Investigate the alleged manipulation of polls (KOR)

According to the released transcript of the Kakao chats, Myung instructed one of his employees in his survey firm to arbitrarily lift people’s support for Yoon by two to three points on Sept. 29, 2021 — about one month before the PPP’s national convention to elect its presidential candidate. In a phone conversation with the employee, Myung ordered her to manipulate the reflection rate of respondents in their 20s and 30s to help Yoon look more attractive among that age group and more competitive than his rival Hong Joon-pyo, the current Daegu mayor. Myung straightforwardly instructed the worker to raise the pertinent coefficient in that survey. In reaction, Hong wrote on Facebook, “I was aware of Myung’s manipulation of poll results to help Yoon grab the nomination as our party’s presidential candidate. But I ignored it at the time.”
The poll results from the survey company were not made public, as it was not an official survey that should be reported to the National Election Commission. But the fabrication is still an immoral act. The power broker even said that the results of the poll were supposed to be released externally. Even if the poll results were only reported to Yoon at the time, we can’t rule out the possibility of Yoon or Myung spreading them inside and outside the party to create a bandwagon effect for Yoon. That constitutes a clear violation of the Public Official Election Act. The prosecution must get to the bottom of the suspicion by summoning the power broker and others for investigations. At the same time, the National Assembly should immediately legislate strict regulations on such sly tactics among pollsters.
The power broker keeps mum about the controversy. Instead, he started to threaten the first lady by revealing the Kakao chats he had with her. In one of them, the first lady mentioned “our immature person.” Who that person really refers to is a heated topic among political circles. In the chat, Myung even threatened the first lady by saying, “My smartphone contains at least 2,000 explosive conversations. I don’t lie or exaggerate them.” But the presidential office and the PPP remain silent because only the presidential couple knows the truth. The two must resolve the suspicions.

인위적으로 윤 후보 지지율 올렸다면 중대한 위법

그제 한 인터넷 매체가 폭로한 정치 브로커 명태균씨의 여론조사 조작 지시는 충격적이다. 명씨는 ‘김건희 여사 공천 개입’ 의혹의 핵심 인물이다. 그런 그가 국민의힘 대선후보 경선 때 윤석열 후보에게 유리하게끔 여론조사를 가공했다는 주장이 사실이라면 민주주의 질서를 훼손한 중대 사건이다. 그뿐 아니라 대통령실 해명처럼 명씨가 단순한 사기꾼이라기보다는 실제 대선 당시 막후에서 일정한 역할을 수행했다는 방증으로도 볼 수 있다.
보도된 녹취록에 따르면 명씨는 국민의힘 경선이 치러지던 2021년 9월 29일 미래한국연구소의 부하직원이던 강혜경씨에게 국민의힘 대선후보 적합도에서 윤석열 후보의 지지율이 경쟁자인 홍준표 후보보다 2∼3%포인트 높게 나오는 조사 결과를 만들도록 지시했다. 명씨는 강씨와의 전화 통화에서 “윤석열이를 좀 올려갖고 홍준표보다 한 2% 앞서게 해주이소”라며 “그 젊은 아들 있다 아닙니까. 응답하는 그 계수 올려갖고 2∼3% 홍(준표)보다 (윤석열이) 더 나오게 해야 된다”고 말했다. 당시 20~30대에선 홍 후보가 윤 후보보다 지지율이 높았는데, 이 지시는 윤 후보를 지지한 20~30대 응답자들을 부풀리라는 뜻으로 해석된다. 홍준표 대구시장은 최근 페이스북을 통해 “지난 대선후보 경선 때 명씨가 윤 후보 측에 붙어 여론을 조작하는 걸 알고 있었지만 문제삼지 않았다”고 말했는데 이게 사실로 드러난 셈이다.
미래한국연구소의 여론조사는 선관위에 신고하는 공식 조사가 아니어서 공표되진 않았다. 하지만 그렇더라도 데이터를 조작한 건 용납이 힘든 부도덕한 행위다. 게다가 명씨는 녹취록에서 해당 조사가 “외부 유출하려는 것”이라고 말했다. 해당 조사가 윤석열 후보에게 보고하는 용도였다고는 하지만, 명씨 측이 1위 후보에게 더욱 여론이 쏠리는 밴드왜건 효과를 노려 은밀히 당 안팎에 유포했을 가능성도 배제하긴 어렵다. 당연히 선거법 위반이다. 검찰은 이런 가능성까지 염두에 두고 조속히 명씨와 관련자들을 조사해 여론조사 조작의 실체를 철저히 규명해야 한다. 정치권도 법망을 교묘히 피해 가는 미공표 여론조사에 대한 규제를 즉각 도입해야 한다.
명씨는 정작 여론조작 문제는 함구한 채 김건희 여사와의 카톡 메시지를 공개하며 위협 시위를 벌이고 있다. 그제 그가 공개한 카톡에서 김 여사가 지칭한 “철없는 오빠”가 누군지가 장안의 화제다. 명씨는 어제도 “그런 거 한 2000장은 된다”며 “계속 까면 내가 허풍쟁이인지 아닌지, 거기 가면 윤 대통령의 체리따봉도, 김건희 오빠 또 나온다”고 큰소리쳤다. 이런 공개 협박에도 대통령실과 여당은 속수무책이다. 사건의 진상을 윤 대통령 부부밖에 모르기 때문이다. 결국 윤 대통령 내외가 결자해지할 수밖엔 없다.
