Bill allows defectors as civil workers

The Ministry of Administration and Security said yesterday an amendment that would allow the appointment of experienced North Korean defectors to civil worker positions was passed at a cabinet meeting.

If the amendment is approved by the National Assembly, North Korean defectors working on part-time contracts in public offices would be able to handle their tasks as full-fledged civil workers.

Naturalized citizens would also be able to work as regional public servants after they fulfill certain requirements.

There are currently 16 North Korean defectors working in 11 municipal offices, including Seoul, handling security related tasks, as well as helping other defectors to adapt to South Korean life.

In order to prevent any bribery or other related foul play regarding the employment of the defectors or naturalized citizens, the amendment calls for 16 to 20 people to be selected for their expertise in various related areas to form a hiring committee.

앞으로 북한이탈주민도 경력직 공무원으로 채용될 수 있게 됐습니다.

귀화자와 북한이탈주민의 특별임용 근거 규정을 마련해 이들이 한국 사회에 조속히 정착할 수 있도록 하기 위해서입니다.

행정안전부는 12일 열린 국무회의에서 이 같은 내용의 ‘지방공무원법 개정안’이 통과됐다고 밝혔습니다.

지금까지는 안보교육이나 정착지원 업무 등 시간제 계약직으로만 채용됐습니다.

이와 함께 지방공무원의 인사사무를 관장하기 위해 설치된 합의제 행정기관인 지방인사위원회와 지방소청심사위원회에 풀(Pool)제를 도입하기로 했습니다.

지방인사위에 16~20명 이내의 분야별 전문가를 위촉함으로써 인사청탁의 개연성을 예방하고 서면심사에 의한 형식적 운영을 막기 위한 것입니다.
