Int’l student universities scrutinized

Universities in the country will be evaluated for their ability to attract and properly support international students starting later this year.

The Ministry of Education, Science and Technology announced yesterday that it would implement a new certification system to prevent further damage to the reputations of Korean universities abroad.

The government’s initiative comes in light of cases in which some poorly managed universities lured international students in a bid to fill their coffers - as tuition for foreign students is usually higher than for Korean citizens - yet failed to provide them with adequate academic and social support.

The new certification system will also be used to identify poorly managed universities throughout the country that fall into the bottom 15 percent.

The ministry added yesterday that it would adopt the certification system starting in the second half of this year and said that it had tasked a committee to work on the new system.

정부 인증 대학만 외국 유학생 유치

2학기부터 … ‘졸업장 장사’ 못 하게

경영 부실대학이 외국인 유학생을 상대로 한 ‘졸업장 장사’를 통해 연명(連命)하지 못하도록 정부의 관리가 강화된다.

교육과학기술부는 15일 2학기부터 ‘외국인 유학생 유치·관리 역량 인증제’를 도입한다고 발표했다. 대학이 외국인 학생을 교육할 여건과 역량을 갖추었는지 평가해 일정 수준 이상인 곳에만 정부가 인증을 하는 것이다.

　교과부 관계자는 “인증제는 한국 대학 전체에 대한 국제적 평판이 나빠지는 것을 막기 위한 조치”라고 설명했다. 이는 경영 부실 대학이 외국인 유학생들에게는 ‘반값’ 등록금을 받아 국내 학생들의 등록금 부담을 높인다”는 중앙일보 지적에 따른 것이다. 12일 발족한 인증위원회(위원장 최영출 충북대 교수)는 다음 달부터 대학(전문대 포함)들로부터 신청을 받아 인증대학 선정 작업에 들어간다.

올해는 현재 교과부와 대학구조개혁위원회가 추진 중인 대학 구조조정과 연계해 ‘하위 15%(약 50개) 부실 대학을 중점 점검하는 데 초점이 맞춰져 있다. 정부 인증을 받은 대학에는 정부 초청 외국인 장학생 사업(GKS)에 참가할 자격을 주고, 외국 정부에 대학 정보를 제공하는 등 우수한 외국인 유학생을 유치할 수 있게 인센티브가 주어진다. 2010년 현재 국내 외국인 유학생은 8만7480명으로 2005년(2만2526명)보다 네 배 가까이 늘었다.
