspeople surveyed feel taxes should cover the cost.

And, most of those surveyed, or 90.3 percent, were pessimistic about the country’s preparedness for unification. Those who believe South Korea is ready account for only 6.6 percent.

These findings were contained in a survey done in February by Yonsei University based in Seoul and Research & Research of 1,015 people. The survey also found that 51 percent of those questioned said that a fund should be established to raise money for unification.

The survey found that 72 percent of businesspeople said unification is necessary, with 93.8 percent of those who agreed being in finance or insurance business.

Also, 83 percent of those who wish for unification were in their 60s or older.

Of the 731 people who agreed with the idea of unification, they listed various reasons for their opinion, among them that unification would end security concerns and would create more economic opportunities.

Most of those who thought unification would result in more business opportunities were running profitable businesses and doing business related to North Korea, the survey found.

As for those who do not think unification is necessary, most of them were in their 20s and 30s and 40.9 percent of them were women.

Seven out of 10 of those who disagreed with unification expressed concern over the cost of unification.

The survey found that 31.1 percent of the 1,015 surveyed said that an effort to raise funds for future unification should start this year, while 19.7 said preparations could be made sometime during the Lee Myung-bak administration.

A little less than half of the businesspeople questioned were positive about doing business in the North after unification, at 40.9 percent. Those in the construction business and large-scale businesses in Seoul showed the most interest.

As for doing business with the North right now, 32.9 percent said the business relationship is a burden on the South Korean economy and 19.1 said it only heightens uncertainty.

국내 경제인 가운데 70% 이상이 남북통일이 필요하다고 생각하고 있지만, 대부분은 현재 우리 사회의 통일준비가 잘 돼 있지 않다고 인식하는 것으로 나타났다.

또 41% 정도가 각각 통일되면 소속기업에 긍정적 영향을 미칠 것으로, 소속 기업이 북한에 진출할 가능성이 있는 것으로 판단했다.

통일부는 3일 남북공동체기반조성사업 가운데 경제계 부문 공론화 사업자로 선정된 연세대통일연구소와 리서치앤리서치가 최근 전국 기업인 및 소상공인 1천15명을 대상으로 실시한 여론조사에서 이 같은 결과가 나왔다고 밝혔다.

조사결과에 따르면 전체 응답자의 72%가 통일이 필요하다고 답했고, 23.4%는 불필요하다는 반응을 보였다.

금융.보험업(93.8%), 남성(81.8%), 연령(60대 이상 83.0%)이 높을수록 통일이 필요하다는 인식이 컸다. 소기업(27.0%), 여성(40.9%), 젊은 층(19~29세 42.7%, 30대 30.3%) 등에서 통일이 필요하지 않다는 답변이 많았다.

통일이 필요한 이유로는 안보불안 해소(27.2%), 같은 민족(26.0%), 경제적 기회확대(25.3%) 등의 순으로, 통일이 불필요한 이유로는 10명 중 7명이 경제적 부담을 우려했다.

우리 사회의 통일준비와 관련해 90.3%가 잘 돼 있지 않다고 인식한 반면, 6.6%만이 잘 돼 있다고 답했다.

통일이익이 비용보다 클 것이라는 질문에 57.5%가, 지금부터 통일재원을 마련할 필요성에는 72.3%가 각각 공감했다.

통일재원 마련 방법으로는 51.1%가 기금조성을 꼽았고, 세금추가(10.8%), 채권발행(9.8%) 등이 뒤를 이었다. 바람직한 세금형태로는 통일을 위한 별도세금(36.4%), 소득세.법인세 등 직접세(28.2%), 부가가치세 등 간접세(16.4%) 등으로 답했다.

통일재원 마련 시기는 50.8%가 올해(31.4%)를 포함한 현 정부 임기 내로 응답했고, 41.2%는 다음 정부로 미뤄야 한다는 반응을 보였다.

통일이 소속 기업에 미치는 영향에 대해서는 41.4%가 긍정적이라고 평가했다. 49.9%는 영향이 미미할 것이라고, 6.2%는 부정적 영향이 예상된다고 응답했다.

40.9%는 통일 후 소속기업이 북한 지역에 진출할 것으로 예상했고, 57.3%는 진출 가능성이 크지 않다고 봤다.

또 대북 경제협력의 이점으로 통일비용 축소(22.9%), 안보문제 해결(22.4%), 중국 등으로부터의 북한시장 방어(20.1%), 북한 개혁개방 촉진(19.8%) 등을 꼽았다. 특히 대기업과 매출액이 높은 기업들이 경제적 이익에 대한 기대가 컸다.

경제협력의 문제점으로는 남한 경제에 부담(32.9%), 안보불안 증가(19.1%), 김정일 체제유지에 도움(14.4%), 남한 내 이념적 갈등 유발(14.2%) 등을 들었다.

이번 조사는 지난달 9일부터 22일까지 전화조사를 통해 이뤄졌으며, 표본오차는 95% 신뢰수준에 ±3.08%포인트다.
