Health Ministry allows certain drugs for OTC

After President Lee Myung-bak on Tuesday harshly criticized the Ministry of Health and Welfare for continuing to ban the sale of over-the-counter medicine in supermarkets and convenience stores, the ministry said yesterday that it would allow 28 over-the-counter (OTC) medicines to be sold, a ministry official told the JoongAng Ilbo yesterday.

But all 28 are for indigestion problems or intestinal disorders, not for pain relief such as aspirin.

“We will allow some medicines, which have low influences on the human body, to be purchased in supermarkets or convenience stores,” the official said. “We will seek advice from the medicine classification committee under the Central Pharmaceutical Affairs Council and implement the new rule right away.”

Although the ministry has asked for advice from the committee - composed of four pharmacists, four doctors and four public interest representatives - it doesn’t have the authority to oppose the decision because the new rule is a direct order from the health minister. The new policy also doesn’t need approval from the National Assembly.

The ministry said total sales of the 28 medicines in 2010 amounted to about 6 billion won ($5.5 million).

“We have chosen the 28 medicines because they rarely affect the central nervous system,” a government official said. “We think more medicines, such as popular energy drink Bacchus-D, will also be liberalized soon.”

But the ministry said cold medicines or fever reducers aren’t included in the 28 now-OTC medicines because those medicines affect the central nervous system, which is banned from being sold in supermarkets under the country’s pharmaceutical laws. They said they have to revise the law first to allow OTC sales of the drugs.

Meanwhile, the Korea Hospital Association released a statement yesterday calling for accelerating the liberalization of OTC drugs, which reads, “As the ministry promised the public, we demand the revision of the pharmaceutical law to allow OTC drugs to be purchased outside pharmacies.”

청와대, 약사법 개정 서면 지시
이명박 대통령의 일반의약품(OTC) 수퍼마켓 판매 지시를 따르지 않던 보건복지부가 입장을 바꿔 감기약·해열제 등을 수퍼에서 팔 수 있도록 약사법 개정 작업에 착수했다. 이 대통령이 지난 7일 청와대 수석비서관회의에서 일반약 수퍼 판매를 유보한 복지부를 강하게 질책(본지 6월 8일자 10면)한 데 이어 8일 수퍼 판매를 위해 약사법 개정안을 이른 시일 내에 제출하도록 지시한 데 따른 것이다. 정부 관계자는 “청와대가 이른 시일 내에 ▶약사법 개정안을 국회에 제출하고 ▶일부 일반약을 의약외품으로 바꿀 것 등 두 가지 사안을 서면으로 지시했다”고 9일 밝혔다.

　이와 관련, 복지부 관계자는 “청와대의 지시를 행정 부처가 거부할 수는 없다”며 “약사법 개정 절차와 방법 등의 검토에 들어갔다”고 말했다. 복지부는 3일 의약품 구입 불편 해소 방안을 발표하면서 일반약 수퍼 판매를 유보했는데, 이번에는 입장이 크게 달라진 것이다. 당시 복지부는 일반약 중 감기약·해열진통제 등을 약국 외에서 팔려면 약사법을 개정해야 한다며 난색을 표한 바 있다. 복지부는 15일 중앙약사심의위원회 산하 의약품분류소위원회를 열어 약품 재분류 방안을 먼저 논의할 예정이다. 여기서 수퍼 판매를 위한 자유판매약 제도를 신설하는 방안 등을 논의하기로 했다.

　복지부는 이와 함께 일반약 중 소화제·정장제(장의 기능을 바로잡는 약) 28개 약품을 조속히 의약외품으로 바꿔 수퍼마켓 등에서 파는 방안을 추진하고 있다.

　약사법 개정 이전에 수퍼 판매를 추진하는 약은 ▶소화제 17개 ▶정장제 10개 ▶정장소화제 1개다. 소화제는 ▶까스명수 골드액 ▶까스명수액(이상 삼성제약공업) ▶위청수(조선무약) ▶생록천액(광동제약)이며, 정장제는 ▶청계미야비엠정(청계제약) ▶락토메드정(일동제약) 등이다. 정장소화제는 청계미야더블유(청계제약)다. 이들 약의 지난해 매출액은 약 60억원 정도로 추산된다.

　정부 관계자는 “중추신경계에 영향을 거의 미치지 않는 생약 제제 위주로 선정했다”며 “향후 논의 과정에서 박카스 등 매출액이 크고 국민에게 미치는 영향이 큰 제품이 포함될 수도 있을 것”이라고 말했다.
