ROTC standing strong at 50

The Korean Reserve Officers Training Corps (ROTC) will be celebrating its 50th anniversary tomorrow, and from all indications it has proved to play a pivotal role in Korea’s national defense, providing top-notch military leadership for the country.

More than 70 percent of platoon leaders now dispatched to within a 155-mile radius of the border with North Korea went through ROTC.

And, according to military statistics, 4,269 of 5,309 newly minted second lieutenants at the appointment ceremony held on March 4 at the Gyeryong military base in South Chungcheong came from ROTC, which is about 80 percent of all lieutenants.

The ROTC was established in 1961, with the aim of nurturing entry-level military officers qualified with intelligence and combat skills. The government launched ROTC programs at 16 universities and trained 3,175 students that year.

“I think learning leadership and having networks with former members are the biggest advantages ROTC members can take,” Kim Hee-jin, a spokeswoman for the ROTC Association, told the Korea JoongAng Daily on Thursday. “Lots of former ROTC members, who know about these advantages, try to convince their children and other relatives to become ROTC members.”

In 2010, the government opened the door to female university students to become ROTC members and 60 were selected. This April, 209 female undergraduates were chosen from 109 universities.

“Although we launched the female ROTC late, we expect [a lot from the] female students’ activities in the corps,” a military official said. “The competition to enter the ROTC is really high. And applicants are smart.”

The competition rate among female students this year was 7.7 to 1, according to the ROTC, proving their passion to become ROTC members.

“Most female applicants want to be ROTC members because it is very unique in the world to be a female ROTC member,” a national defense ministry official said. “And I think people will recognize their challenge and bravery to become female fighters, as woman leaders in society.”

According to the ROTC, most applicants have a GPA of more than 4.0. The ROTC, though, does not depend only on academics in selecting members. Most applicants go through four in-depth interviews and pass a rigorous physical ability test. Applicants with English proficiency are noted in their interviews.

ROTC selects university sophomores and trains them for the next two years during summer and winter vacation. During the semester, they are encouraged to wear their uniforms on campus.

ROTC members become second lieutenants upon graduation and receive about 22 million won ($20,202) in annual salary for two years of service as platoon commanders.

The number of ROTC members who finished military service as second lieutenants has increased each year, reaching about 170,000 so far. The ROTC is famous for its networking among current and former members, with 350 local branches nationwide. Volunteering in local communities is common.

“As the number of ROTC members and branches grows, events sponsored by the ROTC are held almost every day,” a ROTC Association official said. “ROTC members keep in touch after they have finished military service.”

Many former ROTC members have become high-profile figures in politics, finance and media sectors. ROTC’s network is divided into two groups: one formed by members working in the military and are promoted to generals or admirals and the other formed by members who become high-ranking officials outside the Army.

“In Korea’s modern history, ROTC members have played a leading role in Korea’s modernization and industrialization,” said Lee Dong-hyeong, head of the ROTC Association.

ROTC 50주년…문무겸비 장교양성 주춧돌

장교 16만4천여명 배출…예비역 대장만 5명
내달 1~4일 기념식 등 다양한 행사

배우면서 훈련하는 장교 양성의 산실인 학생군사교육단(ROTC)이 다음달 1일 창설 50주년을 맞는다.

ROTC 중앙회(회장 이동형.(주)스타코 회장)는 1일부터 4일까지 대대적인 창설 50주년 기념식을 준비하고 있다고 26일 밝혔다.

1961년 자주 국방력 확보 차원에서 대학에 재학 중인 우수학생을 선발해 2년간 군사교육을 하고 졸업 후 초급지휘관으로 활용하기 위해 도입된 ROTC는 장교양성의 주춧돌로 확고하게 자리매김했다.

지난 3월 제49기 4천269명이 육ㆍ해ㆍ공군, 해병대 장교로 임관했으며 이는 전체 임관자 5천309명의 80%에 이른다. 현재 ROTC 출신 장성은 20명이고 영관 장교 4천500명, 위관장교 1만1천명이 각 분야에서 복무하고 있다.

작년부터 여성 인재들에게 문호를 개방해 지난 3월 육ㆍ해ㆍ공군에서 여성 ROTC 260명을 선발했고 올해 전국 109개 대학으로 확대된다.

지난달 4일 접수 마감된 52기 ROTC 지원자 중 여성의 경쟁률은 7.7대1을 기록했다고 육군은 설명했다.

현재 전국 116개 대학에 학군단이 설치되어 있으며 ROTC 장점 때문에 선발 경쟁률은 치열하다. 다른 장교양성 과정을 거치면 3~10년을 복무해야 하지만 ROTC 출신은 2년 4개월의 최단기간 복무로 국방의 의무를 마칠 수 있다는 장점 외에 다양한 혜택이 주어진다.

대학 전공과목에 따라 병과가 부여되기 때문에 복무기간에 지속적으로 전공 공부를 할 수 있고, 병력을 지휘하면서 리더십과 조직관리의 경험을 체득할 수도 있다.

소대장으로서 40여명의 장병을 거느리고 지휘통솔력을 익히는 복무 환경 때문에 책임감, 관리 능력이 우수해 전역자들도 사회에서 환영받고 있다.

1963년 2월20일 ROTC 1기생 2천642명이 소위로 임관한 후 50년간 16만4천838명이 배출됐으며 매년 4천200여명의 회원이 증가하는 등 장교단체로는 가장 많은 회원을 보유하고 있다.

ROTC 출신들은 사회 각계각층의 리더로 거대한 인맥을 형성하고 있다. 현재도 정계와 재계, 언론계, 교육계, 문화ㆍ체육계 등에서 중추적인 역할을 하고 있다.

ROTC 출신으로 처음 대장에 오른 박세환(1기) 재향군인회장과 ROTC 출신으로 첫 합참의장이 된 김진호(2기) 씨를 비롯한 홍준호(4기), 조재토(9기), 이철휘(13기) 예비역 대장 등 100여명의 장성을 배출했다.

현재 이용광(16기) 중장 등 20여명의 ROTC 출신 장성들이 현역으로 다양한 부문에서 활약하고 있다.

재계에서는 손길승(1기) SK텔레콤 명예회장과 허진규(1기) 일진그룹 회장, 이충구(1기) 유닉스전자 회장, 이건수(2기) 동아일렉콤 회장, 민계식(3기) 현대중공업 회장, 구학서(8기) 신세계 회장, 이수창(9기) 삼성생명 사장, 강영중(10기) 대교그룹 회장, 장세주(14기) 동국제강 회장 등 30여명의 그룹 회장 및 기업 대표가 활동 중이다.

정치인 중에는 이경재(2기), 이윤성(6기), 김희철(11기), 정몽준(13기) 의원 등 9명이 있다. 김백준(1기) 대통령실 총무기획관, 류우익(9기) 전 주중대사 등 장ㆍ차관급도 30명이 있다.

학계에서는 박규직(1기) 경기학원 재단이사장, 김정배(2기) 전 고려대 총장, 손병두(2기) 전 서강대 총장, 이장무(5기) 전 서울대 총장, 김병묵(6기) 전 경희대총장 등 50여명의 전ㆍ현직 총장을 배출했다.

제11대 ROTC 중앙회장을 지낸 방송인 차인태(5기), '뽀빠이' 이상용(5기), 소설가 김홍신(9기), 영화배우 안성기(12기) 씨도 ROTC 출신이다.

ROTC 중앙회가 4일 서울 올림픽체조경기장에서 개최하는 창설 50주년 기념식에는 김황식 국무총리, 박세환 재향군인회장, 김상기 육군총장, 학군단 설치 대학총장, 경제계 단체장, 동문과 가족 등 1만3천여명이 참석한다.

ROTC 중앙회관 개관식, 천안함 견학, 세계 ROTC한상대회, 중앙회장배 골프대회 등의 행사도 마련한다.

ROTC 중앙회 이동형(8기) 회장은 "ROTC는 국방은 물론 조국산업화와 근대화의 주역이 되어 왔다"면서 "지난 50년이 생각하는 지성의 ROTC였다면 새로운 50년은 사회와 국가 발전을 위해 실천하는 지성의 ROTC가 될 것"이라고 말했다.
