Rebuilding from scratch

The flaws of Korea’s bureaucratic system have been shamefully laid bare in the capsizing of the Sewol ferry. Our administrative system seems to run well during normal times but ends up totally losing its grip when it is up against a sudden, unforeseen crisis. It is OK to lay back and work by the customs and rules when everything is business as usual. But in emergency situations that demand quick and decisive action, things must be done differently. Rigidity and self-serving passivism in bureaucratic society allows little room for creativity and flexibility in responding to pressing situations. The elephantine old-boy bureaucratic network is slow, closed and inept.

The Sewol tragedy demands a total makeover of our bureaucratic system. But breaking down its foundation and building it up anew cannot be done overnight. It is a long-term project that must continue one administration after another. The Park Geun-hye government has the mission to lay out the road map and start upon the first crucial steps.

What is imperative is a new safety infrastructure. A newly-established government emergency management agency must work as a guide to ensure that our governments place safety first.

The organization must be different from the start. Civil society and the legislature should participate and make creative contributions. The Ministry of Security and Public Administration and the Coast Guard must be humble, for they are the first bodies to be overhauled. Administrative reform requires private support and initiative to be successful. Japanese Prime Minister Yasuhiro Nakasone appointed a well-known entrepreneur to head a panel for landmark public-sector reform in the 1980s. Toshiwo Doko, former head of Toshiba, was the chairman of the commission on administration reform and brought in a number of experts from the private sector.

There should be no limits on the new emergency control agency. The United States created the mighty Department of Homeland Security in the wake of the Sept. 11 terrorist attacks. There is no need for the Ministry of Security and Public Administration to stay in such large form when there is a separate organization in charge of emergency and home safety affairs. The Coast Guard also should be entirely reorganized. Then we will eventually end up with a reinvented government.

해양경찰청의 부끄러운 실체가 속속 드러나고 있다. 세월호 침몰 참사에 대한 늑장 대응 등 초동대처 실패에 이어 부실 보고, 수사정보 유출, 엉터리 집계 은폐 등이 하루도 쉬지 않고 터져나오고 있는 것이다. 해경이 과연 무엇을 위해 존재하는 조직인지, 과연 존재할 가치가 있는지 묻지 않을 수 없다.
　해운 비리를 수사 중인 부산지검 특별수사팀은 해경이 한국선급에 수사 동향을 흘린 정황을 포착하고 조사에 나섰다. 부산해경 정보관이 지난달 24일 검찰 수사팀이 압수수색을 한다는 정보를 하루 전에 한국선급 법무팀장에게 알려줬다고 한다. 또 해경은 구조자 수 집계에 착오가 있다는 사실을 보름 넘게 숨겨온 것으로 드러났다. 구조자가 174명이 아니라 172명임을 지난달 21일 파악하고도 공개하지 않은 것이다. 해경은 “또 틀릴까봐 일일이 확인하느라 그랬다”고 군색한 변명만 하고 있다. 지난 2월 해경의 세월호 특별안전점검이 불과 1시간 남짓 진행됐고, 지난달 15일 저녁 인천항 연안여객터미널에서 근무하던 해경이 세월호 출항 30분 전 퇴근한 사실도 밝혀졌다.
　문제는 해경의 어처구니없는 행태가 한두 번이 아니라는데 있다. 최근 공개된 해경 상황보고서에 따르면 해경은 사고 직후 구조작업은 과장하고 실종자 부분은 생략한 채 청와대 등에 보고했다. 이로 인해 사고 초기 청와대나 정부가 상황을 잘못 판단했던 것이란 지적이 나오고 있다. 이뿐만 아니라 해경이 희생 학생들의 휴대전화 메모리카드 등을 유족 동의 없이 들여다봤다는 논란이 불거졌다. 사고·구조 상황에서의 잘못을 감추기 위한 것 아니냐는 의심을 받고 있다. 이러한 실책과 비위, 범죄 의혹이 드러나는 와중에 골프를 친 제주해경 간부의 직위해제에 이르면 헛웃음만 나올 뿐이다.
　해경의 총체적 부실은 대체 어디에서 비롯된 것인가. 해경이 조현룡 새누리당 의원에게 제출한 간부 근무현황 자료를 보면 그 이유가 보인다. 총경 이상 간부 67명 중 25%인 17명이 경비함정 근무 경험이 없거나 한 달 안쪽(3명)이었고, 잠수 직별(주특기)로 분류된 간부는 한 명밖에 없었다. 경감 이상(716명)으로 대상을 넓혀도 잠수 직별은 7명에 그쳤다. 현장 경험이 부족한 사람들이 지휘부에 앉아 있는 것이다. 해경이 사고 직후 세월호 승객 구조를 머뭇거린 데는 다 이유가 있었던 셈이다. 이 같은 전문성 결여 속에 한국선급과 유착돼 있다는 의혹까지 제기되고 있다. 검찰은 해경이 환골탈태할 수 있도록 철저한 수사를 해야 할 것이다.
　이번 참사로 해경에 대한 전면 개혁 없이는 제2, 제3의 세월호 참사를 막을 수 없다는 것이 분명해졌다. 수습이 어느 정도 마무리되면 해경 조직의 시스템과 기능을 진단한 뒤 대수술에 나서야 한다. 국민의 생명을 해상 재난으로부터 구해낼 능력도, 결연한 의지도 없는 해경을 이대로 두는 건 국가의 의무를 어기는 것 아닌가.
