엽관

이후 폭이 넓어져 간 엽관주의는 1845~65년 전성기를 맞는다. ‘전리품 제도’란 뜻의 ‘Spoils system’으로 불리게 된 것도 이 시기다. 상원의원이던 마시가 “전리품(戰利品)은 승리자의 것(To the victor belongs the spoils)”이라고 대놓고 표현한 게 유래다.
1861년 취임한 에이브러햄 링컨은 역대 최대 규모의 엽관인사를 단행했다. 취임 후 대통령이 임명할 수 있는 공직의 85%가량을 경질한 것이다. 그는 엽관주의를 가장 효과적이고 모범적으로 활용한 인물로 꼽힌다. 무엇보다 자격 없는 인물을 골라내는 눈이 있었던 모양이다.

요즘 국내에서 벌어지는 코드 인사 퇴진론 공방은 특이한 사례다. 지난 정권의 엽관인사를 새 정권의 엽관인사로 뒤집기 어렵다는 게 문제다. 임기를 보장하는 법이 지난해부터 시행 중이기 때문이다. 속없이 공공기관 운영에 관한 법률에 합의해 줬던 한나라당이 딱하다.
