Choo must explain (KOR)

It has been found that Justice Minister Choo Mi-ae, a former judge, and her husband, an active lawyer, pressured the Ministry of National Defense to help extend their son’s sick leave during his military service in 2017, when Choo was head of the ruling Democratic Party (DP). A related document released from the Defense Ministry says, “Parents of Private First Class Seo requested the extension of his vacation after talking with their son.” In the document, an officer even told Seo to “make such a request directly to your commander” instead of going through his parents.

If such a finding is true, Choo — the guardian of justice — must explain. First of all, she must answer to the question of why she denied any favoritism for her son when she appeared in a National Assembly session. In most cases, soldiers request an extension of their vacation after presenting medical records to their units. In Choo’s son’s case, however, his commander extended his vacation even without medical records. Choo’s son said he sent the records through an email later because his doctor was outside the hospital. But the email records could not be found in the military archives.

The justice minister also must make clear if one of Choo’s aides really made a phone call to the military base on her behalf. Even though an officer said he certainly took a call from her office, she flatly denied it. That’s not all. Several military officers testified that they received requests from Choo’s office to assign her son to a relatively comfortable base and later to offer her son an opportunity to serve as an interpreter during the 2018 PyeongChang Winter Olympics. Such requests can constitute a violation of the anti-solicitation and anti-graft law.

Choo has brushed off all suspicions as a part of a conspiracy. She is on a crusade to carry out “unfettered prosecutorial reforms” but that has become a laughing stock after she demoted prosecutors who investigated high-level government officials and heavyweights in the DP while promoting prosecutors she favored.

The way Choo behaves damages the longstanding honor of the military. A plethora of suspicions over her son can surely serve as a bad precedent for other soldiers. Soldiers are being demoralized and ordinary citizens’ disappointment is ever deepening.

Choo must convince the people why she took an extraordinary path ordinary people cannot think of. Otherwise, she must step down. A recent Realmeter poll shows President Moon Jae-in’s disapproval rating hovering at 49.5 percent. Public sentiment can change, but you can’t restore the dignity of the military and the prosecution once it has collapsed.

사실이 된 소설...추 장관 해명 못하면 스스로 물러나야

추미애 법무부 장관 부부가 아들 서모씨의 휴가 연장을 위해 국방부에 민원을 넣은 것으로 확인됐다. 9일 공개된 국방부의 ‘법무부 장관 아들 휴가 관련’ 문건을 통해서다. 국방부는 이 문건이 군부대의 행정업무를 관리하는 ‘연대통합행정업무시스템’에 남아 있는 서씨 병가 관련 면담 기록을 그대로 옮긴 것이라고 밝혔다. 문건에는 “(서씨가) 부모님과 상의했는데 부모님 민원을 넣으신 것으로 확인된다”고 적시돼 있다. 다음부터는 본인이 지원반장에게 직접 물어보라고 당부한 내용도 담겼다.

문건 내용이 사실이라면 추 장관이 해명해야 할 것은 한둘이 아니다. 우선 그동안 국회에서 “(아들 병역과 관련해) 특혜도, 민원도 없었다”고 한 말에 대해 책임져야 한다.

병가 연장을 전화로 처리한 과정도 명확히 규명돼야 한다. 국방부는 병가 관련 훈령을 들어 "전화로 휴가 연장을 승인하는 것도 가능하지만 후속 조치로 휴가명령을 발령하는 것이 원칙"이라고 설명했다. 병가가 연장된 다른 병사들의 경우 민간 병원 의무기록을 제출해 승인을 요청했다. 하지만 서씨의 경우 진단서 없이 전화 통화만으로 연장 승인이 났다. 주치의가 출장 중이어서 나중에 e메일로 발송했다는 진단서는 군에 남아있지 않다. 휴가발령서 역시 사라진 상태다.

2차 휴가 만료 시점에 당 대표 시절 보좌관이 전화했다는 의혹 역시 풀리지 않았다. 전화를 받았다는 사람이 분명히 있는데도 추 장관은 “보좌관이 사적인 일에 왜 전화하겠느냐”고 큰소리쳤다. 또 서씨 자대 배치와 평창 동계올림픽 통역병 선발 과정에서 여당의 당 대표실로부터 민원이 계속 들어왔다는 군 관계자들의 증언도 쏟아졌다. 이 역시 부정청탁금지법에 저촉될 소지가 있는 사안이다.

추 장관은 이 모든 의혹을 음해로 치부하고 넘어가려고 한다. 대신 ‘검찰개혁’에 매진하겠다는 뜻을 굽히지 않고 있다. 그러나 추 장관 스스로 검찰개혁을 '여권 방패 만들기'로 희화화하고 있다. 추 장관은 부임 직후부터 자신과 여권 인사들에게 불리한 수사를 한 검사들은 좌천시키고 입맛대로 처리한 검사들은 영전시켰다. 추 장관과 여권 인사들은 입만 열면 ‘검찰개혁’을 외치지만 정작 검찰은 수사력이 땅에 떨어지고 정치권 눈치만 보는 조직이 돼가고 있다.

추 장관 의혹에 군까지 망가지고 있는 점도 우려스럽다. 서씨 관련 의혹이 군기가 생명인 군대에서 멋대로 근무지를 이탈해도 어물쩍 넘어갈 수 있다는 선례로 작용할 수 있다. 추 장관을 두둔한답시고 내놓는 여당 의원들의 엄호 발언은 군에 큰 모욕을 안겨주고 있다. “카투사는 편한 보직이라 (특혜를 줘도) 상관없다”고 말한 우상호 의원은 빗발치는 비난 여론에 하루 만에 공개 사과했다. 군 수뇌부는 실세 장관 눈치를 보며 남의 집 일처럼 방관하거나 유리한 해석만 내놓는다. 장병들은 사기가 꺾이고, 국민은 실망이 쌓이고 있다.

추 장관은 제기된 의혹에 대해 납득할 만한 설명을 내놔야 한다. 그럴 수 없다면 스스로 거취를 판단해야 한다. 어제 나온 리얼미터 조사에서 대통령 국정 수행에 대한 부정 평가는 49.5%로 절반에 근접했다. 최근 여론조사 결과는 모두 민심 이반이 심각하다는 것을 보여준다. 민심은 다시 바뀔 수도 있지만 무너진 군과 검찰의 위상은 다시 찾기도 어렵다.
