President Yoon Suk Yeol declared a “national demographic emergency” Wednesday, pledging to make every effort to overcome Korea’s low birthrate crisis.

윤석열 대통령은 수요일(6월 19일) 저출생 문제 극복을 위한 ‘인구 국가비상사태’를 선언했다.

Yoon presided over a meeting of the Presidential Committee on Aging Society and Population Policy at the HD Hyundai R&D Center in Seongnam, Gyeonggi, addressing the country’s chronically low fertility rate and declining population issue.

윤 대통령은 이날 경기도 HD현대 아산홀에서 저출산고령사회위원회 회의를 주재한 자리에서 한국의 만성적인 낮은 출산율과 인구 감소 문제를 논의했다.

“As of today, I officially declare a national demographic emergency,” Yoon said, adding that an intergovernmental “all-out response system will be activated until the low birthrate problem is overcome.”

윤 대통령은 “오늘부로 인구 국가비상사태를 공식 선언한다”며 “저출생 문제를 극복하는 그 날까지 범국가적 총력 대응체계를 가동하겠다”고 말했다.

Yoon highlighted that his administration will focus primarily on three key areas: work and family life balance, better child care and more accessible housing.

윤 대통령은 정부가 일·가정 양립, 양육, 주거 등을 문제 해결을 위한 3대 핵심 분야로 삼는다고 강조했다.

The government is working to allow for more parental leave, including for fathers. It aims to increase paternity leave rates from the current 6.8 percent to 50 percent within Yoon's five-year term. Likewise, it aims to increase parental leave pay to 2.5 million won ($1,810) per month for the fi rst three months, up from the current 1.5 million won, to ease the fi nancial burden on parents and make childcare leave more accessible. In addition, paternity leave will be doubled from 10 to 20 days.

육아휴직을 보다 쉽게 할 수 있도록 정부는 현재 6.8%인 남성 육아휴직 사용률을 대통령 임기 내 50% 수준으로 높이는 것을 목표로 한다고 밝혔다. 경제적 부담을 덜어주고, 육아휴직 사용률을 높이기 위해 육아휴직 첫 3개월의 급여를 월 250만원으로 인상하기로 했다. 아울러 남성의 출산휴가를 10일에서 20일로 확대한다.

The government plans to introduce a new twoweek parental leave system to give parents more leeway to take time off for child care in shorter periods.

정부는 2주짜리 단기 육아휴직 제도를 새로 도입할 계획이다. 부모가 기존의 육아 휴직보다는 짧은 기간을 유연성 있게 택해 더 많은 시간을 아이를 돌보는 데 쓸 수 있도록 하기 위해서다.

Yoon also vowed to increase support for child care and expand afterschool programs at elementary schools. This includes making free education and child care available for children aged three to five within his term to ensure that all elementary school students nationwide have access to the so-called Neulbom School program.

윤 대통령은 아이 돌봄 지원과 초등학교 방과후 프로그램을 확대하겠다고 약속했다. 이를 위해 임기 내 3~5세 어린이에 대한 무상 교육·돌봄을 실시하고, 전국 모든 초등학생들이 늘봄프로그램을 이용할 수 있도록 하겠다고 말했다.

Over the past 16 years, the Korean government has spent some 280 trillion won on birthrate policies. However, Yoon said that Korea is breaking its own low birthrate record annually and that the nation must overturn this trend to survive.

윤 대통령은 “정부가 지난 16년 동안 예산 280조원을 투입했는데도 출산율은 매년 역대 최저 기록을 경신하고 있다”며 “국가 생존을 위해서는 이런 추세의 반전이 필요하다”고 말했다.

The meeting was attended by working mothers, fathers of multiple children, youths, parents of students and corporate representatives, as well as civilian experts appointed by the birthrate committee.

이날 회의에는 일하는 어머니들, 다자녀 아버지들, 청년, 학부모, 기업 대표 등과 함께 저출산고령사회위원회가 위촉한 민간 전문가들이 참석했다.
