Roh ignores official warning

Just a day after the National Election Commission officially warned President Roh Moo-hyun to stay neutral in the upcoming presidential election, Roh vowed not to stop. He challenged the warning, saying Korea's election law contradicts itself. He also continued the criticism of conservative presidential candidates that got him in trouble in the first place.

중앙선거관리위원회가 다가오는 대통령선거에서 중립을 지키라는 경고를 공식적으로 노무현 대통령에게 보낸지 단 하루만에 노 대통령은 그렇게 할 순 없다고 단언했다. 그는 한국의 선거법은 그 자체가 모순이라고 말하면서 선관위의 경고에 정면 도전했다. 그는 또 보수적인 한나라당 대통령 후보들을 계속 비난했다. 애당초 그를 이런 곤란한 처지로 몰아넣었던 게 그의 그런 발언들이었다.
"Some clauses in the public servant laws say that the president is free to lead political activities, while the election law states that the president should stay politically neutral. I have never seen such hypocrisy in the entire world," Roh said during a lecture at Wonkwang University, in the southern part of the country. Roh received an honorary doctorate in politics from the private school.

After the National Election Commission issued its warning Thursday, the Blue House immediately said it disagreed with the ruling that the president's freedom of expression should be limited.

Roh received a censure, but no punishment, for making disparaging comments at a forum on June 2 about the top two presidential candidates of the Grand National Party. He said it would be embarrassing to see foreign media reports if Park Geun-hye, the daughter of former President Park Chung Hee, were elected, because they would say "the South Korean leader is the daughter of a dictator."

Roh also said that the major election promise of front-runner Lee Myung-bak to build an inland transportation canal is "an empty pledge without a strategy." The Blue House has not yet offered specifics about what measures it will take to fight the ruling, but Roh's speech yesterday gives some indication.

노 대통령은 대선 선두주자 이명박 후보의 한반도 대운하를 건설하겠다는 공약(公約)은 "전략이 없는 공약(空約)"이라고 말했다. 청와대가 선관위의 결정에 대해 어떤 조치를 취할지를 아직 구체적으로 말하지 않았지만, 어제 노 대통령의 연설이 그 조치의 방향을 어느 정도 알려준다.
Article 9 of the election law and Article 65 of the public servant law, which outline the president's political role, contradict each other, according to Kim Jeong-seob, a deputy Blue House spokesman. The public servant law says the president is merely a politician, while the election law calls him an independent government body, meaning he is not allowed to make political remarks, Kim said.
청와대 부대변인 김정섭의 설명에 따르면 선거법 제9조와 대통령의 정치적 역할을 규정한 공무원법 제65조가 상충한다. 김 부대변인은 공무원법은 대통령을 그냥 정치인으로 규정하고 있으나, 선거법은 대통령을 독립적인 정부기관으로 규정해놓고 있어서 대통령의 정치적 발언을 허용하지 않고 있다고 말했다.
