Draft dodgers have no appetite for fight

The length of compulsory military service in South Korea has been reduced since its introduction after the Korean War in 1953 and conditions in the army have improved. But every year draft dodgers make the news with their increasingly elaborate schemes.
1953년 징집제가 도입된 이래 군 의무복무 기간은 꾸준히 줄어왔고 복무여건도 향상돼 왔다. 하지만 군대를 가지 않으려고 하는 사람들이 짜내는 갖가지 병역 기피법은 매년 뉴스 꺼리가 되고 있다.

지난주 국회 국방위에서는 군복무 기피 풍조를 해소하기 위해 공무원 시험에서 군필자에게 가산점을 주는 제도가 통과됐다.

What’s more, most Korean companies that employed a similar policy by giving honorably discharged men a higher starting salary have phased out these measures in the past decade.
군필자에게 가산점을 주는 제도는 1999년 성차별을 이유로 위헌 결정을 받아 폐지됐었고 호봉을 높여주는 것을 비롯해 비슷하게 군복무 우대제를 유지했던 대부분의 민간기업도 군필자 우대를 폐지해 왔다.
“We hope that the move will ease some of the concerns that people have when they have to complete their service,” says Major Kim Jin-tae of the Defense Ministry.

But despite such carrots, draft dodging continues. Earlier this month, 109 professional football players were indicted for deliberately injuring themselves to avoid the draft.

고의로 신체를 훼손한 혐의로 기소됐다.
In November, in a case involving a former employee of the South Korean consulate in Los Angeles, the Manpower Military Administration charged 17 men with forging documents and claiming to be students enrolled at American universities.
지난해 11월에는 전 주미 로스앤젤레스 영사관 직원이 개입된 병역기피 사건이 있었다. 병무청은 군대에 가지 않기 위해 영사관 직원과 짜고 미국 대학에 다니는 것 처럼 서류를 위조한 17명을 적발했다.
Chun Jae-chun, an official at the administration, says the case is still in court. “Since it was the first time draft dodgers have used this sort of method, the investigation is trying its best to prevent copycat cases,” says the official, adding that the most recent draft-dodging case was a wake-up call.
병무청 관계자는 "현재 법원에서 재판이 진행중"이라며 " 이런 방식의 병역기피법은 처음 나타난 것이어서 향후 모방 범죄를 막기위해 철저히 조사하고 있다"고 말했다. 그는 " 최근 발생한 사건은 병역 기피자 적발에 더욱 신경을 써야함을 보여주고 있다"고 덧붙였다.
Professional baseball players of the Hanhwa Eagles were caught illegally dodging the draft by doctoring urine samples and faking kidney disease in 2004. 징집을 피하기 위해 소변 검사 결과를 조작하고 신장병에 걸린 것처럼 했던 한화이글스 프로야구 선수들이 2004년 체포됐다.
