The toll keeps rising

A disastrous accident has occurred again. At least 21 elderly people living in a long-term, chronic care hospital in South Jeolla were killed after a fire broke out yesterday. Koreans are increasingly worried about the safety level of public facilities across the country.

Police say at least 21 senior citizens living in the hospital in Jangseong County, South Jeolla, lost their lives after an annex building in the complex suddenly caught fire around 12:27 a.m. yesterday. Most of the victims were in their 70s, 80s and 90s. Firefighters put out the fire just minutes after receiving a report and everything was under control by 12:55 a.m. But they could not save the lives of the senior citizens.

The police have arrested a suspect, a dementia patient in his 80s. But the hospital was not prepared for such an emergency. Worse, most of the patients were not able to move about freely as they suffered from dementia or the after effects of strokes. The police say that only two staff - including a nursing aide who died while trying to extinguish the fire - were working in the annex when the fire began. If the hospital authorities had positioned more staff and evacuated patients earlier, it could have significantly reduced the number of fatalities.

Following orders by the provincial government of South Jeolla to check the safety of hospitals since the April 16 Sewol ferry disaster, officials from Jangseong County visited the hospital for an on-site inspection, and the hospital itself examined its safety procedures this month. But no problem was found. We wonder if the check was done sincerely.

The fire resembled the inferno on Monday at Goyang Intercity Bus Terminal in which more than 40 people were killed after they were suffocated by smoke and fumes. Though safety measures have been reinforced since the Sewol tragedy, it is regrettable that people’s precious lives are not protected. Following a fire in a parking lot of a big store in Dongdaemun, Seoul, another case of arson also took place in the Seoul subway yesterday.

No one knows when, where and how an accident may occur. The authorities must prepare for the worst-case scenarios.

참담한 사고가 또다시 일어났다. 어제 전남 장성의 요양병원에서 불이 나 고령의 환자들이 희생된 것이다. 이젠 안심하고 있을 곳이 어디 있는지 불안감이 앞설 뿐이다.
어제 0시27분쯤 전남 장성군 효(孝)실천사랑나눔요양병원에서 발생한 화재로 20여명이 숨졌다. 사망자 대부분이 불이 난 별관에 입원 중이던 70~90대 환자들이었다. 신고를 받고 출동한 소방대원들이 화재 발생 6분만인 0시33분 큰 불을 잡고 0시55분 잔불 정리까지 완료했으나 참사를 막지는 못했다. 경찰은 불이 매트리스와 담요 등에 옮겨 붙으면서 나온 유독가스 때문에 인명 피해가 컸던 것으로 보고 있다.
경찰은 80대 치매 환자를 방화 용의자로 체포했다. 하지만 문제는 치매와 중풍 등으로 거동이 불편한 환자가 다수인 상황에서 긴급 구조와 대비 조치가 부족했다는 점이다. 불이 난 별관에는 진화를 하다 숨진 간호조무사를 포함해 2명이 근무하고 있었다. 근무자가 더 많이 배치되고 대피 조치가 제때 이뤄졌다면 이렇게 많은 사상자를 내지는 않았을 것이다. 또 전남도가 세월호 참사를 계기로 확인 점검을 지시해 이달에만 병원 자체점검과 장성군의 현지 점검이 실시됐으나 ‘이상 없음’ 판정을 받았다. 형식적 점검이 아니었는지 의구심이 들 수밖에 없다. 2010년과 지난해 요양시설 화재사고가 났으나 안전 조치는 제대로 이행되지 않고 있다.
더욱이 이번 화재는 많은 사람이 연기에 질식해 숨졌다는 점에서 26일 고양종합터미널 화재와 다르지 않다. 세월호 참사 이후 안전 대책이 강화되고 있지만 소중한 생명들을 지키지 못했다는 안타까움은 계속되고 있다. 어제는 서울 동대문 홈플러스 주차장 화재에 이어 서울 도곡역에 진입하던 지하철 객실에서 방화 사건이 일어나기도 했다.
사고는 언제, 어디서, 어떻게 터질지 모른다. 지하철 등 대중교통수단과 병원, 쇼핑몰, 학교 같은 다중시설의 안전 점검은 항상 최악의 상황을 염두에 두고 실시돼야 한다. “아이부터 노인까지 안전한 사회를 만들겠다"는 결연한 의지와 실천이 뒤따라야 할 때다.
