The curve of Covid-19 infection cases has reversed direction to north after a continuing decline since March. In the last week of June, new positive cases hit 59,844, up 21.2 percent from the previous week. The Rt — measuring the effective reproduction number — rose to 1.05 above the 1 threshold for the first time since the final week of March. An Rt value above 1.0 means infection is spreading fast — and slowly when below 1.0.

Authorities worry that the people who had been infected during the January-March peak of the Omicron variant could be losing immunity. New mutants like BA.5 also pose a danger. No doubt summer vacation and various summer festivals can worsen the situation. Amid the unusual sizzling heat wave this year, citizens prefer air conditioned indoors to outside. The central disease control headquarters cited experts who warn the possibility of daily infection cases may climb back to 150,000 to 200,000 as before.

Vigilance against the virus also has eased considerably. The hot spots and club areas in Seoul and other cities are crowded with young people through the night. Among the people who were newly infected last week, people in their 20s took up 22.2 percent, the largest share.

Authorities must come up with new effective measures. The new Yoon Suk-yeol administration underscored the importance of scientific quarantine. It must refer to the private-led advisory board to present new ways to respond to the infection.

First of all, the government must come to fast judgment on whether a mandatory fourth inoculation is necessary. Many are cancelling vaccine booking amid rumors of side effects for those aged 60 or older. Since public health authorities said they are discussing the matter with medical experts, they must set the guidelines as quickly as possible.

Instead of enforcing tough social restrictions, health authorities must concentrate on enhancing hospital capacity. Although there are enough beds for now, the situation can change if the spread increases again.

Self-employed businesses and small merchants have suffered big from draconian social restrictions over the past two and a half years. The country is facing the worst inflation since the oil shocks in the 1970s with the headline inflation rate soaring to 6.0 percent in June from the previous month due to supply shortages.

The conservative Yoon administration must not repeat the past mistake of politicizing quarantine measures. It must act fast to contain the spread based on scientific grounds. Civilians also must raise their vigilance against Covid-19 and abide by self-hygiene measures.

코로나 다시 증가세, 끝날 때까지 끝난게 아니다

경각심·면역력 줄고, 신규변이 확산
“하루 20만명 가능”…과학방역 필요

지난 3월 이후 감소세를 유지해 온 코로나19 감염 추세가 15주 만에 증가세로 돌아섰다. 6월 마지막 주의 주간 확진자 수(5만9844명)는 전주(4만9377명) 대비 21.2% 늘었다. 환자 한 명이 몇 명을 감염시키는지 보여주는 감염재생산지수(Rt)도 1.05로 3월 넷째 주 이후 14주 만에 1을 넘어섰다.

방역당국이 제시한 증가 원인은 예사롭지 않다. 백신접종을 했거나 지난 1~3월 오미크론 대유행 때 감염된 사람들의 면역력이 떨어지고 있다는 것이다. BA.5 같은 신규변이 바이러스 확산도 증가요인으로 꼽힌다. 휴가철이 다가오면서 활발해진 이동과 줄 잇는 축제도 악재다. 때 이른 폭염에 냉방기 사용이 늘면서 3밀 환경(밀접ㆍ밀집ㆍ밀폐)까지 닥쳤다. 박향 중앙사고수습본부 방역총괄반장은 “전문가들은 재유행을 하면 (하루 확진자가) 15만~20만 명에 이를 수 있다고 예측하고 있다”고 말했다.

시민들의 경각심은 느슨해진 상태다. 서울 홍익대 앞과 을지로 등은 밤늦도록 젊은이들로 붐빈다. 지난주 전체 확진자의 연령대별 비중에서 20대가 22.2%(1만3307명)로 가장 높은 것도 이런 분위기와 무관치 않다.

이처럼 겹겹의 난관을 뚫고 정부는 확산에 대처해야 한다. 윤석열 정부는 ‘과학방역’을 강조해 온 만큼 최근 출범한 민간 전문가 중심의 ‘국가 감염병 위기대응 자문위원회’(위원장 정기석 한림대 의대 교수)의 의견을 경청해 길을 제시해야 한다.

전 국민의 면역력이 떨어지는 시점에 백신 4차접종이 필요한지 신속히 판단할 필요가 있다. 50대 이하는 4차백신 대상이 아니고, 60대 이상은 부작용 주장이 유튜브 등을 통해 퍼지면서 백신예약을 취소하고 있다고 한다. 중앙방역대책본부는 어제 “4차접종에 관한 사항을 전문가들과 논의하고 있다”고 밝힌 만큼 조속히 방침을 정해야 한다.

향후 대응은 고강도 방역조치보다는 병상확보를 비롯한 고위험군 대책에 방점을 둬야 한다는 전문가 의견도 경청할 필요가 있다. 아직 중환자 병상 가동률(전국 5.2%)에 여유가 있어 다행이지만, 재유행이 시작하면 급속히 악화할 가능성이 있다.

지난 2년 반 동안 자영업자와 소상공인은 극심한 고통에 시달렸다. “지난달 소비자물가가 6% 정도 상승했고 공급망 재편, 코로나 팬데믹이 겹치면서 70년대 오일쇼크 이후 가장 심각한 물가충격을 받고 있다”는 윤석열 대통령의 국무회의 발언이 심각한 현실을 보여준다.

정부는 ‘정치방역’ 비난을 받던 지난 정부의 전철을 밟아선 안된다. 과학적 근거를 바탕으로 한 대책을 신속히 마련해 코로나19 재확산에 대비해야 한다. 시민들 또한 코로나19가 증가세로 반전한 상황을 고려해 긴장감을 갖고, 개인 방역수칙을 철저히 지키기 바란다.
