Now, TechnoMart’s tenants tremble

Authorities gave a clean bill of health to TechnoMart, the 39-storey shopping center and commercial and residential complex that inexplicably shook for ten minutes Tuesday, but residents and vendors are afraid to go back inside.

And the 1,200 commercial establishments in the mall, which includes a multiplex, are prepared for bad business until someone explains why the top 19 floors of the building shook as if an earthquake had occurred.

“It’s a certainty that I will lose my customers for a while,” said Byeon Sang-gil, 49, who runs an accessory shop in the mall. Byeon has lost about 2 million won ($1,880) in sales during the two days the building was declared off limits. “I don’t think people will visit here unless the government reconfirms the safety of the building.”

About 50,000 people usually visit the complex daily. Business owners say customers fear a repeat of the collapse of the Sampoong Department Store in 1995, which killed 501 people. Tenants and workers were allowed to return to the building yesterday morning.

The building’s owner, Prime Group, said losses from the two day shutdown would be 9 billion won ($8.45 million). “I can’t help feeling nervous,” a salesperson at a home appliance store in the mall said. “I suspect the district office hastily allowed business to resume even before they finished their safety checks.”

Yesterday, about 80 parents went to the Gunam Elementary School, which is located 300 meters (984 feet) from the mall, to take their children home, fearing that the building would collapse.

According to the school’s staff, students are taking different routes to and from school to avoid TechnoMart.

Nearly 3,000 people working or living in the complex were ordered to evacuate after it trembled on Tuesday. No earthquake occurred that day.

“After conducting two days of safety inspections, we didn’t find any problems with the structural soundness of the building,” Park Jong-yong, vice chief of the district office told reporters at a briefing Wednesday. “But we will install tremor detectors.”

Prime Group said the shaking may have been caused by noise from a 4-D theater in the complex, or some activity in a fitness center.

The district office said they would shut down the 4-D theater and fitness center temporarily.

고층에서 흔들림 현상을 보인 테크노건물에 '구조물 안전은 문제없다'는 긴급진단 중간결과가 나온 다음날인 7일 오전 9시 광진구청이 내렸던 건물 퇴거명령이 공식 해제됐다.

출입통제가 풀린 지하철 2호석 강변역 연결통로를 통해 입주사 직원들과 상인들이 하나둘씩 몰리면서 이틀만의 출근길을 재촉했다.

이날 회사측은 오전 일찍 "안전점검 이상없음 판정!! 정상영업中"이라고 쓰인 대형 플래카드를 건물 안팎에 설치해 영업 재개를 자축했다.

하지만 상인들 속내는 편치만은 않았다.

갑작스런 퇴거조치 이후로 입은 매출 손해가 상당한데다, 정밀안전진단 최종 결과가 나오는 3개월 동안 손님 수가 줄어들지 않겠느냐는 걱정이 컸다.

테크노마트에서 액세서리 매장을 운영하는 변상길(49)씨는 "이틀동안 200만원 정도 손해를 본 것 같다. 당국에 금전적 보상을 요구할 계획이다"라며 목소리를 높였다.

변씨는 "앞으로 3개월이 걱정"이라며 "안전하다는 발표가 제대로 나올때까지 사람들이 오겠나. 손님이 줄어들게 뻔하다"며 한숨을 쉬었다.

지하에서 도너츠 매장 영업을 준비하고 있던 정병천(50)씨는 "피해가 이만저만이 아니다. 애초에 문제가 없었던 건물을 갖고 (호들갑을 떨었다)…내가 여기서 10년 넘게 장사를 했는데"라며 손사래를 쳤다.

6일 안전 당국의 발표가 늦어지면서 도너츠 주문을 못해놓는 바람에 정씨 매장의 진열대에는 상품이 1/3도 채 마련되지 않은 상태였다.

사무동(39층)에 입주해있는 회사 직원들도 푸념을 늘어놨다.

28층 사무실에서 일한다는 조병구씨는 "한달 전에도 사무실 사람들과 함께 모니터가 흔들리고 울렁거리는걸 느꼈었는데 이번 안전진단에서 원인이 제대로 안밝혀진 것 같아 걱정"이라고 말했다.

조씨는 "3일 조사한다더니 하루 만에 끝나버린게 이상하다. 상인들이 압력을 넣어서 조사가 서둘러 마무리됐다는 얘기도 있다"고 말했다.

신수영(34)씨도 "10층에서 일하는 나도 아직 겁나는게 사실"이라며 "정밀안전진단 결과가 빨리 나왔으면 좋겠다"고 말했다.
