More rain as recovery efforts go on

More rain doused the central areas of the country yesterday as people were still trying to recover from last week’s rain devastation.

The Korea Meteorological Administration raised the alert level yesterday, warning that torrential downpours of up to 120 millimeters per hour accompanied by thunder and lightning will fall until this morning.

Last week, 74 people were killed by deluge-related disasters, including landslides from Mount Umyeon in southern Seoul. As rain resumed, traffic on the Nambu Beltway in front of the mountain was blocked as of yesterday afternoon.

Families of the Mount Umyeon landslide victims are preparing a class-action lawsuit against the Seocho District Office, which is responsible for maintenance and development of the mountain, saying the deaths were “a man-made disaster.”

“The Seocho District Office should be responsible for the tragic accidents because it failed to respond to numerous complaints from residents asking for flood control measures and kept on delaying construction work, which ultimately took the residents’ lives,” said Kim Eun-jeong, 42, a representative for the families. “We are going to appoint a lawyer and prepare a class-action lawsuit.”

A total of 17 people were killed in Seocho District and 20 people were injured.

The landslide killed three residents in the Remian apartment complex in Bangbae-dong, southern Seoul. Gwak Chang-ho, 55, a representative for the residents, said, “We have organized an emergency-measure committee and are preparing for legal action.”

The Seocho District Office responded by saying, “The recent landslides were an unavoidable natural disaster caused by the worst torrential downpours in a century.”

They added that it will “pay supporting funds for restoration work but are not subject to pay any compensation.”

Total damages in Seocho were estimated at 100 billion won ($94.9 million), according to the district office. It said Friday that it will request the Seoul city government and central government to designate Seocho a disaster area.

4일 만에 또 시간당 50㎜ … ‘산사태 공포’ 잠 못 이룬 우면산

휴일인 31일 서울에 최고 120㎜의 강한 비가 내리면서 우면산 자락의 주민들은 다시 불안 속에서 하루를 보냈다. 특히 산사태로 인명·재산 피해를 보았던 주민들은 2차 피해를 당할지 모른다는 우려에 잠을 이루지 못했다. 이날 오후 서울 우면동 형촌마을에 사는 이모(31)씨 가족은 또 한번 악몽 같은 순간을 겪었다. 자신의 이름이 알려지길 꺼려한 이씨의 집은 지난달 27일 산사태 때 거실로 토사가 쏟아지는 등 큰 피해를 보았다. 집 안으로 들어온 토사를 겨우 걷어냈는데 다시 비가 쏟아지며 집 주변 도로가 물에 잠기기 시작한 것이다. 임시로 쌓은 저수지 제방이 다시 무너진 데다 하수구마저 쏟아지는 비를 감당하지 못하고 역류한 탓이었다.

이씨 집엔 물이 차오르기 시작했다. 마을이 한때 고립되면서 이씨 가족에겐 공포의 시간이 이어졌다. 다행히 복구작업을 벌이던 송파소방서 측이 빠르게 대피로를 확보해 집에서 빠져나올 수 있었다. 이씨는 “아버지가 무리하게 복구작업을 하시다 호흡이 곤란해져 병원 신세를 지고 계신다”며 “5일 전의 악몽이 떠올라 끔찍했다. 이젠 말할 기운도 없다”고 말했다. 소방서 측은 이날 폭우가 쏟아지자 복구작업을 전면 중단하고 형촌마을 출입을 통제했다. 마을 입구에 출입통제선을 치고 주민들을 고지대 로 잠시 대피시켰다.

　이씨의 가족뿐만이 아니다. 지난달 27일 3명이 숨졌던 방배동 래미안아트힐 아파트 주민들도 이날 다시 내린 폭우로 ‘제2의 산사태’ 공포에 떨어야 했다. 박윤근(41)씨는 “27일 산사태 때 베란다로 토사가 쓰나미처럼 들이닥쳐 목숨을 잃을 뻔했다”며 “5살 아들과 9개월 딸이 있는데 불안해서 어떻게 잠을 이루겠느냐”고 말했다.

　산사태 피해로 40여 년간 연구한 자료 대부분을 잃은 건국대 최병철(산림자원학) 교수도 불안에 떨긴 마찬가지였다. 남태령 전원마을에 사는 최 교수는 집 인근에 3000여㎡ 규모의 식물연구소를 만들어 놓고 각종 연구자료와 2000여 그루 분재를 보관해 오다가 한순간에 대부분을 잃고 말았다. 최 교수는 “오늘 비가 더 내려 온실(식물연구소)을 떠나 대피했다. 내 자식 같은 분재들 을 두고 떠나니 가슴이 찢어진다”며 안타까워했다.

　이날 시간당 50㎜가 넘는 비가 내리자 서초구청 측은 방수포 6000㎡와 1t짜리 마대 500개 등을 동원해 산사태 지역 토사가 물기를 머금지 않도록 조치했다. 30일에는 집수정(물이 모이는 하수관)의 토사를 먼저 제거해 수로를 최대한 확보했다. 김의승 현장지휘본부 지원과장은 “하수관 토사 제거 작업을 최우선으로 실시하는 것은 추가 수해를 막는 일이 시급하다고 판단했기 때문”이라고 밝혔다. 이날 우면산 피해 복구를 위해 투입된 인력은 군인 1900여 명, 구청 공무원 600여 명, 민간단체 3800여 명 등 총 7085명이다.
