A state mouthpiece (KOR)

The Yeouido Institute, a think tank run by the conservative Liberty Korea Party (LKP), has released the results of its study on the KBS program “Journalism Talk Show J” and concluded that it is entirely aimed at attacking major newspapers and the opposition LKP for being critical of the Moon Jae-in administration. The study was based on an analysis of the scripts of 38 programs this year spanning a total of 2,090 minutes. One researcher concluded that “the program was entirely one-sided.”

According to the study, LKP was mentioned 84 times, versus 52 mentions about the ruling Democratic Party (DP). Mentions of the LKP were mostly negative. LKP Chairman Hwang Kyo-ahn was mentioned 12 times and floor-leader Na Kyung-won 21 times, whereas DP head Lee Hae-chan and floor leader Lee In-young were each mentioned just once. Former president Roh Moo-hyun was mentioned 139 times, mostly in a respectful light, while former president Park Geun-hye was mentioned 90 times, and was mostly ridiculed or criticized.

The LKP and some media outlets have complained about the program before. But the program should be ashamed of its role in attacking the opposition and praising the government. KBS runs on public fees worth 600 billion won ($515 million) a year. It must at least strive to produce fair and objective journalism.

Analyzing media reports about former Justice Minister Cho Kuk and allegations around him and his family, the program was mostly critical of conservative media organizations for their outpouring of reports based on “heedless allegations,” accusing prosecutors and the media of colluding. During an interview, one panelist said that “Morality should not be subject to confirmation for a public post” and the captions read “A reckless coupling between the prosecution and the media” and “The media serving as a mouthpiece for the prosecution in its attack on Cho.” Instead of critiquing the media, the program mostly serves as the spokesperson for the governing power and its figures.

The report called for the abolishment of the program. But that alone cannot be the answer. Political power must correct its mindset that it can use public broadcaster for propaganda. The public broadcaster also must cease its tradition of swaying its politics depending on who takes power. The public broadcaster must return to its original role of serving its real owner — the people.

"미디어 비평 앞세워 정권 비호 나섰다"는 지적받은 KBS
자유한국당의 싱크탱크인 여의도연구원이 KBS 미디어 비평 프로그램인 ‘저널리즘 토크쇼 J’에 대해 “현 정권을 비판하는 언론사와 한국당을 비판하는 프로그램”이라고 지적하는 보고서를 발표했다. 정치권이 방송 프로그램 하나를 콕 찍어 분석한 것은 이례적이다. 한국당 윤상직 의원실과 여의도연구원 미디어정책센터는 이 프로그램의 2019년 방송분 39회(2145분)의 스크립트를 빅데이터 분석 방식으로 조사했다고 한다. 보고서의 제목이기도 한 연구원의 결론은 “미디어 비평은 없고 편파성만 있다”는 주장이다.
보고서에 따르면 정당별로 한국당(84회)이 민주당(52회)보다 방송에서 1.6배 더 언급됐고, 그 내용도 주로 한국당을 비판하는 것이었다. 정당 인물에서도 황교안 당 대표(10회)와 나경원 원내대표(21회)가 민주당 이해찬 대표(1회)와 이인영 원내대표(1회)보다 더 많이 거론됐다. 역대 대통령과 관련해서는 “고 노무현 전 대통령(139회)이 가장 많이 언급됐으며 칭찬ㆍ찬양 일색의 평가 발언이 주를 이룬 반면, 박근혜 전 대통령(90회)은 패널의 주관적 비판과 희화화가 대부분이었다”고 주장했다.
그동안 ‘저널리즘 토크쇼 J’가 방송된 이후 한국당과 일부 언론이 편파성 문제를 제기하기는 했지만, 언급량 자체에서 현격하게 차이가 나타났다는 점은 미디어 비평 프로그램으로서 뼈아프게 받아들여야 할 지적이다. 한해 6000억원의 수신료로 운영되는 공영방송의 대표적인 미디어 비평 프로그램이라면 스스로도 공정성이란 저널리즘의 원칙을 엄격히 지키는 비평이어야 하기 때문이다.
‘조국 사태’ 보도를 비평한 내용 역시 편향성 논란에서 벗어나기 어려워 보인다. 조국 의혹과 관련한 방송의 제목은 ‘의혹은 난마, 검증은 실종’ ‘검찰과 언론의 공생’ ‘조국 사태 두 달, 언론이 논란을 끌고 가는 방법’ 등이었다. 제목에서부터 조국 전 법무부 장관을 비호하고 보수 언론의 공세를 차단하려는 의도가 옅보인다. ‘도덕성은 검증의 대상이 아니다’라는 말이 전파를 타는가 하면, 방송 화면에 ‘검찰과 언론의 무책임한 짝짜꿍’ ‘검찰의 조국 몰이에 적극 끌려가는 언론’ ‘떡고물 흘리는 검찰, 받아먹기만 하는 언론’ 등의 자막이 노출됐다. 미디어 비평이라기보다는 정권과 권력자를 비호하고 대변하는 역할을 했다는 인상을 지울 수 없다.
보고서는 “프로그램 폐지가 정답”이라는 결론을 냈지만, 그것만이 능사는 아니다. 근본적으로 공영방송을 정치 권력의 목적과 입맛에 맞춰 마음대로 부리려 하는 반헌법적이고 시대착오적인 정치 권력의 생각이 먼저 바뀌어야 한다. 정권이 바뀔 때마다 '부역 방송' 홍역을 치르고 있는 공영방송의 정치적 편향 시비는 이제 중단되어야 마땅하다. 공영방송을 이젠 주인인 국민과 시청자의 품안으로 돌려 보내야 한다. 국민이 눈을 부릅뜨고 지켜볼 것이다.
