The government is considering a plan to offer a 70 percent reduction in individual consumption taxes to car owners who scrap vehicles that are over 10 years old and purchase new cars. The plan targets individuals who registered their cars before Dec. 31, 2013, and still have them 10 years later. Pictured above are cars on the streets of Seoul on Thursday.
