Abusive marines face new penalty

A Marine corporal has been stripped of his red name tag for abusing a fellow soldier under the Marine Corps’ new stricter code of conduct, a military official said yesterday.

“After inspecting Marine units until July 31, we learned that a corporal in the 2nd Marine Division struck a junior Marine,” the official said, referring to a unit in Gimpo, Gyeonggi.

Last month, the Marine Corps announced plans to overhaul its barracks culture and hand out tough punishments to violators of its new code of conduct. The decision came after a marine opened fire on his colleagues at a unit on Ganghwa Island on July 4, killing four and injuring another.

As part of the efforts, Lt. Gen. Yoo Nak-joon, the Marines Corps’ commander in chief, said abusive soldiers would be stripped of their red name tag, an emblem of the Marine Corps.

“Since the shooting incident, we’ve tried hard to clean up and root out violence and abusive practice,” the official said. “We plan to remove tags from other marines who are caught.”

Military officials say the red tag, awarded just before the end of the seven-week Marine recruit training, is a significant symbol for the troops and losing it may be the most severe and disgraceful form of punishment for individual soldiers.

Soldiers stripped of their tags will undergo adjustment training and will receive their tags again if they show improvements in their behavior.

Later Tuesday, the Marine Corps said it plans to set up a leadership training center for young officers and squad leaders to help prevent and manage abuse in barracks.

해병대 구타사건으로 '빨간명찰' 첫 회수

병사 14명 무더기로 떼여..다른 부대로 전출

지난달 초 총기사건이 있었던 해병2사단에서 구타사건이 발생해 군 당국의 방침에 따라 가해 병사들이 빨간 명찰을 회수당한 것으로 9일 밝혀졌다.

해병대가 가혹행위를 한 병사의 군복에서 해병대원의 상징인 빨간 명찰을 떼기로 방침을 정한 이래 첫 사례다.

군 관계자는 이날 "해병2사단에서 지난달 31일까지 부대정밀진단을 벌인 결과 A상병이 후임병을 구타한 사실이 확인돼 빨간 명찰을 회수 조치했다"고 말했다.

A상병은 후임이 자신의 지시를 거부하고 불만스런 표정을 짓자 홧김에 주먹을 휘두른 것으로 확인됐다. A상병과 후임병은 한 기수 차이다.

A상병은 현재 구속 상태인 것으로 전해졌다. 출소 후에는 빨간 명찰이 없는 군복을 입고 다른 부대에서 근무하게 되며 이후 개선 여부에 따라 다시 빨간 명찰을 달 수 있다.

해병대 사령부는 8월 1일부터 병영문화 혁신에 관한 일반명령을 하달해 시행 중이며 앞서 지난달 22일 해병2사단은 특별명령을 예하부대에 내려 자체 조사를 벌였다.

이에 따라 A상병을 포함해 명령 위반자 총 14명을 적발해 빨간 명찰을 회수했으며 영창 등 징계절차를 밟고 있다.

명령위반자는 징계 절차를 거쳐 해병대의 상징이자 자부심으로 여겨지는 빨간 명찰을 떼인 채 다른 부대로 전출된다. 이후 새 부대에서 지내며 적응ㆍ재활교육을 통해 다시 명찰수여식을 하게 된다.

이뿐만 아니라 부대 내 조직적 차원에서 문제가 발생했을 경우 해당 부대원 모두의 명찰을 뗀다. 또 동일 소대에서 6개월 내 2개 분대 이상이 추가로 위반한 사실이 드러날 경우 소대원 전체의 명찰을 떼는 등 제대별로 차등화했다.

한편, 국회 국방위 소속 민주당 안규백 의원에 따르면 해병대에서 폭력 혐의로 징계를 받은 병사는 2008년 430명에서 2009년 540명, 지난해 613명으로 폭력ㆍ가혹행위가 지난 3년간 꾸준히 증가한 것으로 나타났다.
